Abstract
Purpose
The study aims to pioneer an innovative approach for the evaluation of government portal websites (GPWs) by introducing an eye-tracking-based method. The research meticulously pinpoints and analyses the distinct usability issues and challenges that users encounter while navigating and interacting with GPWs.
Design/methodology/approach
This study devises an eye-tracking-based GPW usability evaluation approach, which focuses on the major functions (i.e. government information disclosure, government services and interactive responses) of GPWs. An Entropy Weighted Technique for Order Preference by Similarity to an Ideal Solution (EW-TOPSIS) method is employed to process eye-tracking indicator results for deriving GPW usability results.
Findings
The proposed approach is demonstrated to assess the usability of 12 GPWs in pilot smart cities in China, and it is found that most GPWs have lower-than-average usability. GPWs with low usability require more cognitive load that exhibit increased fixation and saccade. The comparisons among the GPW usability results from (1) the eye-tracking experiment, (2) questionnaire surveys and (3) the ready-made performance evaluation report validate the effectiveness of eye-tracking-based GPW usability evaluation.
Originality/value
The work contributes to shifting the GPW usability evaluation approach from a subjective judgment paradigm to an objective paradigm, as well as provides implications for enhancing GPW usability, including improving search function, reducing website complexity and prioritizing user needs.

Abstract
Purpose
This study aims to investigate the effects of memorable dining experiences (MDEs) in the USA during the COVID-19 pandemic.
Design/methodology/approach
A total of 530 valid survey responses were collected in the USA. Partial least squares structural equation modeling (PLS–SEM) was used to estimate inner and outer models. A two-stage approach was applied to test the moderating effects of restaurant safety measures. Additional analyses were conducted to compare electronic word of mouth (eWOM) intention and actual eWOM behavior.
Findings
All five dimensions contributed to the overall memorability of a dining experience, with affect being the primary factor. Overall memorability was positively related to subjective well-being and actual eWOM behavior. Restaurant safety measures were positively related to the overall experience but did not moderate the relationship between any dimension and overall memorability.
Research limitations/implications
Findings provide empirical support for the conceptualization of MDEs during a pandemic and underscore the importance of actual eWOM behavior in restaurant research.
Practical implications
Results offer guidance for restaurant managers in designing MDEs.
Originality/value
The restaurant industry is evolving from simply providing products and services to creating experiences. Yet the impacts of crafting MDEs are not well understood, especially during a pandemic. This study filled this gap by investigating MDEs and their effects on subjective well-being and eWOM behavior.

Abstract
Purpose
This study investigates Hong Kong “consumers” sake tasting preferences, willingness to pay and how information commonly found on the bottle or menu affects these attributes.
Design/methodology/approach
This study took place inside a four-star hotel lobby restaurant. Convenience sampling was used to collect 184 valid responses from Hong Kong residents. Respondents were given four sakes two blind and two with common information found on the bottles and asked to rate each one independently.
Findings
The results suggest that alcohol content is the most crucial attribute in assessing the overall liking for consumers. In addition, information currently provided by producers and brewers has a negative effect on all assessment attributes and overall liking, but a positive effect on willingness to pay.
Practical implications
Sake producers, brewers, marketers, and hotel food and beverage managers should reconsider marketing strategies and the type of information provided to send better signals, increase “consumers” assessment and their overall liking. The results of this study suggest that sake brewers may want to advertise the alcohol content better to achieve higher satisfaction.
Originality/value
Consumers taste preferences for sake are not well understood. By applying the signalling theory the study results filled an information gap by examining how sake information commonly found on labels affects hotel guests tasting preferences and willingness to pay.

Abstract
Purpose
This study aims to identify key factors that affected US respondents’ dining behavior at restaurants during the midst of the COVID-19 pandemic.
Design/methodology/approach
Due to the lack of a prior framework or model to test customers’ perceptions of dining-out behavior during this unprecedented time, this study used a mixed-methods approach, conducting two focus group discussions to generate potential restaurant attributes, followed by a US-based survey using an online panel. Using structural equation modeling, this study tested eight developed propositions.
Findings
The findings of this study indicated that the three key factors (i.e. restaurant dining environment, communication and hygiene and contactless features) made customers feel comfortable dining in the restaurant during the pandemic. Out of these three factors, only the restaurant dining environment and communication and hygiene were essential predictors for customers’ perceived trust toward the restaurant, leading to their willingness to pay more. This study used two moderators, customers’ perceived risk and support for restaurants to examine how they affected customers’ perceived trust and willingness to pay, respectively.
Practical implications
This study provides both theoretical and practical implications to the current body of knowledge in customers’ dining-out behavior and the development of operational strategies for restaurants to accommodate customers’ changing dining-out behavior due to the COVID-19 pandemic. To develop a holistic conceptual framework, this study incorporates two COVID-19-focused measurement items, perceived risk and support of the restaurant, to identify their moderating roles in the relationships among the five proposed measurement items. This study provides restaurant operators with insights into the altered dining-out behavior of their customers due to the COVID-19 pandemic and prepares them for the post pandemic environment.
Originality/value
During the unprecedented pandemic situation, few customers are willing to dine in restaurants. As local and national governments lifted the mandated COVID-19 protocols, restaurants opened their business slowly to cater to customers in compliance with the centers for disease control’s health and safety regulations. It is of utmost importance for restaurant operators to accommodate their customers’ needs when they dine in the middle of the COVID-19 pandemic. There is a paucity of research that has examined customers’ comfort level when dining in restaurants and customers’ preferred dining environment during the pandemic.

Abstract
Purpose
In an effort to study the effects of stress factors i.e. work overload and social overload, the authors integrate causal attribution research to develop a stress outcome model. Drawing on Affective Events theory, this study aims to investigate how work and social overload lead to turnover intentions with the mediating role of emotional exhaustion.
Design/methodology/approach
A quantitative approach to examine the direct linkage of stress factors to turnover intention was tested for 409 respondents working at middle and senior manager level posts in the banking sector of Lahore, Pakistan. Partial least square structure equation modeling technique was applied through Smart_PLS3.0 for hypothesis testing.
Findings
Results revealed a strong relationship between stress factors (i.e. social overload and work overload) and turnover intentions in the presence of emotional exhaustion as a significant mediator.
Originality/value
The study adds value to the theory and practice by examining the understudied stress factors (social overload) along with work overload and their consequences on the employees.

Abstract
Purpose
This study aims to examine the relationship between polychronicity, job autonomy, perceived workload, work–family conflict and high work demand on the health-care employee turnover intention during the COVID-19 pandemic.
Design/methodology/approach
The authors conducted quantitative research in private hospitals using a self-administered questionnaire, and 264 respondents participated. The authors also used an analysis of moment structures to determine the relationship between independent and moderating variables.
Findings
The results show a significant positive relationship between polychronicity, job autonomy, perceived workload, work–family conflict and high work demand, affecting turnover intention. This study also found the moderating effect of high work demand on work–family conflict and turnover intention.
Research limitations/implications
This research was limited to hospitals in Bahrain during the COVID-19 pandemic. Nevertheless, the findings highlight the factors associated with health-care employee turnover intention and only five factors were identified.
Practical implications
This study enhances the theoretical and practical effects of turnover intention. The results provide a competitive benchmark for hospital managers, administrators and governing bodies of employee retention.
Social implications
It advances economics and management theory by enhancing the understanding of health-care employees’ turnover intention in Bahrain. It serves as a basis for future large-scale studies to test or refine existing theories.
Originality/value
To the best of the authors’ knowledge, this study is the first to adopt extrinsic variables in self-determination theory to measure the turnover intention of health-care employees. However, using resources in a crisis can be applied to any disaster.

Abstract
Purpose
The purpose of this paper is to propose a casting process for the production of double-chamber soft fingers, which avoids the problems of air leakage and fracture caused by multistep casting. This proposed method facilitates the simultaneous casting of the inflation chamber and the jamming chamber.
Design/methodology/approach
An integrated molding technology based on the lost wax casting method is proposed for the manufacture of double-chamber soft fingers. The solid wax core is assembled with the mold, and then liquid silicone rubber is injected into it. After cooling and solidification, the mold is stripped off and heated in boiling water, so that the solid wax core melts and precipitates, and the integrated soft finger is obtained.
Findings
The performance and fatigue tests of the soft fingers produced by the proposed method have been carried out. The results show that the manufacturing method can significantly improve the fatigue resistance and stability of the soft fingers, while also avoiding the problems such as air leakage and cracking.
Originality/value
The improvement of the previous multistep casting method of soft fingers is proposed, and the integrated molding manufacturing method is proposed to avoid the problems caused by secondary bonding.

Purpose
The purpose of this paper is to examine the importance of market imperfection, namely, variation in managerial ability (MA), on dividend policy in China. The authors focus on the Chinese market as it is dominated by state-owned enterprises and test whether the association between MA and dividend policy varies systematically with the degree of state ownership.
Design/methodology/approach
To measure MA, this study exploits a novel measure developed by Demerjian et al. (2012) to estimate how efficiently manager utilizes firm’s resources. Manager efficiency is defined in terms of output a manager produces based on inputs available within firm.
Findings
The authors find that relationship between MA and dividend policy is primarily driven by non-state own enterprises compare to state own enterprises, more prevalent for financially unconstrained firms with strong balance sheet and more pronounced under high marketized groups as compare to low marketized groups. These finding are robust under battery of robustness checks. This research adds new insight for the policy makers and investors to pay more attention on MA.

This research adds new insight for the policy makers and investors to pay more attention on MA.
Originality/value
This study augments the dividend policy literature by relaxing perfect capital market assumption of Miller and Modigliani, and neo-classic view of firms by incorporating a new novel factor – variation in MA – and applies it to the emerging market of China.

Abstract
Purpose
This study aims to fabricate and manipulate ensemble spin of negative nitrogen-vacancy (NV−) centres optimally for future solid atomic magnetometers/gyroscope. Parameters for sample preparation most related to magnetometers/gyroscope are, in particular, the concentration and homogeneity of the NV− centres, the parameters’ microwave antenna of resonance frequency and the strength of the microwave on NV− centres. Besides, the abundance of other impurities such as neutral NV centres (NV0) and substitutional nitrogen in the lattice also plays a critical role in magnetic sensing.
Design/methodology/approach
The authors succeeded in fabricating the assembly of NV centres in diamond and they determined its concentration of (2-3) × 1016 cm−3 with irradiation followed by annealing under a high temperature condition. They explored a novel magnetic resonance approach to detect the weak magnetic fields that takes advantage of the solid-state electron ensemble spin of NV− centres in diamond. In particular, the authors set up a magnetic sensor on the basis of the assembly of NV centres. They succeeded in fabricating the assembly of NV centres in diamond and determined its concentration. They also clarified the magnetic field intensity measured at different positions along the antenna with different lengths, and they found the optimal position where the signal of the magnetic field reaches the maximum.
Findings
The authors mainly reported preparation, initialization, manipulation and measurement of the ensemble spin of the NV centres in diamond using optical excitation and microwave radiation methods with variation of the external magnetic field. They determined the optimal parameters of irradiation and annealing to generate the ensemble NV centres, and a concentration of NV− centres as high as 1016 cm−3 in diamond was obtained. In addition, they found that sensitivity of the magnetometer using this method can reach as low as 5.22 µT/Hz currently.
Practical implications
This research can shed light on the development of an atomic magnetometer and a gyroscope on the basis of the ensemble spin of NV centres in diamond.
Social implications
High concentration spin of NV− in diamond is one of the advantages compared with that of the atomic vapor cells, because it can obtain a higher concentration. When increasing the spin concentration, the spin signal is easy to detect, and macro-atomic spin magnetometer become possible. This research is the first step for solid atomic magnetometers with high spin density and high sensitivity potentially with further optimization. It has a wide range of applications from fundamental physics tests, sensor applications and navigation to detection of NMR signals.
Originality/value
As has been pointed out, in this research, the authors mainly worked on fabricating NV− centres with high concentration (1015-1016 cm−3) in diamond by using optimal irradiation and annealing processes, and they quantitatively defined the NV− concentration, which is important for the design of higher concentration processes in the magnetometer and gyroscope. Until now, few groups can directly define the NV− concentration. Besides, the authors optimized the microwave antenna parameters experimentally and explored the dependence between the splitting of the magnetic resonance and the magnetic fields, which dictated the minimum detectable magnetic field.

Abstract
Purpose
The current paper examines the relationships between watching television for various times of day and reading achievement for a subsample of third grade language minority (LM) students compared to third grade students in general.
Methodology
The analysis uses ECLS-K 1998–99 data to first test for significant differences between the two samples, then further explores these relationships using separate OLS multiple regression models, while controlling for past reading achievements and socioeconomic variation.
Findings
Building on more nuanced versions of displacement theory, this paper finds a positive relationship between reading achievement and watching television after dinner on weekdays specifically for LM students. For the general sample, watching TV on weekends or weekdays at any time period has no relationship with reading achievement.
Originality/value
This research suggests the potential for TV or perhaps other media to act as a lingual- or cultural-learning facilitator for LM students, being positively tied to reading achievement. The paper’s unique focus on multimedia use and LM students makes it particularly applicable to educators and public policy officials tasked with confronting the reading skills gap for a growing LM student population.
