Abstract

Purpose

A debate emerged among members of public administration academia soon after COVID-19 appeared on the roles and measures that governments ought to deploy to prevent infection. One prevalent discourse is the strength of “strong government” in the fight against the virus—the administrative capacity to launch prompt, appropriate and effective actions that entail collaboration with citizens. A notable development in governance is that new public management (NPM) principles, such as the value of money and the pluralisation of service delivery, are gradually put aside when governments urgently need to curb the spread of infection. The roles of bureaucracy and centralised action are re-emphasised in the policymaking and implementation of anti-epidemic measures. Such a trend allows us to examine if the COVID-19 public health crisis has fundamentally reversed the trend of government retreat in public service within neoliberal regimes since the 1980s.

Design/methodology/approach

For this research, the authors selected two “strong governments” in Asia—Hong Kong and Taiwan—by showing how administrators outline their anti-pandemic strategies, examining the role of government in coordinating responses and how bureaucracy interacts with the other two key domains of the governance mechanism: civil society and the market. These two offshore Chinese capitalist economies and pluralistic societies are perceived to have “strong government capacity” in the fight against COVID-19, presumably as a key attribute to their success confining the spread of infection during the early stages of the first outbreak. Both societies reported low infection rates and low mortality rates until September 2020. The authors browsed databases developed by scholars (Cheng et al., 2020; Hale et al., 2020) and referred to two “rubrics” to assess and compare government actions in both places in response to COVID-19. The authors itemised, categorised and counted the policy actions in both places according to the rubrics, noticed that the policy footprint appeared in over two-thirds of indicators of proactive government interventions and identified double-digit counts in nearly half of the categories.

Findings

The authors found that both governments attempted to establish strong stewardship and quick measures to contain the infection. The pattern of “strong government” is, however, not the same as that superficially exhibited. Taiwan took limited steps to regulate business activities but proactively intervened and coordinated the supply of hygienic utilities. Hong Kong launched aggressive attempts to reduce human mobility but remained non-active despite the “face mask run” in society. The “strong government” aspect also received divergent reactions from society. There was extensive cross-sectoral collaboration under the centralised “National Team” advocacy in Taiwan, and there has been no record of local infection for over 10 months. The Hong Kong government was repeatedly doubted for its undesirable stewardship in anti-epidemic measures, the effectiveness of policy interventions and the impartiality of law enforcement. Spontaneous actions during the health crisis from civil societies and private markets were noted, but they seemed uncoordinated with official attempts.

Originality/value

The initial findings enable us to rethink correlations between state capacity and legitimacy in the fight against the virus and its development post-COVID-19. Apparently, Taiwan and Hong Kong demonstrated a “re-expansion” of their public sector during the public health crisis, but not in the same format. This can be understood based on their varying regime values and administrative systems. The pandemic has been a catalyst, pushing both regimes back to their original track of public administration establishments. The concept of “path dependence” might explain the initial development and project the longer-term transformation of the public sector in both places.

Abstract

This is a troubled age for democracy, but the nature of that trouble and why it is a problem for democracy is an open question, not easy to answer. Widespread wishing for responsible leaders who respect democratic norms and pursue policies to benefit people and protect the vulnerable don’t help much. The issue goes well beyond library contexts, but it is important that those in libraries think through our role in democracy as well. Micro-targeting library-centric problems won’t be effective and don’t address the key issue of this volume. The author can only address the future if we recover an understanding of the present by building up an understanding of actually-existing democracy: (1) the scope must be narrowed to accomplish the task; (2) the characteristics of the retreat from democracy should be established; (3) core working assumptions and values – what libraries are about in this context – must be established; (4) actually-existing democracy should then be characterized; (5) the role of libraries in actually-existing democracy is then explored; (6) the source and character of the threat that is driving the retreat from democracy and cutting away at the core of library assumptions and values is analyzed; (7) the chapter concludes by forming a basis of supporting libraries by unpacking their contribution to building and rebuilding democratic culture: libraries are simultaneously less and more important than is understood.

Abstract

Managers need to be able to understand whether the constructs of organizational commitment apply cross culturally. This study adds to a growing knowledge base regarding organizational commitment internationally, and uses workers in government controlled, mixed economy, and privately owned businesses in China’s interior. The study uses questionnaires of antecedents of commitment and tests Mowday et al’s (1979) OCQ and Meyer and Allen’s (1991) ACS, NCS, CCS. While we were are able to verify some antecedent conditions surrounding Mowday et al (1979) and Meyer and Allen’s (1991) commitment measures, we discovered the conditions surrounding commitment in persons who live outside the commercial zones may be more complicated than theory predicts. Artifacts that may modify antecedent‐commitment main include culture, language, firm ownership/control, and expectations of workers moving from government employment more market based jobs. We suggest that more study is required in relationship to conceptual space, theory development, measurement, validation, and analysis in former centrally planned and communistic countries. As is usually true in China, things are not as straightforward or simple as they seem. This study seems to verify that sentiment.

Abstract

This chapter explores “politic talks” (also known as political information) on the websites of academic libraries in land-grant state universities of the South in the context of a global retreat of democracy that emerged during former President Trump’s regime as the 45th President of the United States. The exploratory qualitative evaluation applies website content analysis of seven information offerings in three categories that include: (1) information sources (collections, resources), information policy and planning (assigned role, strategic representation), and connections (internal, external, news and events). Promising practices and illustrative examples of “politic talks” representation on academic library websites show how they are serving as significant providers of political information during current politically turbulent times. The discussion of these findings in relation to each state’s voting likelihood based on trends since 2000 has significant political implications in enhancing the role of academic libraries moving forward.

In this chapter, we describe the importance of good governance in the metaverse. It offers unlimited opportunities and presents unique governance challenges. First, we describe the concept of good governance and its relevance to the metaverse. We emphasize that the speed of metaverse adoption depends upon the presence or absence of effective governance. Recognizing the metaverse as the next iteration of the internet, we present significant governance issues. Some issues such as interoperability, security, safety, privacy, law, and digital inequality are critical governance issues in the metaverse. Next, we explore the diverse governance frameworks to ensure the implementation of policies and regulations. These frameworks include decentralized governance, cross-sector collaboration, and standards-based governance. We also describe the best practices which are essential for good governance. To materialize the concepts and principles discussed, we present a compelling case study centered on Decentraland. This insightful exploration dissects a decentralized autonomous organization (DAO)-based governance structure, offering valuable insights into the intricacies and stages of governance proposals. We acknowledge both the merits and potential drawbacks inherent to this approach. This chapter aims to offer an all-encompassing view of metaverse governance, essentially serving as a comprehensive roadmap for traversing the multifaceted landscape of this digital frontier.

Abstract

While LIS scholarship emphasizes the need to be multi-literate by equipping people with critical information literacy, digital literacy, and media literacy skills to combat the phenomenon of fake news in the contemporary information society, the concept of political information literacy is still in its infancy. This chapter addresses this gap by developing an understanding of political information literacy and challenges the premise that information professionals and information organizations should remain neutral in the face of phenomena like censorship through noise and disinformation. In this endeavor, it reviews contemporary information environments vis-à-vis the growth of fake news and misinformation, and current information literacy approaches utilized by information organizations. Thereafter, it explores several cognitive barriers, such as the role of confirmation bias, information avoidance, information groupishness, and information overload, which affects people’s ability to process information. Finally, it encourages information professionals to hold regular information sessions on politically charged topics, tackle the cognitive factors increasing misinformation, and cultivate multidisciplinary approaches to confront fake news.

Abstract

Purpose

Post-traumatic stress disorder (PTSD) and substance use disorder (SUD) frequently co-occur (PTSD+SUD). The onset of these disorders often occurs during adolescence. There is limited understanding of the perspectives of service providers working with this population. The purpose of this paper is to identify the practices, attitudes, experiences and training needs of Australian service providers treating adolescents with PTSD+SUD.

Design/methodology/approach

Service providers in Australia were invited to complete an anonymous online survey regarding their experiences working with adolescents who have PTSD+SUD. Ninety participants completed the 48-item survey that comprised multiple choice and open-ended questions.

Findings

Service providers estimated that up to 60 per cent of their adolescent clients with PTSD also have SUD. They identified case management, engaging with caregivers and difficult client emotions as specific challenges associated with working with this population. Despite this, providers rated treating PTSD+SUD as highly gratifying for reasons such as teaching new coping skills, developing expertise and assisting clients to achieve their goals. There were mixed perspectives on how to best treat adolescents with PTSD+SUD, and all participants identified a need for evidence-based resources specific to this population.

Originality/value

This is the first survey of Australian service providers working with adolescents who experience PTSD+SUD. The findings improve our understanding of the challenges and rewards associated with working with this population, and provide valuable information that can enhance clinical training and guide the development of new treatment approaches for this common and debilitating comorbidity.

Abstract

Purpose

The purpose of this paper is to offer the latest empirical findings of the difficulties and challenges in teaching New Senior Secondary (NSS) Liberal Studies in Hong Kong from the perspective of pre-service teachers.

Design/methodology/approach

This qualitative study is based on Danielewicz’s critical pedagogy framework for identity development. A sample of four pre-service teachers were recruited from the last cohort of final-year bachelor of education students at the University of Hong Kong. They were invited to engage in dialogues of enquiry, through which they recount their teaching encounters during their teaching practices. Emphasis would be put on two relevant pedagogical principles, including deliberation and reflexivity, which are of particular relevance to the case of Liberal Studies.

Findings

Challenges revealed the dispositions of conformist learning among the students, manifested in forms of misquoted information and the populist sentiments mirrored from mainstream media, which cost teachers extra efforts to facilitate inquiry-based learning. Adopting deliberation and reflexivity as pedagogical principles, student–teachers responded with attempts to reconnect daily life experiences to teaching, bringing back the social context of knowledge and seeking synergy between traditional and liberatory teaching methods.

Research limitations/implications

This study is drawn from a relatively small sample of pre-service teachers and may run the risk of over-generalization. Moreover, this study tends to neglect other factors such as classroom dynamics, school culture, colleagues’ rapport and students’ responses.

Originality/value

Given the novelty of Liberal Studies as a compulsory subject under the NSS curriculum and its specificity in Hong Kong education system, the amount of literature devoted to this area has been inadequate; among the available studies, the majority tend either to focus on the macro level, addressing the broader narratives of education policies and curriculum studies (e.g. Fung and Yip, 2010; Cheung and Leung, 1998) or to discuss the topic with exclusive reference to political transition and post-colonialism in the 1980s and 1990s (e.g. Morris and Chan, 1997). Studies on the micro level have generally paid little attention to the dynamics of Liberal Studies teaching, focusing instead on its relationships with other aspects such as private tutoring (Chan and Bray, 2014) and cultural representations of religion in Liberal Studies textbooks (Jackson and Han, 2016); pedagogical studies on the subject remain a minority.
