Abstract
Based on a survey of 205 CEOs in the UK engineering industry, demonstrates that engineering companies have made a small, but progressive, move towards implementing a marketing orientation philosophy, but need to do much more if they are to be internationally competitive. In the survey 40 per cent of the firms were either product or production oriented, 7 per cent of them classified themselves as sales oriented and only 53 per cent of the companies professed to be marketing oriented. Marketing orientation tends to be overstated, as the role of marketing is largely seen as one of selling with emphasis on communications. Market research is extremely poorly funded. Planning tends to be short term and financially oriented. Provides evidence that marketing‐oriented firms are more likely to achieve higher profits than those that are not.

Abstract
Purpose
The purpose of this paper is to focus on the labour contract system (LCS) established by the Freedmen’s Bureau after the American Civil War to normalise relations between freed-slaves and their former masters and to uphold their rights as free citizens. In particular, it explains the lack of accountability of employers under the LCS and how this contributed to the system’s failure.
Design/methodology/approach
The paper adopts an archive-based approach to develop and illustrate the labour contracting relationship between freed-persons and property owners and the role accounting played in sustaining this relationship in the immediate post-bellum period.
Findings
The paper finds that the LCS was coercive compared to contemporary business practice in the USA; did not conform to the high ideals of contracting as portrayed by the abolition movement; and was adopted by default rather than design. In the event, the reluctance of the federal government to infringe individual autonomy by imposing an over-arching system of regulation to hold employers to account for upholding their contractual obligations prevailed over the desire to defend the freed-people’s property rights.
Research limitations/implications
This research examines the relationship between labour contracting and property rights as well as the role of accounting in sustaining racial prejudice against freed-persons after the American Civil War. As in many archive-based studies, illustrations are selective and not randomised.
Originality/value
The paper examines the various accountings and accountabilities within the LCS in the context of the underlying ideological tensions and priorities in post-conflict US society.

Under this title an interesting article by Thurman B. Rice, M.D., was published in the July issue of the Monthly Bulletin of the Indiana State Board of Health. Dr. Rice tells us that it is customary in the U.S.A. for the Boards of Health to require certificates of health from all food handlers, and that a conscientious examiner would even refuse to issue a certificate if the applicant had eczematous hands or open sores on the hands or face. This seems a most excellent precaution and one which might well be studied with due consideration in this country. Unfortunately, certain unscrupulous physicians apparently overcome the inconvenience of giving a thorough examination, and cases are known where 140 blanks, certifying that as many persons were free from all transmissible disease, were signed in two hours—and also where pads of blanks have been signed and the names filled in later by the restaurant manager as employees began to work. After referring to the care and cleanliness required in the preparation of the food itself, Dr. Rice points out that, should a case of food poisoning occur, the health authorities should be informed immediately and all suspected foods should be interned and kept in a condition which will guarantee as little change as possible—usually refrigeration at a very low temperature. The layman, on hearing of a case of food poisoning, is very prone to suspect those articles of food consumed at the last previous meal—while the significant article may have been eaten a day, or more, before—or, in the case of typhoid fever, two weeks before. Dr. Rice continues by telling us that we should always remain in the most jovial of moods at the dining table, and that causes for anger, fear, disgust, or any other unpleasant major emotion should be avoided. Also complaining, nagging criticism and sarcastic remarks at the table are most injurious to the flow of the gastric juice. We refrain from comment upon the effect of the restaurant orchestra, which has at times, we feel sure, been the cause of much “ criticism and sarcastic remarks ”; also the most careful and jovial diner (even after reading Dr. Rice's article) surely cannot fail to stimulate a little “anger” at the waiter who served the latecomers at the adjoining table before his good self? As a means of preventing epidemics from food sources, Dr. Rice recommends cleanliness, character, intelligence and good health in the workers; adequate equipment, alertness and supervision from the management; and the practice of the principles of the modern science and art of epidemiology in the board of health.

With evidence on every hand of bigger and bonnier babies, school children several pounds heavier and at least two inches taller than the average of a generation ago; stores bulging with foods of every description and the accent always on the health aspect of foods, this news may have been difficult to believe. This study proposes targeted modernization of the Department of Defense (DoD's) Joint Forces Ammunition Logistics information system by implementing the optimized innovative information technology open architecture design and integrating Radio Frequency Identification Device data technologies and real-time optimization and control mechanisms as the critical technology components of the solution. The innovative information technology, which pursues the focused logistics, will be deployed in 36 months at the estimated cost of $568 million in constant dollars. We estimate that the Systems, Applications, Products (SAP)-based enterprise integration solution that the Army currently pursues will cost another $1.5 billion through the year 2014; however, it is unlikely to deliver the intended technical capabilities.
