Abstract

In the late 19th and early 20th centuries, labour movements across the world fragmented along racial lines. Across the English-speaking world, and especially in the colonies and metropole of the British Empire, a tradition which scholars term ‘white labourism’ became important and then, in the first half of the 20th century, dominant as a political and ideological trend within the labour movements of white British countries. This article concerns the prehistory of white labourism as a dominant strain in three of these British-ruled white settler states, Australia, New Zealand and South Africa, by looking at the activities there of the American-based working-class movement, the Knights of Labor. As the Knights expanded into these countries in the 1880s and 1890s, they brought with them an emphasis on the exclusion of Chinese immigration and other racial exclusionary practices later associated with white labourism; on the other, their racial egalitarianism with respect to African-American workers in the United States, tens of thousands of whom became members of the movement, placed them as an alternative to later white labourist currents. This chapter addresses these contradictory contributions of the Knights as a global movement to the way that later workers understood the connections between race and class, empire and whiteness.

San Francisco employers were divided, in both their attitudes and their actions, on how to deal with unions. I treat these differences in terms of business class formation. My explanation emphasizes how racial dynamics, class relations, and citizenship practices, acting in cumulative historical sequences, shaped employer solidarity and ideology.

Abstract

Purpose – This paper extends research on social movement media by focusing on the use of a literary genre – realist fiction – namely, the labor problem novel in the context of the labor movement and countermovement in late 19th-century America.

Methodology – I do a close reading of a significant early dialogical cluster of such novels to address three key questions: (1) Field position of authors – What was the position of these labor problem authors in relation to the movement field and literary field and how did that positioning matter? (2) Genre selection – What was it about the realist novel that attracted labor problem partisans to it? (3) Internal content – How did authors shape the internal structure and content of their stories?

Findings – As literary activists, authors pivoted between the movement field and literary field selecting the novel for the special powers that it possessed relative to other historically available media. Authors produced stories with a good/evil binary attached to characters that stood for emerging social categories in young industrial America. During the Gilded Age (and beyond) the novel played an important role as medium for the labor movement and its opposition – characterizing collective actors, dramatizing forms of action, providing materials for claims of injustice or threats, solutions to social problems, and new categories and collective identities – all with powerful emotional appeal and entertainment value.

Implications – This study suggests that social movement scholars might expand their purview of cultural media used by movements and also take genre and its selection by activists seriously.

Originality – This study demonstrates how literature – realist fiction – has been shaped by movement agents and played an important, but under-appreciated, role in the struggle over cultural supremacy in the context of movement–countermovement dynamics.

Abstract

Robert Franklin Hoxie was of the first generation of University of Chicago economists, a figure of significance in his own time. He is often heralded as the first of the Institutional economists and the impetus behind the field of labor economics. Yet today, his contributions appear as mere footnotes in the history of economic thought, when mentioned at all, despite the fact that in his professional and popular writings he tackled some of the most pressing problems of the day. The topics upon which he focused included bimetallism, price theory, methodology, the economics profession, socialism, syndicalism, scientific management, and trade unionism, the last being the field with which he is most closely associated. His work attracted the notice of some of the most famous economists of his time, including Frank Fetter, J. Laurence Laughlin, Thorstein Veblen, and John R. Commons. For all the promise, his suicide at the age of 48 ended what could have been a storied career. This paper is an attempt to resurrect Hoxie through a review of his life and work, placing him within the social and intellectual milieux of his time.

Abstract

This chapter presents an alternative model of industrial relations in which multiple spheres of labor policy coexist with varied political dynamics and contrasting outcomes. Despite evidence of wide public support for unionism and collective action, uneven patterns of voter participation, racial polarization, and political structures determine policies. Disparate historical trajectories also influence local variance. The unusual level of differentiation in US industrial relations ultimately derives from the constitutional regime: the absence of a nationally guaranteed right to vote and right to organize despite the 13th, 14th, and 15th Amendments.

Abstract

The Department of Homeland Security (DHS) states in 2018 that safeguarding “civil liberties is critical” to their official duties. The Office for Civil Rights and Civil Liberties within DHS, as its website explains,

reviews and assesses complaints from the public in areas such as: physical or other abuse; discrimination based on race, ethnicity, national origin, religion, gender, sexual orientation, or disability; inappropriate conditions of confinement; infringements of free speech; violation of right to due process … and any other civil rights or civil liberties violation related to a Department program or activity.

My chapter tracks the centrality of deportability in shaping the civil liberties and rights that DHS is tasked with enforcing. Over the course of the twentieth century, people on US soil saw an expanding list of civil liberties and civil rights. Important scholarship concentrates on the role of the courts, state and federal governments, advocacy groups, social movements, and foreign policy driving these constitutional and cultural changes. For instance, the scholarship illustrates that coming out of World War I, the US Supreme Court ruled that the First Amendment did not protect something the Justices labeled “irresponsible speech.” The Supreme Court soon changed course, opening up an era ever since of more robust First Amendment rights. What has not been undertaken in the literature is an examination of the relationship of deportability to the sweep of civil liberties and civil rights. Starting in the second decade of the twentieth century, federal immigration policymakers began multiplying types of immigration statuses. A century later, among many others, there is the H2A status for temporary low-wage workers, the H2B for skilled labor, and permanent residents with green cards. The deportability of each status constrains access to certain liberties and rights. Thus, in 2016, when people from the Office for Civil Rights and Civil Liberties within DHS act, they are not enforcing a uniform body of rights and liberties that applies equally to citizens and immigrants, or even within the large category of immigrants. Instead, they do so within a complicated matrix of liberties and rights attenuated by deportability, which has been shaped by the history of the twentieth century.
