Abstract
Purpose
This paper aims to determine household perceptions of disaster recovery plan development and implementation, and to identify groups that may be less aware of the recovery planning process to provide recommendations to officials for improving participation in planning and resident support of implementation priorities.
Design/methodology/approach
Face-to-face interviews were conducted with 194 residents of a US Atlantic coast county impacted by Hurricane Irene. Respondents were selected via a two-stage cluster sampling method automated through the use of a Geographic Information Systems toolkit.
Findings
Although few households reported participation in the county’s recovery planning process, a majority felt that the plan would be better if it incorporated input from a wide range of stakeholders. The number one reason residents did not participate was the lack of knowledge that they could. Some vulnerable populations were less aware of the recovery plan, including the elderly and those living in poverty, while others were more aware, including those with children and those without access to a working vehicle. Respondents prioritized recovery activities around infrastructure and public safety, yet ranked activities related to public information and housing as less important.
Practical implications
This paper highlights potential successes of emergency management outreach and identifies groups that are not being reached during recovery planning. The paper provides insight on resident priorities for recovery after disaster.
Originality/value
There has been little research on the implementation of recovery plans and few studies that have examined the behaviors and opinions of households with regard to recovery plan development and implementation.

Abstract
Purpose
The organizational decision-making perspective (ODM) has a legacy regarding its concern for budgeting as an essential organizational routine in decision-making. Budgeting has also become a direct concern to organizational institutional theory (OIT) because of its prominent role in institution building, where budgeting can build trust in inter-organizational relationships. This paper builds on these two perspectives to explore organizational budget processes' formation, disruption, and re-creation over time.
Design/methodology/approach
We conducted a comprehensive review and critical analysis of the ODM and OIT perspectives, focusing on a fundamental paradox between ODM's emphasis on stability through organizational routines and OIT's focus on organizational legitimacy through the decoupled expression of organizational values. We then expanded on these paradoxical concerns in the context of budgeting, formalizing them into specific research propositions for future studies.
Findings
Tensions around the stability, decay, and re-creation of budgets as organizational routines emerge as a pressing issue requiring further empirical investigation from the ODM perspective. A critical issue in the OIT perspective is the potential for organizational budgets to provide an opportunity to decouple from practice through routinized expressions of rationality and to facilitate loose coupling in practice. These findings offer a fresh perspective and open up new avenues for future research in this area.
Originality/value
This paper contributes to the accounting and organizational research literature by shedding light on how organizations respond to the potential decay of budget routines and the manifestation of organizational values in decoupling processes by further re-creating and elaborating budget processes.

Abstract
Purpose
The purpose of this paper is to provide a methodological guidance for the practical use of the axiomatic designed production module template presented in a former publication. The objective is to accelerate the design process and increase the quality of results in the design of lean production systems.
Design/methodology/approach
Two case studies based on practical cases were presented to different test teams. A first test cycle helped to improve the user friendliness of the axiomatic designed tree of functional requirements and design parameters. The second test cycle served to prove the practicability of the template, comparing the teams' results with the realized solution.
Findings
Based on the teams' feedbacks, ten “easy‐to‐use” steps for the systematic design of lean production systems were developed. The guideline obtains the best results if used in combination with the value stream mapping concept.
Research limitations/implications
Apart from one case study in injection moulding, practical evaluations were focused on applications in the field of manual, hybrid or automated assembly systems, which perhaps limits the applicability of the presented approach in some machining processes.
Practical implications
Several successful implementations demonstrated the validity of the presented method in terms of results, planning time and user friendliness. Even students with nearly no practical experiences in production system design were able to present astonishing results within short timeframes.
Originality/value
This paper fulfils an identified need of a methodological guidance in the design of lean production systems and offers practical help to shorten the design times and improve the quality of the design results.

Abstract
Purpose
The purpose of this paper is to examine the role of a variety of developmental factors on sexual homicide offenders (SHOs), while taking into account other components of sexual homicide theoretical models.
Design/methodology/approach
A series of logistic regression models are performed using a total of 616 incarcerated adult male sexual offenders from Canada to distinguish between three groups of sexual offenders, SHOs, violent non-homicidal sex offenders (NHSOs) and NHSOs.
Findings
Results indicate that contrary to theoretical models, experiences of victimization are not central to the development of SHOs. Instead, it is the adoption of various problematic behaviors in childhood that appear as most important in the etiology of this particular type of sexual crime. This suggests that the various existing theoretical models of sexual homicide need to be revised and/or tested with additional empirical data.
Originality/value
This is the first study to look at developmental factors using two control groups of NHSOs and violent NHSOs.

In this study, the authors applied a routine dynamics perspective to examine how agile routines enhance efficiency while allowing flexibility in a world of flux. Hence, the authors conducted an ethnographic case study in the IT sector, following a scrum team. The findings indicate that agile routines create affordances for addressing temporal orientations toward the past, present, and future. Within the scrum framework, each routine has a designed temporal orientation, such that the planning meeting is oriented toward the future. Actors enacted this single, temporal orientation through temporal demarcating patterns. However, in some instances, other temporal orientations conflicted with the dominant one. In those cases, actors enacted temporal integrating patterns that embraced multiple temporal orientations. The authors contribute to research on routine dynamics by demonstrating how (1) temporal demarcating enables organizational benefits, (2) temporal integrating enables learning from and anticipating problems, and (3) temporal spaces emerge within routine enactments to solve problems at hand.

Abstract
This chapter unpacks ‘design thinking’ as it relates to educational design, and highlights how developments in the field of Learning Design may be of assistance to educators. Design is defined as a creative, scientific, and complex process, underpinned by several design thinking qualities. Teaching, it is argued, should be positioned as a design science, based on its nature, practice, and intentions. Learning to design is characterized as a challenging pursuit that is supported through practice, refection, examples, and expert guidance. Based on the literature, the pursuit of designing for learning is explained as a process involving the creation of accessible and aligned designs that cater to students in order to achieve desired learning outcomes. Educational design models by Laurillard, Siemens, and Conole are contrasted and evaluated in order to critically reflect on the general utility of such models. The field of Learning Design is introduced as a discipline area that aims to help educators develop and share great teaching ideas. Six approaches that support the description and sharing of learning designs are briefly described (technical standards, pattern descriptions, visualizations, visualization tools, pedagogical planners, and the Learning Activity Management System) so as to illustrate how the Learning Design field has evolved and how educators can capitalize upon it. Directions forward are recommended, which center around reflection, collaboration, and a design orientation.

Abstract
This study examines challenges to the retrospective financial evaluation of continuous improvement (CI) activities. Through a review of the literature and active engagement with CI implementations, we identify several issues that may lead to divergence between operational and financial assessments. Out of this conflict emerges a set of concepts that we find important − the delineation of soft versus hard capacity benefits, the distinction between capacity used and capacity paid for, and the data gaps that relate to these benefits – and recognize operational improvement and financial improvement as distinct, yet interrelated, theoretical constructs. This study helps explain a series of persistent gaps in the management accounting literature: Conflict between operations and accounting managers, the divergent perspectives of Johnson and Kaplan after their publication of Relevance Lost (Johnson & Kaplan, 1987), and the need for both operational control (including detailed capacity control) and accounting control in CI firms. Instead of one control system being at odds with the other, or co-existing despite each other, each of these systems support a different component of the financial improvement process. Operational control systems in CI firms emphasize non-financial information and social and behavioral controls that empower decision-making by employees, while accounting control systems seek to motivate and translate operational gains into financial gains. Soft and hard benefits linked to capacity play an integral role in understanding the difference in focus of each control system, while data limitations help to explain why these systems remain loosely coupled in practice (or absent, as seems to be the case with detailed Capacity Management Systems).

The chapter provides an overview of the book and addresses the rationale for the selection of cases reflecting teaching and research in major areas of SDG14. For example, the impact of increasing global sea temperature, ocean acidification, and pollution on aquatic life and biosciences. Fisheries and aquaculture for seafood and marine ingredients and marine protected areas (MPAs) that favour the assemblage of fish, crustaceans, alga, coral, and mussels to enhance and stimulate biodiversity. New products derived from marine biotechnology are viewed to conserve and sustainably use the seas and oceans whilst promoting wealth creation and employment. Marine parks allow scientists to better study the marine environment and explore sustainable balances between tourism, work, and recreation in harmony with the Life Below Water – SDG14 mandate. Finally, the aspects of governance and roles of stakeholders and societal involvement are advocated in achieving the safe and effective use of marine resources. Throughout, the role of higher education in providing educated scientists and multidisciplinary specialists for future generations to come is highlighted.
