Abstract
Purpose
In order to improve the computation efficiency of the four-point rainflow algorithm, a one-stage extraction four-point rainflow algorithm is proposed based on a novel data preprocessing method.
Design/methodology/approach
In this new algorithm, the procedure of cycle counting is simplified by introducing the data preprocessing method. The high efficiency of new algorithm makes it a preferable candidate in fatigue life online estimation of structural health monitoring systems.
Findings
According to the data preprocessing method, in the process of cycle extraction, all equivalent cycles can be extracted at just one stage instead of two stages in the four-point rainflow algorithm, where the cycle extraction has to be performed from the doubled residue. Besides, there are no residues in the new algorithm. The extensive numerical simulation results demonstrate that the accuracy of new algorithm is the same as that of the four-point rainflow algorithm. Moreover, a comparative study based on a long input data sequence shows that the computation efficiency of the new algorithm is 42% higher than that of the four-point rainflow algorithm.
Originality/value
This merit of new algorithm makes it preferable in some application scenarios where fatigue life estimation needs to be accomplished online based on massive measured data. And it may attribute to preprocessing of input data sequence before data processing, which provides beneficial guidance to improve the efficiency of existing algorithms.

Abstract
Much of the literature on citizen participation in the budget process links the council-manager form of government with higher levels of citizen participation, assuming the council-manager form represents professional administration. This is contradictory to the reality that different forms of government have “borrowed” features from each other and many now have mixed forms of government (i.e., adapted). The literature also contains ambiguities about city managers’ role in participatory budgeting. We review the literature and identify three competing theories about the role of professional managers in the budget process. We directly examine the effect of city managers in terms of their professional dimensions, institutional environment, and individual willingness to represent citizens. Using survey data from Florida, we demonstrate that managers’ professionalism, perceived political environment, and attitude toward citizen input are important factors explaining local governments’ adoption of participatory budgeting.

The results of this study have significant policy implications for charting a new course toward enhancing agricultural productivity among Chinese farmers.
Abstract
Purpose
The results of this study have significant policy implications for charting a new course toward enhancing agricultural productivity among Chinese farmers.
Design/methodology/approach
By establishing a rural household decision-making model based on the transfer market of farmland operation rights, this paper systematically analyzes the effects of land transfer-in and land transfer-out on the productivity (per labor income) of rural households. The authors conducted basic regression analysis and robustness tests using propensity score-matching and proxy variable approaches based on the micro survey data from rural households in 30 counties in 21 provinces/municipalities/autonomous regions in 2013.
Findings
After the completion of land transfer, the total productivity of rural households transferring in lands will increase with an increase in the agricultural productivity; the total productivity of rural households transferring out land will increase due to a rise in non-agricultural productivity and the absolute total productivity of rural households not involved in land transfer will remain unchanged.
Originality/value
Unlike previous literature, this paper discusses the impacts of land transfer-in and transfer-out on total productivity, agricultural productivity and non-agricultural productivity among various rural households (i.e. those transferring in land, transferring out land or which are self-sufficient).

Abstract
Purpose
This paper aims to elucidate the effects of lubricant groove shape, vertical load, swing angle and grease injection cycle on the friction and wear performances of journal bearings under the grease lubrication condition.
Design/methodology/approach
Three different types of lubricant grooves, namely, numeral eight-shaped, axial straight line-shaped and circular blind hole-shaped, were designed and machined in the bearing bush of journal bearings. The tribological behaviors of these journal bearings were investigated on the self-developed reciprocating swing friction and wear tester. Experimental data including the friction coefficient, the friction temperature, the wear loss and wear time were analyzed in detail. The wear morphologies of friction pairs were observed by scanning electron microscope and confocal laser scanning microscope.
Findings
The load carrying capacity and service life of the journal bearing with circular blind hole-shaped lubricant grooves are not affected. However, the load carrying capacities of journal bearings with numeral eight-shaped and axial straight line-shaped lubricant grooves are declined. The coverage areas of lubricating grease in the bearing bush are associated with the swing angle. The smaller the swing angle is, the more limited the coverage areas of lubricating grease get. Among these journal bearings, the maintenance-free time of journal bearing with circular blind hole-shaped lubricant grooves is the longest because of its large grease storage capacity.
Originality/value
The journal bearing with circular blind hole-shaped lubricant grooves exhibits the excellent antifriction and wear-resistant properties, making it suitable for the application in the low-speed and heavy-load engineering conditions.

Abstract
The chapter explores the intricate relationship between the pursuit of decent work and economic growth and the reinforcement of territorial identities. Through illustrative case studies, it showcases community-based initiatives that have effectively empowered local groups, igniting entrepreneurship and innovation as drivers of economic expansion and job generation. Conversely, the chapter examines the opposing influence of identity-driven discrimination and social exclusion, underscoring their adverse effects on accessing opportunities for decent work and economic progress. In response to these challenges, the chapter offers a comprehensive array of practical recommendations, equipping stakeholders with strategies to address and surmount such obstacles. Finally, the chapter extends its exploration to the pivotal role of championing social justice within the framework of the sustainable territorial development.

Abstract
Purpose
Contact pressure is a critical factor that significantly influences the wear of self-lubricating spherical plain bearings. The purpose of this paper is to address the issue of conformal contact in spherical plain bearings with a self-lubricating fabric liner, and then a universal theoretical analytical model for conformal contact between frictionless spheres is proposed.
Design/methodology/approach
This study establishes an analytical model to calculate the conformal contact in spherical plain bearings and verifies the new model by finite element analysis.
Findings
The new model proposed in this paper overcomes the limitations of elastic half-space and small-deformation assumptions. After conducting accuracy validation, it was observed that the computational error of the new model has significantly decreased in comparison to the Johnson model. For a conformal contact with a clearance of 0, the error is nearly 0.
Practical implications
The analytical model can calculate the contact pressure distribution of self-lubricating spherical plain bearings bonded with a self-lubricating layer and can be extended to the conformal contact problem of spherical contact surfaces in biomechanics and other fields.
Originality/value
The model presented here overcomes the limitations of the elastic half-space and small deformation assumptions. It accurately calculates the contact pressure distribution of self-lubricating spherical bearings. Moreover, the complex nonlinear relationship between variables such as normal force, clearance, maximum contact pressure and contact radius was investigated using this model. The model can also be extended and applied to the conformal contact problem of spherical contact surfaces in various fields, including biomechanics.

Abstract
Purpose
This paper aims to propose a new method for evaluating the effect of out-of-home (OOH) gamified advertising and verify the prediction effect of the method, especially based on emotional experience generated by interactions between individuals and gamified advertisements.
Design/methodology/approach
By carrying out an offline gamification advertising experiment, this study uses multiple emotion models, pleasure–displeasure, arousal–no arousal and dominance–submissiveness (PAD) and Ortony–Clore–Collins, to examine the impact of 24 emotional experiences consumers have when engaging with gamified OOH advertising on the perceived effectiveness of advertising.
Findings
The findings reveal the correlation between the emotional experience and the effectiveness of gamified advertising. Multiple regression analyses demonstrate that the emotional experience model has an effective predictive effect on the effectiveness of gamified advertising.
Originality/value
The originality of this research is a new method for evaluating the effect of OOH gamified advertising, in particular the calculation of the valid emotional experience values brought by the emotional fluctuations in the interaction between consumers and gamified advertisements.

Abstract
Purpose
The purpose of this paper is to test the relationship between innovation performance and innovation spillover effects, innovation inputs, innovation outputs and industrial effects.
Design/methodology/approach
The analysis framework including variables such as innovation spillover effect, innovation input, innovation output and industrial effect was constructed. Through the investigation and analysis of the innovation activities of China’s GEM listed companies in 2014–2016, the innovation performance and the above factors were tested.
Findings
The research shows that enterprise performance has a significant positive correlation with innovation input and innovation output, but there is no significant correlation or even negative correlation with innovation environment and industry background such as government support and innovation opportunities, and the spillover effect is significant. The negative correlation is also negatively correlated with innovative human capital investment, company age and company Q.
Originality/value
Innovation is the real source of economic growth, and industrial innovation is the system integration of technological innovation, product innovation, market innovation, etc., which is the basic determinant of national competitiveness.
