Purpose
Structural health monitoring (SHM) has gained significant attention due to its capability in providing support for efficient and optimal bridge maintenance activities. However, despite the promising potential, the effectiveness of SHM system might be hindered by unprecedented factors that impact the continuity of data collection. This research presents a framework utilising convolutional neural network (CNN) for estimating structural response using environmental variations.
Design/methodology/approach
The CNN framework is validated using monitoring data from the Suramadu bridge monitoring system. Pre-processing is performed to transform the data into data frames, each containing a sequence of data. The data frames are divided into training, validation and testing sets. Both the training and validation sets are employed to train the CNN models while the testing set is utilised for evaluation by calculating error metrics such as mean absolute error (MAE), mean absolute percentage error (MAPE) and root mean square error (RMSE). Comparison with other machine learning approaches is performed to investigate the effectiveness of the CNN framework.
Findings
The CNN models are able to learn the trend of cable force sensor measurements with the ranges of MAE between 10.23 kN and 19.82 kN, MAPE between 0.434% and 0.536% and RMSE between 13.38 kN and 25.32 kN. In addition, the investigation discovers that the CNN-based model manages to outperform other machine learning models.
Originality/value
This work investigates, for the first time, how cable stress can be estimated using temperature variations. The study presents the first application of 1-D CNN regressor on data collected from a full-scale bridge. This work also evaluates the comparison between CNN regressor and other techniques, such as artificial neutral network (ANN) and linear regression, in estimating bridge cable stress, which has not been performed previously.

Abstract
Purpose
The purpose of this paper is to describe the current status of the knowledge-based economy (KBE) in Iran in comparison to Turkey, the challenges encountered and the appropriate policies toward Iran’s Outlook 2025 based on which the country is expected to be ranked first in science and technology within the Middle East region.
Design/methodology/approach
This study is a descriptive research. The methodology used for this study is qualitative/quantitative secondary research. The method will be used for two main goals. First, we used the World Bank’s Knowledge Assessment Methodology, and the data are mostly collected from secondary sources such as the World Bank’s Development Indicators for Iran and Turkey. Second, desktop research will be used to summarize and synthesize available studies on the consideration of policy-making toward KBE, especially among developing economies.
Findings
The paper provides policy considerations around four pillars: information and communications technology (ICT), innovation system, education and human resources development and economic incentives and institutional regime. It suggests that regarding ICT indicators, Iran has to join international programs to attract senior public authorities’ involvement and accountability. Regarding its innovation system, lessons for policymakers are implementing development plans and coordinating science and technology policies in the country. Moreover, the quality of education, in-company training, post-secondary technical education and scientific and technological workforce need to be improved. Finally, considering the weak macroeconomic circumstances, legislative measures are needed in addition to, establishing a promotion agency for foreign direct investment to coordinate the inflow and to grant incentives for attracting more investment.
Research limitations/implications
Because of the chosen research approach, the research results have not been confirmed by an experts group. Therefore, using some group decision-making methods, such as panel of experts, could be proposed to further test the findings.
Practical implications
The paper includes implications for public policymakers, especially in developing countries, and for moving toward a KBE.
Originality/value
This paper fulfills an identified need to learn from similar countries experiences in policymaking about the same problem.

Abstract
Purpose
This research aims to develop a new generic framework for estimating different maintenance costs (preventive, corrective and conditional based) and its distribution to original equipment manufacturer (OEM), customer and supply chain due to no fault found (NFF) events. The study extend the domain of NFF to military aircraft maintenance, repair and overhaul (MRO) by including broader range of cost drivers than are normally found in maintenance NFF literature.
Design/methodology/approach
The research applies the soft system methodology involving 80 field surveys and five in depth semi-structured interviews with practicing experts having background in military aircraft NFF MRO. For impact analysis, authors have used an agent-based model to represent and prioritize the critical NFF cost drivers during aircraft MRO based on the cost inputs of 21 technology transfer cases.
Findings
The paper provides imperial insights about how NFF cost drivers affect the OEM, customer and supply chain. It suggests that NFF cost need to be part of the commercial MRO contract, depending on its frequency pattern in different types of maintenances.
Research limitations/implications
The context of the current research is military aircrafts industry and may lack generalizability to commercial aircrafts. Therefore, researchers are encouraged to test the proposed propositions further.
Practical implications
The developed framework will provide invaluable help in key financial decision-making during signing of MRO contract in technology transfer cases.
Originality/value
This paper proposed a new prediction model for NFF cost estimation across its shareholders and current status of NFF in military aircraft NFF MRO in India.

Abstract
Purpose
This paper aims to synthesize a novel series of monoazo disperse dyes based on N-(1-phthalimidyl)-naphthalimides by coupling with substitute anilines, naphthylamines and naphthol derivatives.
Design/methodology/approach
The purification of the intermediates and the dyes was carried out by recrystallization. The structures of the synthesized intermediates and the dyes were elucidated by spectroscopic techniques. The absorption maxima, molar extinction coefficient and halochromic properties of the dyes were determined spectrophotometrically using solvents of different polarity.
Findings
The dyes were applied on polyester using a high-temperature high-pressure dyeing machine, and the dyeing performance parameters such as colour build-up on fabrics, wash fastness, perspiration fastness and light fastness were evaluated. The colour build-up was found to be very good and the wash fastness (4–5) and perspiration fastness (4–5) were excellent, whereas the light fastness was found to vary from moderate to very good (3–6).
Research limitations/implications
It is not possible to investigate the structure of the synthesized dyes by nuclear magnetic resonance spectroscopic analysis due to the low solubility of dyes in deuterated solvents.
Originality/value
A novel method for the synthesis of a new category of monoazo disperse dyes based on N-(1-phthalimidyl)-naphthalimides was developed. These dyestuffs could be used in textile printing of polyester fabrics.

Abstract
Purpose
The purpose of this paper is to examine the representations of male and female social actors within the subversive gendered discourse of “equal opportunities for men and women” in Iranian English as a foreign language (EFL) textbooks.
Design/methodology/approach
From the methodological perspective, this study fused van Leeuwen’s (2003) “Social Actor Network Model” and Sunderland’s (2004) “Gendered Discourses Model”.
Findings
Data obtained from this study showed the subversive gendered discourse of “equal opportunities” was supported through such representations within a narrow perspective in line with dominant gender ideologies in Iran. The findings suggest the resistance against such subversive gendered discourse in Iranian EFL textbooks underpins gender norms and religious ideologies existing in Iran.
Originality/value
Such representations of male and female social actors in school textbooks show inclusive education and the discourse of “equal opportunities” have yet to be realised in education system of many countries, including Iran.

Abstract
Purpose
This study aims to design a national innovation capability appraisal model. This would indicate Iran’s competitiveness situation among regional countries and suggest factors influencing Iran’s performance promotion.
Design/methodology/approach
The methodology included four sections: bibliometric analysis to discover intellectual evolution of innovation capability and related concepts; construction of a multi-division structure of national innovation capability according to the clusters extracted from bibliometric results, and experts’ opinions; creating dynamic network data envelope analysis (DEA) according to designed structure, and analysis of Iran’s performance among regional countries; identification and prioritization of the factors extracted from experts’ opinions that improve Iran’s performance in created network using Fuzzy decision-making trial and evaluation laboratory method.
Findings
The contemporary bibliometric analysis by its extracted clusters proved the necessity of a multi-division for measuring national innovation capability performance that each division and indicators of each step were designed according to clusters concepts. In designed structure, dynamic network DEA results revealed the weakness of Iran’s performance in the third division in the transformation of patents and high-tech imports to high-tech and creative exports, which led to proposing improving factors by getting experts’ opinions to enhance Iran’s performance in this division by prioritizing them.
Research limitations/implications
One of the limitations of this research was that the indicators used in three phases of national innovation capability in DEA were extracted only from the World Intellectual Property Organization database. Another limitation was the number of experts in focus group sessions because due to the difficulty of gathering them in one session, the researchers lost the participation of some of these recognized experts. Also, the research concentration was on the improvement of the third phase of national innovation capability, in which Iran’s performance was weak.
Originality/value
Creating a relationship between the divisions of dynamic network DEA, as a national innovation capability appraisal model, and the concepts of clusters extracted from reviewing the intellectual structure and evolution of innovation capability and related concepts.

Purpose
In the study, a five-dimensional-safety risk assessment model (5D-SRAM) is developed to improve the construction safety risk assessment approaches available in the literature. To that purpose, a hybrid multi-dimensional fuzzy-based model is proposed, which provides a comprehensive ranking system for the safety risks existing in a project by considering the contextualization of the construction-related activities resulting in an accident.
Design/methodology/approach
The developed 5D-SRAM is based on an amalgamation of different fuzzy-based techniques. Through the proposed fuzzy analytic hierarchy process (AHP) method, the importance weights of essential risk dimensions playing role in defining the magnitude of the construction-related risks are obtained, while a precise prioritized ranking system for the identified safety risks is acquired using the proposed fuzzy technique of order preference similarity to the ideal solution (FTOPSIS).
Findings
Through the application of the proposed 5D-SRAM to a real-life case study – which is the case of green building construction projects located in Hong Kong – contributions are realized as follows: (1) determination of a more complete range of risk dimensions, (2) calculation of importance weightings for each risk dimension and (3) obtainment of a precise and inclusive ranking system for safety risks. Additionally, the supremacy of the developed 5D-SRAM against the other safety assessment approaches that are commonly adopted in the construction industry is proved.
Research limitations/implications
The developed 5D-SRAM provides the concerned safety decision-makers with not only all the crucial dimensions that play roles toward the magnitude of safety risks posing threats to the workers involved in construction activities, but also they are given hindsight regarding the importance weights of these dimensions. Additionally, the concerned parties are embellished with the final ranking of safety risks in a more comprehensive way than those of existing assessment methods, leading to sagacious adoption of future prudent strategies for dealing with such risks occurring on construction sites.
Originality/value
Numerous studies have documented the safety risks faced by construction workers including proposals for risk assessment models. However, the dimensions considered by such models are limited, generally constrained to risk event probability combined with risk impact severity. Overlooking other dimensions that are essential towards the calculation of safety risks' magnitude culminates in overshadowing the further adoption of fruitful mitigative actions. To overcome this shortcoming, this study proposes a novel 5D-SRAM.

Purpose
The purpose of this study is to explain the potential long-term impacts of working from home on housing wealth inequality in large cities of advanced economies.
Design/methodology/approach
This study is descriptive research and It supports the arguments by providing some emerging evidence from property markets in developed countries.
Findings
The authors argue that due to the unique nature of the COVID-19 crisis, it will have a different and long-term impact on housing wealth inequality. Changes in the working arrangements of many professionals will change the housing demand dynamic across different suburbs and may lead to a reduction of the housing wealth gap in the long term. In this paper, the authors propose five mechanisms that may impact housing wealth inequality.
Research limitations/implications
Long-term data is required to test the proposed conceptual model in this study and the effect of the COVID-19 pandemic on housing wealth across and within suburbs of large cities.
Practical implications
Policymakers and regulators may benefit from the discussions and suggestions provided in this study and consider the proposed avenues on how new changes in the working environment (remote working) may result in a reduction of housing wealth inequality.
Originality/value
This study presents a new perspective about the potential long-term impacts of working from home that is posed by the COVID-19 pandemic on housing wealth inequality in large cities of developed economies.
