Abstract
Purpose
The process of performance measurement provides support to company management to achieve the objectives established in strategic planning. Through the definition of critical success factors and related key performance indicators, performance measurement verifies the gap between planned objectives and the results achieved, informing the responsible bodies to enable them to evaluate performance and, if necessary, implement improvement actions. Although many types of companies adopt performance measurement, this process is challenging when applied to national health services. This paper aims to identify the evolution of performance measurement and the critical success factors of national health services.
Design/methodology/approach
The authors conducted an explorative case study of a leading national health service to delineate the evolutionary path of performance measurement and the main critical success factors.
Findings
The results indicate a significant increase in the maturity of performance measurement of a national health service that has been motivated by international reforms and national regulations. This research highlights performance measurement features such as a balanced set of metrics, targets, and incentives linked to strategic objectives and regular and frequent performance reviews. Furthermore, it identifies the performance measurement model of a leading national health service.
Originality/value
The evolution of performance measurement and numerous critical success factors of national health services are described; the critical success factors cover a wide range of financial to operational aspects such as patient safety, organizational appropriateness, and clinical appropriateness.

Abstract
Purpose
The aim of this paper is to address the value co-creation and co-production theories in public administration (P.A.) sector, particularly when public administration communicates with citizens during catastrophes, to provide a state of the art of the theoretical approach and its evolution.
Design/methodology/approach
Authors collected data between August and October 2017 from Scopus and Sciencedirect, looking for journals publications from 2010 to 2017, considering only articles containing in the abstract, title and keywords the following combinations: value co-creation AND P.A., value coproduction AND “P.A., crisis communication” AND “P.A.”.
Findings
By using three different keywords it appeared that the results of the individual topic contain results of all the other topics as well. It means that searching “value co-creation” AND “P.A.” appeared contributions of “value co-production” and “crisis communication” and vice-versa. The second reached result was to inscribe the theoretical approach of value co-creation into the interaction between citizens and public administration.
Research limitations/implications
Firstly, concentrating the research only on most recent articles from peer reviewed journals tends to exclude conference paper and other eventual contributions. Secondly, because the SLR has been conducted by searching with the keywords, only articles, which appeared in relation to the keywords connection in those databases, have been selected, excluding those papers closed to the themes, but classified under other terms.
Originality/value
This work value consists of trying to contextualize crisis communication during natural disasters in a theoretical context different from that which literature usually considers, i.e. value co-creation between public administration and citizens.

Abstract
Purpose
This study aims to identify how the sustainability of Brazilian Federal Institutes of Education, Science and Technology is implemented.
Design/methodology/approach
The research is descriptive and quantitative, and questionnaires were used to collect data, which were applied to the campuses and deans of the 38 IFs. The sample selection resulted from a sampling calculation for a finite population, which considered the five Brazilian regions, reaching 248 respondents. To analyze the collected data, descriptive statistics were used to demonstrate the mean, standard deviation (σ) and coefficient of variation of each of the seven axes of the questionnaire and also of the axes and regions jointly; and the sustainability indicator was defined.
Findings
A majority of the analyzed FIs were considered to be medium or highly sustainable. The classifications achieved by the FIs demonstrate that sustainability practices are reasonably present in a significant number of campi and Principals’ Offices.
Practical implications
This study contributes by creating a data collection instrument to measure the sustainability practice, not only in educational institutions but also in any type of institution; and the sustainability indicators created, which make it possible to classify organs and entities in accordance with sustainable initiatives implemented by them.
Originality/value
This study’s authors can highlight the mapping of sustainability implementation in the Brazilian Federal Institutes analyzed, which, owing to the sample used, allows for the verification of similarities and differences in these practices between the five Brazilian regions, in addition to making comparisons possible.

Purpose
Since megaproject social responsibility (MSR) has received increasing attention in megaproject management and plays critical roles in megaproject practices, the purpose of this paper is to explore how MSR facilitates an improved sustainability of the construction industry.
Design/methodology/approach
By integrating multiple theoretical perspectives of transaction cost theory, institutionalism and attention- and resource-based views, and by using survey data of Chinese megaprojects and construction enterprises, this paper offers a theoretical elaboration of and an empirical investigation into the impacts that MSR’s four dimensions exert on industrial improvement in economic sustainability and social responsibility.
Findings
The study’s empirical results indicate that MSR has positive impacts on improving the sustainability of the construction industry, and that such positive impacts are weakened by the interactions of primary stakeholders in the megaprojects but are strengthened by the interactions of secondary stakeholders.
Practical implications
This paper suggests that managers and policymakers make efforts to governmental guidance, media monitoring and public participation in megaprojects, so as to limit the potential unethical behaviors in megaproject management and enhance the sociopolitical legitimacy that are essential for the sustainability of the construction industry.
Originality/value
By analyzing the industrial outcomes of MSR, this paper extends studies on the topic beyond the current literature’s focus on the antecedents of MSR, and it enriches the research on MSR stakeholders by elaborating on the contingent roles of the various stakeholders in megaproject management.

Purpose
Failures of public–private partnership (PPP) projects are often ascribed to the agency problem, which arise under conditions of inadequate and asymmetric information when a principal (the client) hires an agent (the contractor). This paper aims to identify the causes and effects of moral hazard and adverse selection on PPP construction projects using a synthesis of extant literature (to determine key variables) and analysis of survey questionnaire data collected.
Design/methodology/approach
Mean score ranking was used to rank the causes and effects of moral hazard and adverse selection problems in PPP construction projects. One sample t-test was conducted to establish the relative significance of these variables.
Findings
Effort dimensions (which are not verifiable), low transfer of risk, lack of accurate information about project conditions, wrong party chosen to execute project and renegotiation of contracts were the most significant causes of moral hazard and adverse selection problems in PPP construction projects. In addition, reduction of competition, high transaction costs, consequences on profitability of project, siphoning of funds and negative implications on enforceability of contract were the most significant effects of moral hazard and adverse selection problems in PPP construction projects.
Practical implications
Application of these findings will help mitigating moral hazard and adverse selection problems occurring when undertaking PPP construction projects.
Originality/value
Research findings provide guidance to construction stakeholders in the PPP sector on the different causes and effects of adverse selection and moral hazard. This pioneering study is the first to conduct an empirical assessment of the causes and effects of moral hazard and adverse selection of PPP construction projects in a developing country.

Purpose
This paper aims to explain and demonstrate how the Repertory Grid Technique (RGT) and Honey’s Content Analysis (HCA) can make new contributions to the field of Operations and Supply Chain Management (OSCM). The proposition involves integrating these complementary analyses to fortify the rigor of qualitative research and establish robust data analysis protocols to identify the main attributes of interviewees regarding a phenomenon while understanding in their perspective how these attributes impact the desired analysis outcome.
Design/methodology/approach
This study uses examples with rich empirical data from 40 interviewees across two organizations. The examples use a protocol that allows the grouping of meanings from different knowledgeable individuals and capturing relevant constructs related to an outcome.
Findings
The combination of RGT and HCA permits researchers to effectively identify and analyze the constructs individuals and groups utilize to comprehend the subject matter under investigation. Consequently, these techniques present a structured means to conduct grounded theory investigations and interpretive research, thereby enabling the iterative development of the preliminary conceptual models necessary for OSCM field advancement.
Originality/value
We present two examples in which the protocol is applied to the field of OSCM. These examples illustrate that the techniques provide valuable opportunities for OSCM research, particularly for addressing the limitations related to sample size. Ultimately, RGT and HCA complement quantitative methodologies by uncovering nuanced variations and micro-foundations within firm- and network-level phenomena, offering insights essential for advancing our understanding of OSCM dynamics in specific contexts.

Purpose
The spread of the Internet in the business world has led to the development of new business-to-business (B2B) settings. Although a large number of companies have adopted B2B strategies, many of these fail to implement such strategies effectively. The most common barriers encompass the technology assimilation by users. This study investigates how IT assimilation can encourage potential and realised absorptive capacity and how these can, in turn, facilitate organisational agility and performance.
Design/methodology/approach
A survey was conducted in Spanish companies that make use of Editran, a platform to support B2B strategies. In total, 110 valid responses were obtained. Advanced analytical methods of PLS-SEM as fit measures and prediction procedure recently developed by Shmueli et al. (2019) were used.
Findings
The results show that there is a positive relationship between the three preceding constructs (IT assimilation, potential and realised absorptive capacity) and organisational agility. This study also finds support for a direct relationship between organisational agility and firm performance.
Originality/value
This study provides a further understanding and forecasting through the theoretical development and empirical investigation of the role of IT assimilation on firm performance in a B2B scenario by: (1) examining the link between IT and the firm's absorptive capacity and, more specifically, with the two subsets of potential and realised absorptive capacity, which have not received much attention from previous literature; and (2) exploring how an improvement in potential and realised absorptive capacity may place firms in a better position to develop their organisational agility.
