Abstract
Traffic congestion and disorderly development of land will affect the development of cities. How to make efficient use of urban land is a major issue for cities. Based on this, the problems existing in the planning and construction of urban rail transit in our country were analyzed. The method of rail transit network layout, as well as the site size, site selection and spacing optimization methods were analyzed. The combinatorial network layout planning of Metro Line in a city was studied. According to the layout of rail transit stations, a layout optimization model was proposed. Three basic network layouts were used to lay down the subway lines in this city, and the site size, spacing and intersection points were planned. The effective utilization rate of urban land was increased, and people's travel time was saved, so as to provide a new idea for the layout of rail transit

Abstract
Purpose – The chapter studies methods of integrating the connection between land use and traffic surrounding rail transit stations. It offers guidance to urban planners about how to arrange transfer facilities scientifically and promote more efficient use of land nearby.
Methodology – The chapter describes studies of station type, station positioning, recommended building floor area ratio (FAR), traffic connection and land use functional demand for five stations on No. 2 Metro Line in Nanjing, determining the traffic connections and layout for the land use surrounding the five stations.
Findings – This study of the integrated connection between land use and transport surrounding rail transit stations will act as a guide to help arrange the building of essential transfer facilities scientifically and help cities to make better use of the scarce amount of urban land available for development. This study also shows that the transport system plays an important part in adjusting the functional layout of land use surrounding rail transit stations.
Social implications – The results of this study will be particularly significant in the integration of urban planning management and transport management. Furthermore, the coordinated interaction between land-use planning, traffic planning and urban design will benefit Chinese cities as they continue to grow throughout the 21st century and beyond.

Abstract
Purpose
Transport infrastructure is fundamental for economic development and for enabling cities to shift away from unsustainable automobile dependence. These agendas are coming together but the tools and processes to create less automobile-dependent cities are not well developed. The purpose of this paper is to suggest how the planning and assessment process can help to achieve this goal of integration.
Design/methodology/approach
Understanding how cities are shaped by transport priorities through urban fabric theory creates an approach to the planning and assessment process in transport and town planning that can help achieve the purpose.
Findings
Four tools are developed from this theory: first, a strategic framework that includes the kind of urban fabric that any project is located within; second, benefit cost ratios that include wider economic benefits, especially agglomeration economies in each fabric; third, avoidable costs that assess lost opportunities from the kind of urban development facilitated by the infrastructure chosen; and finally, value capture opportunities that can help finance the infrastructure if they are used to create walking and transit fabric.
Research limitations/implications
Detailed application to the standard transport and town planning tools should now proceed to see how they can be adapted to each urban fabric, not just automobile city fabric.
Practical implications
Recognising, respecting and rejuvenating each fabric can be implemented immediately.
Social implications
Urban lifestyle choices are best understood by estimating the potential demand for each market and building to these.
Originality/value
The urban fabric tools outlined provide the best way of integrating sustainable development goals into how cities are planned and transport projects are assessed.

Purpose
This purpose of this paper is to evaluate the experiences of public-private partnerships (PPPs) in China's urban rail development, investigates the critical factors impacting on the project viability and derives lessons for future urban rail PPP projects in China and elsewhere.
Design/methodology/approach
A case study of the Beijing Metro Line 4 project was adopted as the main research method with semi-structured interviews with senior practitioners and experienced academics as the primary data collection instrument. Qualitative data were collected and subjected to content analysis.
Findings
The case study provides six critical factors which are required to facilitate PPP urban rail development: streamlined approval process; robust tendering; strong leadership within the public procuring authority; effective organisational structure and the private sector innovation; commensurate charging approach and government subsidising scheme; and appropriate risk allocation. The research shows that the potential to directly re-apply the Beijing Metro Line 4 model to future urban rail development is limited, but lessons for future urban rail PPPs can still be drawn from the study.
Practical implications
The paper serves as an illustration to public procuring authorities and potential private investors on how to structure and manage urban rail PPPs.
Originality/value
The research presents an original investigation of China’s first urban rail PPP, the Beijing Metro Line 4 project and assesses the applicability of the Beijing model to future PPP projects in urban rail development.

Beijing rail transit can actively control the density of rail transit passenger flow, ensure travel facilities and provide a safe and comfortable riding atmosphere for rail transit passengers during the epidemic. The purpose of this paper is to efficiently monitor the flow of rail passengers, the first method is to regulate the flow of passengers by means of a coordinated connection between the stations of the railway line; the second method is to objectively distribute the inbound traffic quotas between stations to achieve the aim of accurate and reasonable control according to the actual number of people entering the station.
Design/methodology/approach
This paper analyzes the rules of rail transit passenger flow and updates the passenger flow prediction model in time according to the characteristics of passenger flow during the epidemic to solve the above-mentioned problems. Big data system analysis restores and refines the time and space distribution of the finely expected passenger flow and the train service plan of each route. Get information on the passenger travel chain from arriving, boarding, transferring, getting off and leaving, as well as the full load rate of each train.
Findings
A series of digital flow control models, based on the time and space composition of passengers on trains with congested sections, has been designed and developed to scientifically calculate the number of passengers entering the station and provide an operational basis for operating companies to accurately control flow.
Originality/value
This study can analyze the section where the highest full load occurs, the composition of passengers in this section and when and where passengers board the train, based on the measured train full load rate data. Then, this paper combines the full load rate control index to perform reverse deduction to calculate the inbound volume time-sharing indicators of each station and redistribute the time-sharing indicators for each station according to the actual situation of the inbound volume of each line during the epidemic. Finally, form the specified full load rate index digital time-sharing passenger flow control scheme.

Purpose
New services design and development are difficult to plan, execute, measure and evaluate. Particularly, new services that are capital-intensive and involve a long gestation and development time are considered extremely risky. The purpose of this paper is to discuss a list of innovative practices in various managerial aspects in designing, planning and development of a large scale infrastructure intensive public transportation service. A contemporary new public transportation service development is discussed as evidence of proven and benchmarked criteria.
Design/methodology/approach
This is a technical paper, where theoretical foundations of best practices in new service development project are discussed and supported by practice-based evidences from a real-life urban transportation project. A case study approach is adopted with secondary data.
Findings
Worldwide during and after economic recession of 2008, several projects were stalled or abandoned. The inference through this work is that through efficient management practices, a large capital-intensive new service development project can be made successful even during a turbulent economy in a region marred by more challenges than elsewhere.
Practical implications
Several issues in large scale services development, such as urban transportation are domain specific. Some of the issues faced in urban transportation are common to several Gulf countries; therefore the policy guidelines, managerial practices and development strategies reported in this paper can be replicated in many of them. The commercial impact of the service project is a significant drive towards fuel conservation and to save huge amounts of productive time.
Social implications
Public transportation with a high quality of networked service improves the quality of life to a large extent. Unless certain measurable demands are not met, an affluent society is less likely to endorse public transportation. In addition, endorsement of public transportation is been promoted in several parts of the world as a drive towards a green, energy efficient, low-carbon emission and sustainable environment.
Originality/value
To the best of the authors’ knowledge, new services planning and development is a key operations management topic, on which very little is written about. Particularly no other paper has presented a real-world large scale infrastructure intensive project development to this detail, and along with a theoretical background to benchmark performance and development practices.

Attracting commuters from driving to light rail systems has a good potential for reducing carbon emissions. However, the light rail system is interrupted by disruptions frequently, which reduces its attraction to passengers. Therefore, how to provide a quick replacement service during disruptions is of vital importance to avoid passengers change to other higher emission vehicles. The purpose of this paper is to focus on the decision analysis of the replacement tool for disruption recovery service in urban public light rail systems from the perspective of environmental effect.
Design/methodology/approach
The traditional approach – bus replacement service – and the new approach – taxi replacement service – which has been recently adopted by several cities, are examined individually and compared. The benefit of the light rail company is formulated by balancing between carbon emission and financial cost. The involving parties’ decision functions taking the passengers’ behaviors as well as numerous other important factors into account are formulated.
Findings
Both theoretical and numerical sensitivity analyses are conducted to shed light for light rail systems to better coping with disruptions, increasing service level, and attracting more passengers to the environmental transit system to reduce carbon emission.
Originality/value
It is worth mentioning that this research is a successful application for disruption recovery in a public transit system considering the environmental effect. To the authors’ knowledge, this research is one of the first of such applications in this area and can be used not only in the public light rail systems, but also in other urban public transport network components such as the subway and rail systems.

Through literature review, field investigation, expert consultation and other methods, this paper systematically investigates and analyzes the development status of the national science and technology innovation platform in the railway industry.
Findings
Taking the national science and technology innovation platform of the railway industry as the research object, this paper investigates and analyzes the construction, development and distribution of the national science and technology innovation platform of railway industry over the years. And the National Engineering Research Center of High-speed Railway and Urban Rail Transit System Technology was taken as an example to introduce its operation effect.
Originality/value
China Railway has made great development achievements, with the construction and development of national science and technology innovation platform in the railway industry. In recent years, a large number of national science and technology innovation platforms have been built in the railway industry, which play an important role in railway technological innovation, standard setting and commodification, and provide strong support for railway technology development.
