Abstract
This article is based on a study that was commissioned by the Youth Justice Board for England and Wales. We report on the learning profiles and education needs of a cohort of young offenders who were recruited for the study. The research was a national cross‐sectional survey of 301 young offenders who were resident in custodial settings or attending youth offending teams in the community. The young people were assessed using the WASI and the WORD measures to obtain psychometric information (IQ scores and reading/reading comprehension ages). One in five (20%) young people met the ICD‐10 criteria for mental retardation (IQ<70), while problems with reading (52%) and reading comprehension (61%) were common. Verbal IQ scores were found to be significantly lower than performance IQ scores, particularly in male offenders. It is clear from these results that a large proportion of juvenile offenders have a learning disability, as characterised by an IQ<70 and significantly low reading and reading comprehension ages. The underlying aetiology of this association is less clear and may be a consequence of both an increased prevalence of neurocognitive deficits and the impact of poor schooling. There is some evidence that developmental pathways may be different for boys compared with girls.

Abstract
Purpose
Young offenders are disproportionately represented in the Irish Prison Service (IPS) and are a population with complex needs and highest risk of re-offending. Subsets of young offenders in IPS are placed on Protection for their own and/or other’s safety. There is limited research regarding the experiences of young offenders, and there is none on the subjective experiences of young offenders on Protection that could be identified. This study aims to address a limitation of a previous study on the experiences of young offenders in an Irish prison (Hughes et al., 2017) by providing insight into experiences of young offenders on Protection in Mountjoy Prison.
Design/methodology/approach
Using a non-experimental, qualitative, semi-structured interview design, a purposive sampling method was used, and six young offenders participated. Interviews were audio-recorded and transcribed verbatim with potentially identifiable information removed to ensure anonymity. An interpretative phenomenological analysis was applied to interpret the data.
Findings
Two superordinate themes provided an overview of the young offender’s experiences of Protection in an Irish prison: ‘Social Order on Protection’ and ‘Adjustment on Protection’.
Research limitations/implications
Even though it is a relatively small sample size, this study contributes to existing literature and considers sentence management and clinical implications.
Originality/value
This study helps to address a gap in literature by providing insight into the overall experiences of young male offenders (aged 18–21) on Protection in an Irish prison. The findings are in line with most researches, which highlight additional negative consequences of “restrictive prisons regimes” such as Protection. This study provides information to prisons for the development of best practice guidelines and better sentence management and delivery of services to young offenders on Protection.

Abstract
Purpose
Young incarcerated male offenders are at risk of poorer sexual health, adolescent parenthood and lack opportunities for formative relationship and sexuality education (RSE) as well as positive male role models. The purpose of this paper is to report the process of co-production and feasibility testing of a novel, gender-transformative RSE programme with young male offenders to encourage positive healthy relationships, gender equality, and future positive fatherhood.
Design/methodology/approach
Using a rights-based participatory approach, the authors co-produced an RSE programme with young offenders and service providers at two UK prison sites using a sequential research design of: needs analysis, co-production and a feasibility pilot. Core components of the programme are grounded in evidence-based RSE, gender-transformative and behaviour change theory.
Findings
A needs analysis highlighted the men’s interest in RSE along with the appeal of film drama and peer-group-based activities. In the co-production stage, scripts were developed with the young men to generate tailored film dramas and associated activities. This co-production led to “If I Were a Dad”, an eight-week programme comprising short films and activities addressing masculinities, relationships, sexual health and future fatherhood. A feasibility pilot of the programme demonstrated acceptability and feasibility of delivery in two prison sites. The programme warrants further implementation and evaluation studies.
Originality/value
The contribution of this paper is the generation of an evidence-based, user-informed, gender-transformative programme designed to promote SRHR of young male offenders to foster positive sexual and reproductive health and well-being in their own lives and that of their partners and (future) children.

Abstract
Purpose
The rates of offending and re-offending for young males are higher than any other population. Whilst the UK Ministry of Justice (2020) states that rehabilitation programmes should aim to build a positive identity, little is known about the subjective experiences of how this occurs. Various theories and models suggest that the development of a positive identity assists rehabilitation for young men with convictions (i.e. Johns et al., 2017). Therefore, the current study aimed to gather personal narratives from male, young offenders with the intention of understanding identity development.
Design/methodology/approach
Twelve interviews were conducted with young men with convictions aged between 18 and 25 years who had almost completed a rehabilitation process within the community. Narrative analysis was used to analyse the data. All were engaging with the rehabilitation service as a result of conviction for low to medium level offences, including burglary, harm of another person and drug related offences.
Findings
Three plots were identified which explain identity when committing offences: “The Powerless”, “The Feared” and “The Disconnected”. One plot was evident within the narratives which explained positive identity when rehabilitated: “The Connected”. The findings illustrate the importance of an approach which considers various aspects of a young offender’s life.
Originality/value
The current study further adds to knowledge base of young offender rehabilitation by providing a systemic understanding of how men with convictions’ identity develop pre- and post-rehabilitation. New implications for trauma informed practice are discussed.

Purpose
The victimisation and criminal involvement of young people in organised criminal groups is a recognised form of child criminal exploitation (CCE) in the UK. Three phases of exploitation were identified (peer influence, adult street-level gangs and organised criminal groups). This paper aims to consider the locations associated with three stages of criminal exploitation and considers implications for safeguarding.
Design/methodology/approach
The research uses narratives of adolescent males and those of adults reflecting on their experiences as adolescents who had been immersed in street gangs and organised crime from northern England.
Method
Narratives of criminal action approach, a thematic analysis and multidimensional scaling (smallest space analysis) were undertaken to explore key locations in the planning and commissioning of a crime with at least one other person.
Findings
The narratives revealed that local and regional geographic locations relate to the stages of CCE. They offer an insight into the process of CCE and identify locations that could be used as a risk indicator for police forces and safeguarding teams. A clear pathway from involvement with street-level gangs to direct contact with organised criminal groups was found. This transition was represented by a move from outdoor to indoor locations.
Research limitations/implications
Out of the 30 participants, 29 came from the same region in Northern England, spanning a period of 30 years. It is possible that the findings may be limited to this region, or that there have been changes to criminal structures and opportunities over this time.
Originality/value
Although drug selling and the movement of victims across the UK is central to CCE, comparatively little attention has been given to the locations where early exploitation takes place at a micro level. Practical implications for policing and safeguarding will be discussed.

Abstract
Purpose
The purpose of this paper is to explore the relationship between psychopathic features as measured with the Psychopathy Checklist: Youth Version (PCL:YV) and behavioural and emotional functioning in young female offenders in custody.
Design/methodology/approach
This is a quantitative interview study investigating the relationship with psychopathic traits, measured with the PCL:YV (Forth et al., 2003), and different psychological characteristics as well as AD/HD, self-harm, and childhood trauma in adolescent offenders across genders. Data were collected from a sample of 40 female and 40 male adolescents who were incarcerated in Victoria, Australia.
Findings
Results indicated that the behavioural subscales of the PCL:YV were associated with externalising behaviours possibly underpinned by histories of abuse and substantiated child protection incidences. The presence of AD/HD was strongly associated with affective deficits suggesting that the PCL:YV may be identifying young females with AD/HD rather than core psychopathic traits. Findings also indicate that female-specific manifestations of manipulation are likely being misidentified as behavioural phenomena precluding clinical recognition as a core interpersonal trait. Significant dissimilarities with a young male comparison group were identified and are discussed within.
Research limitations/implications
The sample size is very small and the results should be seen as an indication rather than generalising.
Originality/value
Studies on female juvenile offenders is rare and this study adds to the literature on the construct of psychopathy and its relationship to psychosocial factors as well as associations with AD/HD, self-harm, and childhood trauma, among incarcerated adolescents.

Purpose
The purpose of this paper is to consider how male young offenders on community orders made sense of their offending behaviour as well as considering the extent these views aligned with traditional stereotypes of masculinity.
Design/methodology/approach
The research adopted a qualitative approach, using semi‐structured in‐depth interviews followed by interpretative phenomenological analysis to identify themes within the participant's narratives.
Findings
Two master themes were identified; “dissociating from an offender identity and authoring a new non‐offender identity” as well as “masculinity as multifaceted”. These themes were interpreted using self‐determination theory, highlighting the importance of intrinsic motivation and specific environmental conditions in enabling change and exploration of new identities.
Research limitations/implications
This work was based on a small sample size. Whilst this permitted an in‐depth analysis it is acknowledged that this may have implications for making generalisations across the youth offending population.
Practical implications
This study identifies that the principles of autonomy, relatedness and competence, as outlined in self‐determination theory, potentially offer fruitful areas to be implemented in community orders. Such conditions can help to harness intrinsic motivation to change and self‐regulated behaviour.
Originality/value
This paper is of value to those working and holding an interest within the criminal justice domain. Its adoption of a qualitative approach, considering a UK sample of young offenders on community orders at the time of the interview is unique. This study allows practical recommendations to be made to those engaged in youth rehabilitation.

Purpose
The purpose of this paper is to investigate the characteristics of bullies and victims in Canadian institutions for young offenders. The second aim is to investigate to what extent it is possible to develop risk scores that can predict who will become a bully or a victim.
Design/methodology/approach
In total, 185 male young offenders aged 16-19 in nine Ontario facilities were individually interviewed about their bullying and victimization, and two standardized inventories were completed.
Findings
Compared with non-bullies, bullies had spent longer in their present facility, had been bullies in a previous facility, had more previous custodial sentences, had been suspended or expelled at school, and expressed aggressive attitudes. Compared with non-victims, victims were socially isolated in custody, had failed a grade in school, had been committed to a psychiatric hospital, had been victims in a previous facility, had fewer previous custodial sentences, and were less likely to express aggressive attitudes.
Practical implications
Risk/needs assessment instruments should be developed to identify likely bullies and victims and guide interventions to prevent bullying in young offender institutions.
Originality/value
This paper shows that bullies and victims can be accurately identified based on risk factors including aggressive attitudes.

Purpose
The purpose of this paper is to examine the structure of juvenile psychopathy, as measured by the Psychopathy Checklist: Youth Version (PCL: YV).
Design/methodology/approach
Using a sample of 2,042 male youths from the USA, Canada, and the UK, the study was a conceptual replication of Bishopp and Hare’s (2008) multidimensional scaling (MDS) analysis of adult male offenders assessed with the Psychopathy Checklist-Revised.
Findings
The scaling analyses generally replicated those obtained by Bishopp and Hare, providing support for a multidimensional, four-factor model of juvenile psychopathy similar to that obtained with adults. However, a small number of items fell outside their predicted regions. Slight differences in the structure of juvenile psychopathy were found for incarcerated and supervised samples of youth, with the four-factor model breaking down slightly for the supervised sample. Item misplacements may indicate that certain items on the PCL: YV are being misinterpreted, reflect different dimensions for different samples, or cannot be reliably measured. Future research should examine these possibilities, with special attention being paid to supervised samples.
Originality/value
To the authors’ knowledge, this is one of the first known attempts to use MDS analysis to examine the psychopathy structures that emerge for male juvenile offenders. The greater nuances afforded by using MDS offer a more comprehensive understanding of psychopathy between incarcerated and supervised youth using the PCL: YV.

Purpose
The purpose of this paper is to examine the prevalence of alcohol use disorders (AUDs) amongst young people in the criminal justice system (CJS) in the North East of England and to compare the ability of the Alcohol Use Disorders Identification Test (AUDIT) to the Youth Justice Board ASSET tool in identifying alcohol-related need in Youth Offending Team (YOT) clients.
Design/methodology/approach
A validated screening tool (AUDIT) was used to identify alcohol-related health risk or harm. Findings from AUDIT were compared with those of the standard criminogenic risk screening tool used in CJS (ASSET). An anonymous cross-sectional questionnaire was administered during a one-month period in 2008. The questionnaires were completed by 11-17-year-old offenders who were in contact with three YOTs, one Youth Offending Institution and one Secure Training Estate.
Findings
In total, 429 questionnaires were completed out of a possible 639 (67 per cent). The majority (81 per cent) of the young offenders were identified as experiencing alcohol-related health risk or harm and 77 per cent scored within a possibly alcohol-dependent range. In total, 77 (30 per cent) of young people completing both assessments were identified as having an AUD by AUDIT but not identified as needing alcohol-related treatment using ASSET.
Research limitations/implications
This research was confined to one geographical area of England, however, the results show that even in this area of high drinking by young people the levels of AUDs amongst young people in the CJS are very high.
Social implications
There are major social implications to this research. It is imperative for changes to be made to the care pathways in place in the UK for young people coming through the CJS with alcohol-related issues.
Originality/value
This paper adds to the evidence base by using well-validated tools to measure alcohol use amongst young people in the CJS in the UK.
