Abstract
Hong Kong is facing severe competition and increasing rivalry from the East Asian countries. In order to face these formidable challenges and to seize the opportunities that are available in the global marketplace of the twenty‐first century, Hong Kong manufacturing industries need to implement strategies to become globally competitive. In this paper, the dimensions of global competitiveness and the core competitive strengths of Hong Kong and China are identified and the corresponding hypotheses are formulated. A questionnaire survey conducted to collect and analyze the surveyed data examined the support for these hypotheses. Then the generalized double diamond model is used to analyze the global competitiveness and to recommend the competitive strategies for Hong Kong manufacturing industries. The survey results and the subsequent analysis indicate that Hong Kong manufacturers should integrate Hong Kong’s core competitive strengths with China’s core competitive strengths, and combine them with foreign technologies, management know‐how and global market knowledge to strengthen their global competitiveness.

Purpose
Balancing exploration and exploitation is a strategic challenge for technology-based companies striving to successfully implement ambidexterity in rapidly changing markets. This study aims to look at the extent in which corporate universities can be instrumental in the cross-functional deployment of the resources, capabilities and experience needed to achieve organizational ambidexterity.
Design/methodology/approach
This study is the result of a single case study of ZTE University in China. Data from archives, direct observations, and semi-open interviews have been triangulated and analyzed with pattern matching technique.
Findings
This study analyzed the development of capabilities allowing the strategic combinations of exploration and exploitation, and to clearly witness how the corporate university was dynamically linked with those development.
Originality/value
The empirical results offer new insights on the most relevant capabilities for technology-based companies and notably those that are more likely to be exploited through a corporate university.

Abstract
Purpose
This study aims to compare the level of organizational capabilities of the exporter and non-exporter Iranian knowledge-based firms in the sector of chemical technology.
Design/methodology/approach
By combining 18 different indicators, a framework is designed to demonstrate organizational capabilities. The technological, manufacturing, R&D, marketing, organizing and financial capabilities of 732 Iranian knowledge-based firms in the sector of chemical technology (90 exporters and 642 non-exporter firms) are identified between 2015 and 2020. The analysis is based on the Chi-square test and logistic and probit regression.
Findings
The results indicate that technological capability, unlike the other five capabilities, is higher in non-exporter firms, and the level of marketing capability is greater in exporter firms, with the highest difference between the two groups.
Originality/value
The research suggests that knowledge-based firms should be evaluated based on export history; there should be some specialized export facilitating packages for both exporter and non-exporter firms; and some baskets from products with related and specialized fields of application should be formed to facilitate international marketing. The results can be a basis for managers and policymakers to improve the firm’s capabilities and competitiveness at the international level.

Abstract
Purpose
Recent studies have advocated the impact of technological innovation capabilities (TIC) on firms' competitive performances. This paper adopts a study framework of innovation audit to examine the relevance of TIC on the innovation performance of the electronics industry in Hong Kong (HK)/Pearl River Delta region.
Design/methodology/approach
Empirical data were acquired through a recent survey of electronics firms in the region. Pearson correlation and regression analysis were employed to examine the relationship between TIC and innovation performance.
Findings
The results verify that R&D, resource allocation, learning, and strategy planning capabilities can significantly improve the innovation sales. R&D and resource allocation capabilities can also significantly improve new product introduction.
Research limitations/implications
The paper contributes to existing literature by studying the impact of TIC on innovation performance in HK. It also explores two out of seven TIC – R&D and resource allocation capabilities – to improve firms' innovation performance in the region.
Originality/value
This paper is one of very few that provide empirical evidence of the TIC and innovation performance in HK. It also revisits the audit framework proposed by recent innovation studies, which helps theoretical development.

Abstract
Purpose
The paper provides an overview of research published in the innovation and operations management (IOM) literature on 15 methods for cost management in new product development, and it provides a comparison to an earlier review of the management accounting (MA) literature (Wouters & Morales, 2014).
Methodology/approach
This structured literature search covers papers published in 23 journals in IOM in the period 1990–2014.
Findings
The search yielded a sample of 208 unique papers with 275 results (one paper could refer to multiple cost management methods). The top 3 methods are modular design, component commonality, and product platforms, with 115 results (42%) together. In the MA literature, these three methods accounted for 29%, but target costing was the most researched cost management method by far (26%). Simulation is the most frequently used research method in the IOM literature, whereas this was averagely used in the MA literature; qualitative studies were the most frequently used research method in the MA literature, whereas this was averagely used in the IOM literature. We found a lot of papers presenting practical approaches or decision models as a further development of a particular cost management method, which is a clear difference from the MA literature.
Research limitations/implications
This review focused on the same cost management methods, and future research could also consider other cost management methods which are likely to be more important in the IOM literature compared to the MA literature. Future research could also investigate innovative cost management practices in more detail through longitudinal case studies.
Originality/value
This review of research on methods for cost management published outside the MA literature provides an overview for MA researchers. It highlights key differences between both literatures in their research of the same cost management methods.

Abstract
Purpose
The purpose of this paper is to shed light on how technological innovation capabilities (TICs) influence the product competitiveness of Chinese manufacturing enterprises and identify the key technological innovation components.
Design/methodology/approach
Quantitative research setting was applied in Chinese Yangtze River Delta. Survey was carried out with 166 responses.
Findings
The study reveals that the firm’s strategies capabilities, knowledge resources, fundamental research, application R & D, and manufacturing capabilities have significant influence on the new product development performance and product competitiveness of Chinese manufacturing enterprises. Interestingly, firm’s organizational capabilities and human, finance, and material resource have no significant correlation with the product competitiveness.
Practical implications
From a practical perspective, the relationships among TICs enablers, processes, and product competitiveness may provide a clue regarding how firms can promote technological innovation to sustain their competitive advantage. Moreover, the key factors of TICs found in the study are useful for policy makers and managers of Chinese firms to make decision.
Originality/value
This study is one of the first studies to apply the structure equation model method to measure the relationship between TICs and product competitiveness under the background of Chinese manufacturing. The results provide a new framework on the how technological innovation capability influence product competitiveness of Chinese manufacturing firms. From a managerial perspective, this study identifies several crucial TICs factors to support product competitiveness, and discusses the implications of these factors for developing organizational strategies that encourage technological innovation.

Abstract
Purpose
Given the expansion of cities and urbanization, developing efficient and reliable transportation infrastructure, especially urban tunnels, is essential. Failure to maintain such complex construction facilities with intelligent equipment systems could result in human losses and impose huge costs on governments. Therefore, it is necessary to have practical maintenance plans and operational safety monitoring for urban tunnels, which leads to their long lifespan, increases users’ safety and reduces operation risks.
Design/methodology/approach
Hence, this research aims to evaluate the maintenance risks of urban tunnel lighting systems (UTLS) using a hybrid risk-based maintenance (RBM) approach. In this vein, three rounds of a fuzzy Delphi survey were conducted to consolidate the specific operation criteria and maintenance risk factors to the circumstances of Iran and UTLS. Furthermore, the fuzzy DEMATEL method was applied to determine the cause-and-effect relationships among the identified critical operation criteria. The identified risks associated with maintenance in UTLS were then analyzed and ranked using a combination of fuzzy ANP-VIKOR techniques.
Findings
The ranking of the various risks revealed that the “poor performance of switchboards in power supply due to faults in switchboard equipment” risk was ranked first, followed by the “poor performance of panels in the power supply due to unfavorable environmental conditions,” “The poor performance of panels in the power supply due to problems with switches (key failure)” and “The poor performance of panels in power supply due to burning fuses due to unauthorized current” risks. The findings of this study indicate that this hybrid maintenance method, developed as a risk-based network, provides reliability for maintaining urban tunnel lighting systems (UTLS).
Originality/value
It is anticipated that the findings of this research will considerably contribute to improving UTLS maintenance management while enhancing different stakeholders’ understanding of the most critical risks in maintenance, particularly toward the UTLS in Iran. An RBM management program can result in preparing and formulating policies, comprehensive guidelines or regulations for the maintenance of urban tunnels that are recommended for future research.

Purpose
This paper aims to examine the effect of innovation-driven polices on innovation efficiency of sport firms listed on the new Third Board in China.
Design/methodology/approach
Firm innovation efficiency, including comprehensive innovation efficiency, pure technical efficiency and scale innovation efficiency were calculated by using data envelopment analysis (DEA) models. The input variables and output variable in the DEA model were selected through correlation analysis. The effects of several innovation-driven policies on the innovation efficiency of sport firms were analyzed by a series of multiple regression analyses.
Findings
Regarding the innovation efficiency evaluation of sport firms, total research and development (R&D) investment and total R&D staff are two suitable input variables, and total profit, sales revenue and new effective patent are three suitable output variables. Income tax relief for high-tech enterprise has a positive effect on comprehensive innovation efficiency and pure technical efficiency, and governmental subsidies have a negative effect on comprehensive innovation efficiency and pure technical efficiency. However, pretax deduction of R&D expenses does not have a significant effect on comprehensive innovation efficiency, pure technical efficiency and scale innovation efficiency, and income tax relief for high-tech enterprise and pretax deduction of R&D expenses also have no effect on scale innovation efficiency. For a large-scale sport firm, the negative effect of “governmental subsidies” and the positive effect of “income tax relief for high-tech enterprise” on its pure technical efficiency are more significant. For a sport firm with more R&D staff, governmental subsides and “income tax relief for high-tech enterprise” have more positive effect on its innovation efficiency.
Practical implications
The study findings could potentially provide practical guidance to both managers and government-industry policymakers in the sports industry.
Originality/value
Firstly, this paper focused on Chinese sport firms from a rising industry in a developing country (China). The related conclusions are conducive to the governmental management of new industries and the innovation management of new enterprises. Second, this paper analyzed the effect of three special innovation-driven policies on three types of innovation efficiency and explored enterprise innovation development in more detail. Third, this paper not only discusses the effect of innovation-driven policies on innovation efficiency, but also the heterogeneity of their effects.

Purpose
A generalized distribution with wide range of skewness and elongation will be suitable for the data mining and compatible for the misspecification of the distribution. Hence, the purpose of this paper is to present a distribution-based approach for estimating degradation reliability considering these conditions.
Design/methodology/approach
Tukey’s g-and-h distribution with the quantile expression is introduced to fit the degradation paths of the population over time. The Newton–Raphson algorithm is used to approximately evaluate the reliability. Simulation verification for parameter estimation with particle swarm optimization (PSO) is carried out. The effectiveness and validity of the proposed approach for degradation reliability is verified by the two-stage verification and the comparison with others’ work.
Findings
Simulation studies have proved the effectiveness of PSO in the parameter estimation. Two degradation datasets of GaAs laser devices and crack growth are performed by the proposed approach. The results show that it can well match the initial failure time and be more compatible than the normal distribution and the Weibull distribution.
Originality/value
Tukey’s g-and-h distribution is first proposed to investigate the influence of the tail and the skewness on the degradation reliability. In addition, the parameters of the Tukey’s g-and-h distribution is estimated by PSO with root-mean-square error as the object function.

Purpose
In general, it is believed that firms belonging to the high technological intensity stratum have a more innovation capability. However, evidence has begun to appear in the literature demonstrating that firms in the low-tech stratum also have the innovation capability. This paper seeks to solve this dilemma. Through an analysis of industrial firms in an emerging country, this study aims to identify the existence of innovation capability in all strata of technological intensity.
Design/methodology/approach
The authors empirically assessed the impact of innovation capability on the performance of firms in all strata of technological intensity. The authors studied a sample of 910 firms from different industries and technology intensities operating in Peru, by applying a partial least squares structural equation model (PLS-SEM).
Findings
This study obtained three important findings. First, the authors show that innovation capability is present in all strata of technological intensity. Second, innovation capability differs according to the technological stratum. Third, firms in the lowest technological stratum can use more capabilities than those in the other strata.
Originality/value
This study pioneers the empirical analysis of innovation capability and technological intensity simultaneously to verify that innovation capability exists in the four strata of technological intensity.
