Abstract
This article argues that confusion exists as to exactly what constitutes a public-private partnership (P3). This confusion, it is maintained, creates problems for public procurement professionals when advising elected officials and government administrators on the appropriate uses of P3s. The article looks first at the imprecise language used by organizations (governments and others) to define, describe and discuss P3s. A proposed consensus definition of P3s is then introduced together with an accompanying proposed taxonomy of P3 types. The article then demonstrates how the proposed consensus definition and taxonomy can bring more clarity to discussions about P3s and their uses. The article concludes by suggesting that some public procurement standard setting organization should undertake the task of developing and promulgating more prescriptive guidance on P3s.

Abstract
Purpose
This exploratory study aims to look at the policy and public-procurement requirements set forth in state public-private partnership (P3) legislation and their relationship to P3 project implementation.
Design/methodology/approach
The research uses both cross-sectional and longitudinal approaches. The paper begins by defining P3s and discussing their increasing importance as a form of private-sector delivery of public facilities and infrastructure. The major policy and procurement requirements of state P3 legislation are then identified. Using the public works financing database of 301 P3 project closures between 1996 and 2016, the relationships between state P3 legislative policy and procurement requirements and P3 project implementation are explored.
Findings
The study finds positive associations between 15 of 16 state P3 legislative policy and procurement requirements.
Originality/value
This is the first study of its kinds to explore the relationships between state P3 policy and procurement requirements and P3 project implementation (project closures).

Jeremy Bentham (1748 - 1832) was an eccentric 18th Century English genius of many interests. He was the leader of a group of social and political reformers known as the philosophical radicals that included John Stuart Mill. While Bentham never held a government position, his writings influenced many who did. Bentham’s ideas and works touch on a variety of disciplines including: administrative management, criminal justice, economics, law, organizational theory and decision making, philosophy, political science, public administration, public policy, social welfare, and sociology. Bentham was a wordsmith adding such terms to the popular lexicon as: "minimize," "maximize," and "rational." He was also the first person to use the term "international." This article looks at Jeremy Bentham’s contributions in three areas: organizational theory and decision-making, public policy analysis, and administrative management. The article argues that although his ideas and works have been dismissed as passé in the post 1960s era of selective social consciousness and heightened political correctness, Bentham has much to say that is still important and relevant today

This article critiques the major works of Jeremy Bentham as they apply to three areas: public policy, social reform and administrative theory. The article concludes that jeremy Bentham’s contributions to all three areas has been significant, but that in the area of administrative theory he has not received the recognition he deserves. The article points out that Jeremy Bentham developed a complete theory of administration more than a century before such figures as Henri Fayol and Luther Gulick.

This article lays out the argument that we may best cope with the unfolding of the future by learning from the past. Here, the past represented by Niccolo Machiavelli’s world and thoughts are juxtaposed with the questions and issues raised by postmodern organization theorists. Machiavelli’s thoughts contributed to the creation of the world that concerns postmodern theorists and us. Both Machiavelli and postmodern organization theorists address change and strategies for dealing with change, including looking to needs and emotions for working with individuals in change situations and the importance of widespread involvement in governance structures. Building a better future requires learning to deal with human social realities that have been and will be shaped by past philosophers. Consciousness of past philosophers should help in that endeavor.

Many studies of the budgetary process focus on the national government while ignoring the state budgetary process and state budgetary actors. Executive budget analysts and legislative budget analysts are important gatekeepers in the budgetary process. These actors were surveyed to ascertain what influences their decisions and to determine what responsibilities are included in their job duties. The results show that many similarities exist between executive budget analysts and legislative budget analysts. Legislative budget analysts are more involved in the budgetary process than many believe. Consequently, they play important “gatekeeping” roles in the budgetary process.
