Abstract
Purpose
Competition for resources appears to be increasing at a time of political, security (including energy, food and climate) and economic change; leading to potential collapse. The purpose of this conceptual paper is to examine the impact of policies exercised at the macro level on methods and processes applied at the micro level through, for example, performance management. It looks at the impact at the micro level on the macro and upon industry, innovation and the generation of productive wealth. It contrasts the techno‐socio application of Lean with the socio‐techno dynamics of agility as impacted by the info‐techno‐socio and emerging socio‐info‐techno systems.
Design/methodology/approach
From collaborative doctoral level research and an extensive literature review – integrating the three cultures (the natural sciences, the social sciences and the humanities) – macro/global and local/micro cross level thematic complex systems models were identified and modelled across their connecting political, security and economic ecologies. Connecting models were designed considering “trust” and “risk” as applied to socio, techno and info‐techno systems. These systems were then considered in terms of lean and agility and their impact “in the extreme” and “over time” on complex political, security economic models.
Findings
Lean in the extreme can lead to vertical polarisation; causing conditions for competition leading to hyper‐competition.
Originality/value
Complex models are considered and explained by historical reference and story‐telling so as to enable access across different disciplines and to explain and potentially inspire researchers, managers, consultants and workers to consider alternative less competitive and more agile, collaborative and adaptive futures.

Purpose
This editorial aims to introduce the theme of the special issue: “Lean vs agile from an organizational sustainability, complexity and learning perspective”.
Design/methodology/approach
The methodology of the editorial is that of a survey. In the first part it presents the relevance of the theme and in the second part it presents the papers included in the special issue, including their themes, findings and novel contributions.
Findings
The individual findings by the papers present significant new contributions in a deeper insight of the “lean” and “agile” philosophies, or approaches in, and to, organizations. It could be noticed that the controversies of the issue “lean vs. agile” still remain. However, it could be said that an eventual further investigation in the phenomenology of “lean” and “agile” will be more informed after consideration of the results presented in this special issue.
Research limitations/implications
Further investigation should be undertaken on a more abstract “level” of the theories of “lean” and “agile” and their mutual relationship, such as theories about the internal processes of “lean”/“agile” users, general “lean”/“agile” theories, epistemology of “lean”/“agile”, and ontology of “lean”/“agile”, and relationship with learning organization and chaordic organization.
Practical implications
Readers, both theoreticians and practitioners, will find in this editorial a “guide” to the issues of their interest concerning the valuable explanations, ideas and tools, presented in the special issue, for both concrete applications in enterprises and organizations, and for further research and development of learning, complex and sustainable organizations, and towards new ideas and insights generation.
Originality/value
This editorial presents an analysis of the special issue on “lean vs agile”, contributing to the higher levels of the theories of “lean” and “agile” and their mutual relationship, namely to the theories about the internal processes of “lean”/“agile” users, general “lean”/“agile” theories, and epistemology of “lean”/“agile”.

Abstract
This paper will consider the rationale and effectiveness of SMEsupport policies in the award of public procurement (PP) contracts. One group of economic justifications for SME policies derives from the notion that awarding PP contracts to SMEs (and micro-enterprises) encourages innovation, entrepreneurship and so contributes to job creation, economic growth and can support local and regional developments to the benefit of wider society. The link between SMEs, innovation and economic growth has often been assumed in PP policy-making. While some studies show higher growth rates in small than larger firms, others indicate, to the contrary, that many micro and small enterprises, and particularly informal businesses, are not actively seeking to grow. This paper will assess how effective SME policies may be, and questions the extent to which they are properly evaluated.

Purpose
陰陽 (yinyáng in Pinyin) is about interconnectedness rather than opposites. The purpose of this paper is to highlight how collaboration connects and strengthens the efforts across the sector and reinforces how the sum of the parts is greater than any one university alone. This paper shares the experience of conducting a collaborative project with three universities. It illustrates the fine balancing act of collaboration (yin) with competition (yang) amongst three of Australia ' s higher education institutions at a national level, with the aim of contributing to the career development of professionals in the fields of library services and eResearch.
Design/methodology/approach
Bond University, University of Western Australia and Griffith University have collaborated to develop a career mapping toolkit which builds on an earlier commissioned project completed by Council of Australian IT Directors (CAUDIT) focusing on enterprise information technology roles. This tri-institutional collaborative project reviews in detail the skills, knowledge and abilities of library and eResearch management roles in the respective organisations.
Findings
This project has been hugely rewarding for the initial three project partners who worked and collaborated well together, successfully completing project goals within agreed timeframes. Looking forward, career pathing will become more widespread as managers receive the requisite training, take ownership of these activities and grow to fully realise the value and potential of active career management to team performance. Ultimately, the use of the career pathing toolkit will enhance career satisfaction of the individual which in turn will lift the productivity of the organisational unit.
Research limitations/implications
To ensure the ongoing viability of the career pathing toolkit, it is necessary to measure its relevance and effectiveness: each institution is confident in adopting/modifying the final product for internal use. This demonstrates confidence in the quality of the work produced by the other collaborators; adoption of the product by institutions which were not part of the initial collaboration; and willingness of another institution (not originally involved) to join the collaborative project and make a contribution.
Practical implications
The catalyst for collaboration between the three universities was realised when the authors saw an opportunity to address the important and pressing issue of career and workforce planning as a partnership project. The main objective for collaboration was to achieve a more comprehensive and speedier project outcome.
Social implications
This paper shares the outcomes of the project which illustrates the fine balancing act of collaboration (yin) with competition (yang) amongst three of Australia ' s higher education institutions at a national level, with the aim of contributing to the career development of professionals in the fields of library and eResearch.
Originality/value
The aim is to develop a toolkit that: catalogues and maps the core professional roles needed in the next two to three years in the respective institutions; and specifies the knowledge and experience required in each core professional area including where there is overlap. In essence, the career map provides a toolkit for identifying the knowledge areas and skills, abilities and competencies required for each core area (organised by career streams) and professional role.

Purpose
Education doctoral (EdD) students (mentees) typically hold full-time leadership positions in education-related fields while completing their degree. The types of support these scholar-practitioners need is unique because of their focus on balancing full-time work, academic, and personal needs. This study aims to explore mentor support systems for mentees in their first and second year of the EdD program through a group mentoring program, which is designed to provide resources and access to mentors to promote successful degree completion in five years or less.
Design/methodology/approach
Mentors participated in monthly presentations and discussions with mentees throughout the 2018–2019 academic year, which were video recorded. At the end of the academic year, mentors partook in an interview or focus group meeting.
Findings
Themes emerged related to mentors’ focus on the dissertation process; emphasis on outreach for support; discussions and work/life balance; selection of presentation topics; perceptions of networking opportunities with mentees; desire to build stronger connections with mentees; and concerns/opinions about the mentoring format.
Research limitations/implications
The design of a mentoring program for EdD mentees varies throughout the doctorate degree pathway. Mentors support mentees in their doctoral journey through presentations and discussions about relevant topics during their first two years in the doctoral program. Additional studies are needed regarding EdD mentoring programs for students in the third year to the completion of the degree.
Originality/value
Few studies exist related to mentoring programs for scholar-practitioners in EdD programs. Results from this research provide EdD faculty and advisors insights to group mentoring and discussion topics for first and second year EdD students, based on the mentors’ perspectives.

After a clarification of definitions important in methodological discussions, a brief history of early methodological thought in economics and political economy is presented. The development of “orthodox” methodology is traced, and the fundamental assumptions underlying neoclassical economic methodology are enumerated. Philosophical positions – both critical of and sympathetic to the orthodox assumptions – are presented. In addition, the advantages and disadvantages of various heterodox positions are surveyed. Throughout the paper, methodological justifications for the emphasis on primarily deductive, complex mathematical models in contemporary economics as practiced in the USA – especially in light of the relevance and importance of primarily verbal, interpretive methodologies in the realm of applied and policy‐oriented economics – are examined.

Abstract
Purpose
This paper aims to explore how social procurement (SP)-related capabilities might be developed within public authorities.
Design/methodology/approach
The paper utilizes qualitative research, based upon an inductive research design. This leads to a model to inform future research and practice.
Findings
Within the context of a “disconnected and nascent institutional field of practice” (Loosemore et al., 2023), the research generated rich data illustrating how certain English public authorities have developed relatively mature SP capabilities and applied them within the procurement process. The former included the appointment of “champions”; the founding of groups/units; training using webinars, online resources and case studies; “toolkits”, including policy documents, process guidance and measurement tools and networking. The latter included consultation with social value recipients and close engagement with both internal stakeholders and suppliers. The research also revealed the internal political skills of “champions”, as SP challenges incumbent logics regarding procurement objectives and practices.
Practical implications
First, the paper provides a potential roadmap for organisational capability development. Second, the research makes clear that public authorities should not seek to reinvent the capability wheel. Engagement with peers, advisory bodies, established “toolkits”, etc. is imperative, with much expertise publicly available. Third, it also suggests that smaller public authorities might seek to act as part of a consortium rather than go it alone, given the investment required for effective SP. Fourth, the research showed that practitioners need to understand SP as not simply a development challenge but also a political one.
Originality/value
The paper contributes to the literature by analysing SP from the largely overlooked resource-based perspective, by providing rich data on buy-side practice, by usefully adding to the literature's emerging “practice theme” and by offering guidance to buy-side managers within public authorities.

Abstract
Due to the scope of procurement in the public sector, public procurement policy has the potential to shape the behavior of market actors and promote the growth of businesses with socially relevant characteristics. This chapter looks at the public procurement process in South Korea as well as the implementation of the country’s e-procurement system. Public procurement is vulnerable to corruption in various ways, and Korea’s KONEPS e-procurement system has reduced corruption in the procurement process by increasing transparency, the persistence of data, and the probability of detecting irregularities. Second, this chapter explores how Korea has increasingly incorporated sustainable procurement principles into procurement policy, attempting to foster innovative and environmentally friendly companies, as well as those led by individuals belonging to socially disadvantaged groups. The chapter concludes with a discussion of some of the historical and organizational factors underlying Korea’s successes in public procurement in order to better understand the extent to which currently developing countries can draw upon the Korean case to improve their own procurement policies.

Abstract
This chapter explores the development of advertising regulations governing food advertising to children in Australia since the 1940s. By introducing the advertising and marketing self-regulatory system, the Australian Government is taking a neoliberal approach, advocating for the free market to initiate and sustain the country’s economic development, instead of greater government regulation. By examining the primary and secondary literature, such as government reports and research, and newspaper and academic articles, this chapter outlines different regulatory initiatives adopted by both the government and food industry to limit food and beverage advertising to children on television and online, in order to prevent obesity rates increasing in children. This chapter synthesizes and critically evaluates food industry and public health studies, government and non-government reviews, and other research studies to evaluate the influence of self-regulation on Australian television food advertising within the neoliberal context since the 1990s. It contributes to the literature on food advertising regulations for children in Australia by offering evidence of how the government, public health authorities and the food industry have attempted to keep pace with changes in the advertising, marketing and media industries by developing and reviewing advertising codes. It identifies the loopholes that exist in these self-regulatory codes and concludes that Australia’s current advertising regulatory arrangements are failing to protect our children from unhealthy food marketing on television, especially on relatively under-regulated online platforms such as social media and branded websites. The issues identified in this chapter could aid the food and beverage industry, as well as the self-regulatory system, to offer comprehensive and applicable solutions to combat Australia’s obesity crises by implementing new legislations that align with different marketing practices.
