Abstract
President Bill Clinton has had many opponents and enemies, most of whom come from the political right wing. Clinton supporters contend that these opponents, throughout the Clinton presidency, systematically have sought to undermine this president with the goal of bringing down his presidency and running him out of office; and that they have sought non‐electoral means to remove him from office, including Travelgate, the death of Deputy White House Counsel Vincent Foster, the Filegate controversy, and the Monica Lewinsky matter. This bibliography identifies these and other means by presenting citations about these individuals and organizations that have opposed Clinton. The bibliography is divided into five sections: General; “The conspiracy stream of conspiracy commerce”, a White House‐produced “report” presenting its view of a right‐wing conspiracy against the Clinton presidency; Funding; Conservative organizations; and Publishing/media. Many of the annotations note the links among these key players.

Abstract
Purpose – ‐‐ The purpose of this paper is to identify, describe and locate primary resources using government publications and non‐government publications.Design/methodology/approach ‐‐ This paper examines primary resources for historical research particularly in federal government publications distributed through the Federal Depository Library Program.Findings ‐‐ The paper finds that government publications provide a rich source of primary research materials for post‐secondary research in disciplines such as history, geography, ethnography, education and agriculture.Originality/value ‐‐ Searching for primary historical resources in small‐ to medium‐sized academic libraries can often yield a limited field of resources. Federal government publications distributed through the Government Printing Office are freely available via selective and regional Federal Depository Libraries. This work seeks to identify tools appropriate for higher education primary historical research.

Abstract
Investing in technology is investing in America's future: a growing economy with more high‐skill, high‐wage jobs for American workers; a cleaner environment where energy efficiency increases profits and reduces pollution; a stronger, more competitive private sector able to maintain U.S. leadership in critical world markets; an educational system where every student is challenged; and an inspired scientific and technological research community focused on ensuring not just our national security but our very quality of life. American technology must move in a new direction to build economic strength and spur economic growth. The traditional federal role in technology development has been limited to support of basic science and mission‐oriented research in the Defense Department NASA, and other agencies. This strategy was appropriate for a previous generation but not for today's profound challenges. We cannot rely on the serendipitous application of defense technology to the private sector. We must aim directly at these new challenges and focus our efforts on the new opportunities before us, recognizing that government can play a key role helping private firms develop and profit from innovations.

Abstract
Under the doctrine of judicial review established by Marbury v. Madison (1803) and the Administrative Procedure Act (APA), courts retain the power and authority to review legislative and executive actions and rule on their constitutionality or legality. Courts may also review actions of judges and lower court decisions. This is an important and necessary action to maintain the checks and balances and separation of powers in the United States (U.S.) political system. It is also critical for providing legal oversight and accountability. This chapter will first look at judicial review historically including relevant statutes and cases, actions by the executive branch, and efforts by Congress.
Additionally, the chapter will examine the relationship between judicial review and public policy. Through laws passed by Congress or regulations enacted by federal agencies, these branches of government draft policies with the expectation the judicial branch will enforce them. The courts, however, are to uphold the Constitution first and foremost, and rule on the constitutionality of the laws and regulations. Judicial opinions can have the effect of creating policy, which is a different purpose than the Founding Fathers intended. After reviewing the court system, the chapter will examine several issue areas where the court has been shaped by and in turn influenced public policy.

Abstract
Bill Clinton is exemplary of a new conception of leadership appropriate for the 21st century. In spite of his sexual proclivities (for which he received harsh criticism and impeachment proceedings) Clinton’s physicality signals an end of a Gnostic view of leadership that separates the knowing head from the rest of the body. We propose that 20th century manifestations of leadership are no longer appropriate for this age, and we illustrate this idea with the ‘reality’ television series Undercover Boss. Further, by exploring artist Peter Robinson’s installation The End of the Twentieth Century we claim that Clinton’s call for inclusivity, a ‘both–and’ approach that characterizes his late- and post-Presidential rhetoric, opens possibilities for alternative constructs that place the body at the heart of leadership. Our exploration of Clinton’s physicality is through his speech to the APEC business leaders in 1999, his commentary on the movie documentary The Hunting of the President and his speech to the 2004 Democratic National Convention. In each of these he reaches out to his audiences through physical and verbal gestures. He pleads for tolerance and understanding so that people may find commonalities among their flaws and differences. Through enacting the physical ‘doing’ of leadership in these instances, Bill Clinton offers an exemplar of re-locating leadership within its physical context.

Abstract
We address here how the U.S. neoliberal policy regime developed and how its reconstructed vision of modernization, which culminated, under the rubric of globalization, was neutralized by 9/11 and neoconservative geopolitics. We analyze the phases in the rise of neoliberalism, and provide a detailed map of its vision of global modernization at its high tide under Clinton. We also address how the Bush Doctrine's unilateral, preemptive polices and the consequent War on Terror and Iraq War eroded U.S. legitimacy as the globalization system's hegmon and shifted the discourse from globalization to empire. Cold War modernization theorists, neoliberal globalization advocates, and Bush doctrine neoconservatives all drew on an American exceptionalist tradition that portrays the U.S. as modernity's “lead society,” attaches universal significance to its values, policies, and institutions, and urges their worldwide diffusion. All three traditions ignore or diminish the importance of substantive equality and social justice. We suggest that consequent U.S. policy problems might be averted by recovery of a suppressed side of the American tradition that stresses social justice and holds that democracy must start at home and be spread by example rather than by exhortation or force. Overall, we explore the contradictory U.S. role in an emergent post-Cold War world.
