Abstract
Purpose
There has been a lack of meaningful information systems architecture, which comprehensively conceptualise the essential components and functionality of an information system for fire emergency response addressing needs of different job roles. The purpose of this paper is to propose a comprehensive information systems architecture which would best support four of the key firefighter job roles.
Design/methodology/approach
The study has built on the outcomes of two previous preliminary studies on information and human-computer interaction needs of core firefighter job roles. Scenario-based action research was conducted with firefighters in a range of roles, to evaluate human-computer interaction needs while using various technology platforms.
Findings
Several key themes were identified and led us to propose several layers of an integrated architecture, their composition and interactions.
Research limitations/implications
The selected fire scenarios may not represent every type of fire expected in high-risk built environments.
Practical implications
The current paper represents a shared discussion between end users, system architects and designers, to understand and improve essential components. It therefore provides a reference point for the development of information system architecture for fire emergency response.
Originality/value
The proposed information system architecture is novel because it outlines specific architectural elements required to meet the specific situation awareness needs of different firefighters job roles.

Abstract
Purpose
Emergency management groups aiming to address community resilience work with complex systems which consist of multiple interacting dynamics. The purpose of this paper is to help ensure that information is displayed in a way which supports strategic performance, to address longer term challenges faced by these groups.
Design/methodology/approach
Ten professional emergency managers completed an online simulation of complex, community resilience related tasks faced in their normal working lives. They responded to either table-or diagram-based information about a relevant emergency management strategy. Responses were rated by academic and practitioner experts using 0-5 point Likert scales.
Findings
Analyses of the expert ratings found that certain components of macrocognitive performance reached large degrees of inter-rater reliability (ρ=0.76, p=0.003; ρ=0.58, p=0.03; ρ=0.53, p=0.05). Current situation awareness increased by an average of 29 per cent in the diagram condition. Prospective amendment quality also increased, by an average of 38 per cent. A small sample size meant that these increases are difficult to generalise.
Research limitations/implications
Extensions of this pilot research could use larger samples and more generic simulation conditions, to increase confidence in the claim that certain displays help improve strategic emergency management planning.
Practical implications
It is recommended that further research continues to focus on current and prospective situational awareness, as measures of strategic emergency management performance which can be reliably expert rated.
Originality/value
This research provides novel methodological considerations for supporting a more strategic approach to emergency management, with a focus on longer term implications.

Abstract
The Technium initiative started in 2001 with an initial Business and Innovation Centre established in the Swansea docklands area. Early success of this first Technium building led to the concept being rapidly proliferated into a pan-Wales network of primarily sector-focussed centres. Although the Welsh Government withdrew its support for the Technium network initiative in 2010, the individual centres continued under a range of ownerships and the historic initiative of continued interest, particularly with respect to regional policy.
A vibrant policy and practice debate subsequently emerged together with strident media comment. Lack of coherence between Technium Centres and weaknesses in monitoring systems meant this debate has been poorly informed. This case study helps address the evidence deficit within this debate by revisiting the initial Technium Swansea initiative and its subsequent development.
The case study provides an insight into what can realistically be expected of such initiatives in the short, medium and long terms, with realistic time-horizons for ‘success’ and the role of learning for knowledge-based development in similar initiatives and regions.

Studies have suggested that entrepreneurship is a key mechanism for rejuvenating and facilitating economic growth in deprived areas. To provide further understanding of the persistently low entrepreneurial intentions found in deprived areas this chapter identifies key mechanisms and theoretical frameworks that link the formation of appropriate human capital to the prevailing environment, and that influences may flow in both directions. This contributes to the existing literature to provide a fuller understanding of interest to policy-makers of why past interventions have struggled to boost entrepreneurial intentions and where new interventions may be most effective in generating more positive entrepreneurial intentions in deprived areas.

Abstract
In the periods, following the First and Second World Wars, colonial states across the British empire underwent waves of reforms that were geared toward improving human well-being, from enhancing social conditions, such as health and education, to expanding opportunities for economic and political engagement. The literature on the colonial state typically traces these state-building efforts to the agency of European colonial officials. However, evidence from a historical analysis of Trinidad and Tobago reveals a different agent driving state reform: the colonized. A local labor movement during colonialism forced the colonial state to construct a number of state agencies to ameliorate the economic, political, and social conditions in the colony, thereby resulting in an increase in state capacity. This study, therefore, provides critical intervention into the colonial state literature by showing that the agency of the colonized, as opposed to just the colonizers, is key to state-building, and specifying the mechanisms by which the subaltern constrained colonial officials and forced them to enact policies that improved colonial state capacity.

Abstract
Black women faculty are experiencing multiple marginalities within their intersectional identities (Thomas & Hollenshead, 2001). The overwhelming obstacles that they face in academia regarding racism, lack of mentorship, and its impact on productivity are well documented (Allen, Huggins-Hoyt, Holosko, & Briggs, 2018). However, through a raced and gendered intersection centering Black women, these workplace obstacles can transform into something far more insidious (Young & Hines, 2018). Black women academics do not enter academic environments that have been liberated from racism, sexism, or misogynoir; instead, the environment itself is a microcosm of the world in which they reside (Thompson, 2020). Black women academics are double minorities and face issues such as isolation from collegial networks; lack of institutional/departmental support; forced positionality into the role of mentorship for students of color; and increased visibility and bodily presentation concerns (Allen et al., 2018; Pittman, 2010). Further still, the workplace dynamics and needs of students of color can collide within the work of Black women academics, increasing the prevalence of othermothering and a racialized and gendered racial uplift (Griffin, 2013; Mawhinney, 2011). Though previous studies have demonstrated positive effects of university diversification, women, ethnic minorities, sexual minorities, and religious minorities continue to face antagonistic environments (Cunningham, 2009; Hughes & Howard-Hamilton, 2003). Rooted within Black Feminist Thought and Critical Race Theory, this chapter aims to highlight the intersectional identities of Black women academics and identifies mechanisms to address how Black women are experiencing multiple marginalities within their intersectional identities (Hirshfield & Joseph, 2012).

Abstract
Sports betting has become more prevalent, visible and socially accepted in Western liberal societies than ever before. This normalisation of gambling on sports has been fuelled by deregulation, the omnipresence of advertising and the growing dependency of elite sports on sponsorship revenue streams from the gambling industry. That said, much remains to be uncovered about the mechanisms through which this normalisation of gambling occurs in sports. This chapter focuses on the role of sports clubs in Belgium and the Netherlands, drawing on empirical insights from two related studies that examine the oft-neglected salience of integrity as a key factor shaping gambling-related policy and practice at the organisational level. This sets the stage for a critical research agenda that can support the denormalisation of gambling, and the deconstruction of dominant discourses that frame sports betting as a fun, risk-free social practice.
