Digitisation should not provoke fear. This paper looks at ways of making a digitisation project run smoothly and introduces the work of the Higher Education Digitisation Service (HEDS). Issues such as preparation, work flow issues and the decision to digitise in‐house or to outsource are discussed.

Traces the relationship between democracy and access to information among parliamentarians. Investigates the South African parliamentary situation concerning information‐seeking patterns among parliamentarians, as well as their ability to trace information sources. The paper concludes that democracy can only be sustained if information is freely available, and utilised to its fullest potential by the legislators so as to be enabled to actively participate in all the parliamentary functions.

Abstract
Despite technological advances banking still concerns people. Frontline personnel form a critical means of competition in the marketplace and motivating them is a key task. Internal marketing provides the framework for such activities. Data gathered and analysed prior to and after the implementaton of an internal marketing programme confirms that it does impact on the quality of the service provided, recognising the value of communication in informing and motivating staff and creating positive attitudes and a sense of belonging. Apart from size there is little to differentiate banks from one another as all carry a similar range of services and charge similar rates. The bank that shows its superiority in the customer contact area should have a competitive tool and a means of successfully differentiating itself from competitors.

Abstract
The issues involved in the construction of an expert system for retrieval are described, together with some of the techniques that have been used in artificial intelligence and information science to tackle them. The solutions adopted by the prototype expert system PLEXUS are described, with particular reference to the semantic processing that takes place. The paper concludes with a discussion of continuing issues on which work is currently proceeding.

This process can be encouraged by providing a positive supportive atmosphere where the individual can achieve success and build his or her own self‐image. Careful attention must be given to task organisation, feedback, reinforcement and appropriate interpersonal communication.

Abstract
This paper reports on a comparative evaluation of two computerised reference retrieval systems, INSTRUCT and PLEXUS. Instruct is a statistically‐based system based on best match searching and automatic index term weighting while Plexus uses expert systems techniques to improve access to a conventional Boolean search system. After an introduction to the retrieval techniques used by the two systems, their retrieval effectiveness is compared using a set of nineteen queries and 512 documents on the subject of gardening. The best results were obtained by using the terms suggested by the Plexus system as the basis for an Instruct search.

Abstract
Tests the hypothesis that voluntary groups, generally, are learning organizations. Reviews the literature on non‐profit organizations and concludes that many of the well‐known charities, for example, have now become established hierarchies following an inital period of mission formulation and organizational evolution when they could be considered as learning organizations. Discovers that, once the primary objective has been attained and funds start to flow, the voluntary organization tends to become staffed full‐time with people and the volunteer tends to become an irrelevance. Gives examples from the steam railway preservation movement to suggest that only those voluntary groups with a primary mission incapable of being achieved in the short term and which demand a high level of volunteer input remain as learning organizations.

The British Library Research and Development Department (BLR &DD) has long been interested in the developing technologies in the fields of imaging and multimedia, and in 1988 published An overview of image processing and image management systems and their application. This report reviewed several fields where these technologies were already being used and also highlighted the future trends for the industry and standards. Since then imaging and multi‐media projects with relevance to the library and information world have featured as a priority area in the allocation of the Department's funds. It is therefore not surprising that this year's Anglo‐French seminar (24–26 June), the eighth in a series of annual seminars aimed at bringing researchers together to discuss ongoing work on topics of common interest, had image handling in museums and libraries as its theme.

Combined with the forces of the Internet and CD‐ROM/DVD technology it offers the potential to allow previously inaccessible material to be viewed by fresh eyes and saved for posterity without risk of deterioration by handling or age.
