Abstract
Purpose
This study aims to look at the changing way in which the Information Services Office (ISO) at the National Institute of Standards and Technology (NIST) provides services to NIST scientific and technical staff throughout their research and publishing cycles. These services include the more traditional services of a research library and publishing NIST technical reports and The Journal of Research of NIST and preserving and exhibiting scientific instruments and other artifacts. ISO has always prided itself on having a close relationship with its customers, providing a high level of service and developing new services to stay in front of NIST researcher needs. Through a concerted, strategic effort since the late 1990s, ISO has developed and promoted relationships with its key customers through its Lab Liaison Program.
Design/methodology/approach
This paper discusses the relationship ISO has developed with the Office of Data and Informatics (ODI), how this relationship was forged and how this collaboration will serve as a model for working with the other labs and programs at NIST. It will also discuss the risks and opportunities of this new collaborative service model, how ISO positioned itself to become an equal partner with ODI in the exploration of solutions to data management issues and the benefits of the relationship from ODI’s perspective.
Findings
A pattern of strategic changes to the services and activities offered by the Lab Liaison program has put ISO in the position to collaborate as peers with researchers at NIST.
Originality/value
This study provides an overview of how ISO made strategic decisions to incorporate non-traditional services to support data management at NIST.

The need to maintain up-to-date technological skills despite an aging workforce makes it imperative that organizations increasingly focus on retraining older employees. This article develops an adult career model based on the acquisition of technological skills and gradual skill obsolescence. The model suggests the importance of retraining and provides practical implications to the development of retraining programs. Suggestions for future research are also offered.

Abstract
This study examines the impact of mediator style, mediation outcome, and mediator background variables on community mediation participant satisfaction and fairness perceptions along several dimensions. Our data were collected from a community mediation program located in a justice court in the Southwestern United States. During a twelve‐month period, 40 mediation sessions, each involving a single mediator, were videotaped. The 108 mediation participants completed surveys assessing their perceptions of and satisfaction with their specific mediation experiences. The findings indicate important impacts of mediator facilitativeness on all perceptions and of conflict resolution success on satisfaction. Mediator experience impacted perceptions of the mediator; mediator gender and law background had no impacts.

Abstract
Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.

The purpose of this paper is to provide a review of recent progress in self‐assembly technology, principally in the microelectronics context.
Design/methodology/approach
First, the paper discusses the application of nanoscale self‐assembly techniques to microelectronic and related components and then considers research involving larger devices.
Findings
The paper shows that a range of self‐assembly techniques is being used to fabricate both production and experimental microelectronic devices, often with the aim of developing alternatives to copper wire interconnects. Other, experimental self‐assembly techniques are being developed for the packaging and mounting of microelectronic components on substrates.
Originality/value
Provides a useful, detailed review of the use of self‐assembly techniques at the nanoscale, microscale and macroscale.

Abstract
Generation Z in Germany – born after 1995 – follows in many ways similar trends to be seen in other countries. Contrary to Generation Y, it is less career-focussed, less keen on financial rewards and less willing to work flexible in a competitive world with total work–life blending. They look for structure, security and feeling good. What is different: Germany is one of the few countries in the world in which Generation Z in many cases can live up to their dreams. Germany has a prospering economy, a stable society and still a good educational system. Most important, for young people, it has an unemployment rate of virtually zero per cent. Therefore, companies definitely must engage in the war for talents and provide Generation Z with a fitting employer value proposition: Generation Z looks for meaningful and exciting work but seeks also meaning and excitement in private lives. In particular, they demand a clear separation of their private lives from their job. All this stands in contrast to the ambitions of the industrial sector in Germany promoting a more Generation Y-type environment with flexibility, agility and work–life blending. This conflict is not dealt with in an open way, since politics and media stand on the side of the large companies. Still, the power of Generation Z is not to be underestimated. Therefore, the chapter leaves it for the future to find out whether the Generation Z or other forces will win.

Abstract
The participatory action research project described in this chapter took place with an established campaigning and research organisation in Manchester. The young activists who were part of the work were all living without legal status in the UK, and had all been failed by the asylum system and cast as the ‘abject’ (Tyler, 2013) and unwanted. Building upon decades of protest against racist and ‘othering’ polices in Britain (Copsey, 2016; England, 2019), the project illustrates a powerful example of young people who are very much on the margins, neglected and disbelieved by the state, and vilified by wider society and deliberate distortions of what it means to ‘seek asylum’, coming together to activate and find a voice in public to call for justice and change. Utilising Voloshinov’s (1929/1986) method of ‘language creation from below’ to create a shared understanding of their experiences in the UK’s ‘hostile environment’ (Goodfellow, 2019), the young activists engaged in consciousness-raising together to explore the commonality of their lives as ‘(young) people seeking asylum’. Rejecting the dominant ideological sign of ‘asylum seeker’, they created a play, ‘Faceless’, to depict the reality of their experiences, to present a counterstatement (Voloshinov, 1929/1986), in the public sphere (Fraser, 1990), and to exercise what Castells (2015) refers to as ‘counterpower’.

Abstract
Literature on European and national identities displays a tension between occasional observations of an emerging ‘banal Europeanism’ (Cram, 2009) and a dominant strand (e.g. Guibernau, 2007; Toplak & Šumi, 2012) that questions the viability of European identifications vis-à-vis historically entrenched nationalisms, particularly in the context of the debt crisis and the resulting (re)nationalization of European politics. This chapter builds on recent work on Austrian European Union (EU) scepticism and its contestation (Karner, 2013) to examine instances – in diverse media coverage, readers’ letters to the editor of Austria’s most widely read newspaper, internet platforms, political essays and party political positions – of national identity negotiations in relation to the EU and as articulated in the context of successive European crises and the most recent elections to the European Parliament. The qualitative, thematic analysis of these wide-ranging materials developed here draws on two key concepts in critical discourse analysis, the notions of deixis (Billig, 1995) or ‘rhetorical pointing’ and of the topos or ‘structure of argument’ (e.g. Reisigl & Wodak, 2001), which are complemented by a third theoretical tool, namely the anthropological concept of ‘grammars of identity’ (Baumann & Gingrich, 2004). The resulting discussion reveals the uneasy coexistence of (critical) Europeanisms and various national reassertions in Austria’s public sphere and their respective discursive features. Further, the theoretical approaches synthesized cast light on internal diversities within political positions that are often too monolithicly classified as being ‘simply’ pro- or anti-European respectively. Instead, the analysis presented here reveals a spectrum of (at least five) competing positions.

Abstract
Purpose
This study seeks to examine differences in the perceptions of sexual harassment between business school students in the USA and Thailand.
Design/methodology/approach
Senior‐level business students from both the USA (228 students) and Thailand (260 students) were surveyed regarding their perceptions of what constituted sexual harassment behaviour. After reading different workplace scenarios, the participants used a Likert‐type scale to rank different behaviours as to what they felt constituted sexual harassment. The survey scores were factor‐analyzed in order to determine the constructs underlying the variety of sexual harassment behaviours.
Findings
Students in the USA viewed sexual harassment as involving a quid quo pro situation in which one's behaviour affects the terms of employment (sexual coercion), and a hostile environment in which certain behaviours and remarks create a hostile or offensive work environment. In comparison, the Thai students also viewed behaviours that create a hostile or offensive environment as constituting harassment, but also considered sexually explicit language and jokes to be very offensive, and as constituting a form of sexual coercion.
Research limitations/implications
This study used only one data collection method, specifically, a survey instrument. Also, this study examined differences between US subjects and subjects from only one Far Eastern country. Thus, the results may not be generalizable to other East Asian countries.
Practical implications
As US businesses begin to expand into the Far East, it is imperative that we understand the nature of sexual harassment perceptions in these Far East countries.
Originality/value
This paper provides evidence that the perception of what constitutes sexual harassment varies across cultures.
