Abstract
Many organisations have changed to new ways of working, steered or followed up by design interventions and sharing of activity related workplaces. Expectations have been high. Innovative offices should lead to more efficient use of space and other facilities; greater job satisfaction; the projection of a positive image to clients; an improved performance of the organisation and its staff; and reduced costs. Have innovations in the working environment fulfilled these high expectations? Are the new offices really more efficient and more pleasant to work in? Or will constant changing of the workplace reduce satisfaction and productivity? What are the ‘pros’ and ‘cons’ of teleworking? Are the extra costs of nice ergonomic furniture, high‐tech information and communication technology (ICT) and image‐boosting gadgets counterbalanced by the expected profits in higher productivity and more efficient use of space? Evaluative research results show a mixed picture. Besides the considerable satisfaction with the attractive design and the improved opportunities to interact, there are many complaints about problems in concentrating on work. Psychological mechanisms, such as the need for status, privacy and individual territory, do not necessarily hinder ‘flexi‐working’, but only when the new situation provides considerable added value. Teleworking offers more freedom of choice, but there are attendant risks.

Abstract
Purpose
This qualitative interview study compares public value prioritizations of ministers, members of parliament and senior public managers in the Netherlands. This article aims to answer the following central research question: how do Dutch political elites and administrative elites differ in their interpretation and prioritization of public values?
Design/methodology/approach
Based on coding and categorization of 65 interviews this article shows how government elites in advanced western democracies interpret and assess four crucial public values: responsiveness, expertise, lawfulness and transparency.
Findings
Political elites and administrative elites in the Netherlands are more similar than different in their prioritization and perceptions of public values. Differences are strongly related to role conceptions and institutional responsibilities, which are more traditional than most recent literature on politico-administrative dynamics would suggest.
Research limitations/implications
Our qualitative findings are hard to generalize to larger populations of politicians and public managers in the Netherlands, let alone beyond the Netherlands. However, the testable research hypotheses we derive from our explorative study merit future testing among larger populations of respondents in different countries through survey research.
Practical implications
Experienced values differences between both groups are smaller than their mutual perceptions would suggest.
Originality/value
Most research on public values is quantitative in nature and focuses exclusively on public managers. By adding the politician to the equation we improve our understanding of how public values are enacted in real life and set the tone for a more inclusive research agenda on public values.

Abstract
Purpose – This study focuses on the relationship between local governments and public sector joint ventures (JVs). Public sector JVs are separate administrative entities that undertake public service activities on behalf of local governments. The aim of this study is to examine the vertical management control packages that are used by local governments to control the relationship with their public sector JVs.
Design/methodology/approach – Two case studies have been conducted in two public sector JVs, owned jointly by more than 20 local governments. The analysis of the two cases is informed by an integrated conceptual framework describing how transactional and relational factors influence control, trust, and risk in the context of public sector JVs.
Findings – The case studies provide a nuanced understanding of the interplay between the vertical management control packages, trust between the parents and the public sector JVs, and risks as perceived by the local governments. The case findings not only reveal how local governments struggle with adequate outcome control but also highlight how and why they rely on behavioral control. A related finding is that while the probability of poor business performance does not have a significant impact on the design of the vertical control packages, the social impact of failure has the potential to create a sense of urgency with regard to changes in the design of vertical management control packages.
Originality/value – This study adds to the literature on interorganizational relationships by providing insight into the use of vertical management control packages in the specific, but relevant, setting of public sector JVs.

Abstract
In the early 1990s, a few organisations in the Netherlands began to experiment with flexible workplaces. Traditional cellular offices and the open‐plan offices or team‐oriented bullpen spaces in which everyone had their own fixed workplace were no longer a matter of course. Making use of modern information and communication technology, the pioneers redirected their attention towards the sharing of activity related workplaces in a combi‐office. Economic considerations (eg low occupancy of expensive workplaces), organisational developments (network organisations, teamwork, fast exchange of knowledge, part‐time work) and external developments (globalisation, strong competition) are important drivers for change. The aim is to stimulate new ways of working (dynamic, less closely linked to place and time), to improve labour productivity and to make major cost savings (fewer workplaces, fewer square metres), without reducing employee satisfaction. Since then a number of new offices have been realised. Twelve per cent of organisations that have moved recently use flexible workspaces for the most part or exclusively. An important question now is whether the aims have been achieved. What are the actual benefits? What are the risks? How should consultants advise their clients? The field is dominated by the opinions of those in favour and those against. Statements expressing the successes or failures of flexible offices contradict each other. Hard data are almost lacking. Due to the scarcity of empirically supported insights, the Delft University of Technology in the Netherlands together with the Centre for People and Buildings and the Centre for Facility Management are carrying out investigations into the costs and benefits of workplace innovation. This paper reports on progress so far, with a focus on employee satisfaction and labour productivity.

Abstract
In the Netherlands, childcare and primary schools are governed by two different systems of two ministries, and although these institutes are usually located nearby, there always have been low levels of cohesion with respect to institute-to-institute collaboration. However currently, there is a national trend in enhancing interprofessional collaboration (IPC) with the aim of inclusion and equity. This study focuses on getting insight into the differences in intensity of collaboration and how IPC is organized. A two-dimensional Child Centre Integration Model which accounts for the variations in the degree of IPC in child centres and gives insight into IPC at different levels and into conditions for intensifying IPC is presented. That Dutch education and childcare systems do not connect with each other is seen to be an important cause of the failure or complication of IPC. Because the systems do not connect at the macro level, we see struggles in the necessary normative dimension due to status differences (i.e., inequality between employees) and differences in funding and autonomy. Differences between public (education) and private (childcare) institutions also lead to difficulties when it comes to fostering closer collaboration. This chapter ends with key lessons for practice and policy, including the suggestion that one strong ministry for child affairs, including education and childcare, which stimulates an unambitious course at national level, is required. This course can then be translated at regional and local levels.

Abstract
Little research is devoted to how salary allocation processes interfere with gender inequality in talent development in universities. Administrative data from a university indicated a substantial salary gap between men and women academics, which partially could be explained by the unequal distribution of men and women in the academic job levels after acquiring a PhD, from lecturer to full professor, with men being overrepresented in the higher job levels, as well as in the more senior positions within each job level. We demonstrated how a lack of transparency, consistency and accountability can disqualify apparent fair, merit-based salary decisions and result in biased gender differences in job and salary levels. This chapter reflects on how salary decisions matter for the recognition of talent and should be an integral part of talent management.

Abstract
Purpose
While some studies have found that cognitive biases are detrimental to entrepreneurial performance, others have conjectured that cognitive biases may stimulate entrepreneurial action. This study uses a typology of availability and representative heuristics to examine how two patterns of biases affect entrepreneurial performance. Drawing on ideas from cognitive science, this study predicts that various levels of biases in each pattern stimulate entrepreneurial behavior and performance.
Design/methodology/approach
A profile-deviation approach was employed to analyze data from 253 entrepreneurs and zero-truncated Poisson regression and the zero-truncated negative binomial regression to test hypotheses.
Findings
This study finds some positive associations between a particular level of cognitive biases in each of the two patterns and entrepreneurial behavior and performance. Results show that the patterns of biases often stimulate and never hurt entrepreneurial behavior and performance. The opposite holds for a lack of cognitive biases, which hurts and never stimulates entrepreneurial behavior and performance.
Originality/value
This study examines patterns of cognitive biases of entrepreneurs instead of single biases. The study broadens the perspective on the heuristics and cognitive biases of entrepreneurs by examining patterns of biases emanating from the availability and the representativeness heuristic that make a difference for entrepreneurial behavior and performance. The study also brings the “great rationality debate” closer to the entrepreneurship field by showing that a normative rule based on statistics and probability theory does not benefit entrepreneurial behavior and performance.
