Abstract
Equipment and typical results from cathodic protection surveying systems. In the simplest form, cathodic protection surveying of fixed offshore platforms is achieved by the so called ‘dipping’ technique, dipping a reference electrode into the sea and measuring a steel/sea potential with respect to it via an indicating voltmeter and a metallic connection to the topside steelwork. This procedure is allowed in NACE RP‐01–76 REF 36 but the standard does address the importance of placing the electrode close to platform members, distant from anodes and into areas of greatest shielding. The conventionally undertaken dip survey, particularly in geographic regions with substantial sea currents which cany the electrode away from structure members, is nothing better than a general indication of the overall level of protection. The probability is of errors indicating better levels than actually exist, due to the IR related voltage drops in the sea between the electrode location and the platform member.

Abstract
There are two key approaches in doping prevention research: (1) to investigate why athletes dope (i.e. risk factors) and (2) to investigate why athletes do not dope (i.e. protective factors). Both approaches aim to reduce the occurrence of doping. Even though there is a lot of evidence showing which factors protect athletes from doping, there is still the problem of putting research into practice. Currently, evidence-based prevention is lacking. In this chapter, we propose a roadmap of possible solutions in three areas: improving the translation of research findings into practice, increasing financial resources and training of human resources, and acknowledging the recipients' voice.

Alvin Hansen and John Williams’ Fiscal Policy Seminar at Harvard University is widely regarded as a key mechanism for the spread of Keynesianism in the United States. An original and regular participant, Richard A. Musgrave was invited to prepare remarks for the fiftieth anniversary of the seminar in 1988. These were never published, though a copy was filed with Musgrave’s papers at Princeton University. Their reproduction here is important for several reasons. First, it is one of the last reminiscences of the original participants. Second, the remarks make an important contribution to our understanding of the Harvard School of macro-fiscal policy. Third, the remarks provide interesting insights into Musgrave’s views on national economic policymaking as well as the intersection between theory and practice. The reminiscence demonstrates the importance of the seminar in shifting Musgrave’s research focus and moving him to a more pragmatic approach to public finance.

One of the commonest excuses put forward in defence of the practice of treating milk, butter, meat, and other foods with ‘preservative’ drugs no longer possesses even the appearance of validity. Several of the large railway companies are adding refrigerator vans in considerable numbers to their rolling‐stock, and this fact should make it no longer possible for defendants to plead that the necessity of sending food‐products a long distance by rail involves the necessity of mixing preservative chemicals with them. Although the excuse referred to will not bear examination, it is a very specious one, and in those instances where evidence has not been brought forward to refute it, it has produced some effect on the minds of magistrates and others. It cannot be too often pointed out that such substances as boracic acid, salicylic acid, and formaldehyde are dangerous drugs, and that their unacknowledged presence in articles of food constitutes a serious danger to the public. Such substances are not foods, and are not natural constituents of any food. In most instances they are purposely introduced into food‐products to avoid the expense attending the proper production, preparation, and distribution of the food, or to conceal the inferior quality of an article by masking the signs of commencing decomposition or incipient putrefaction, and thus to enable a dishonest producer or vendor to palm off as fresh and wholesome an article which may be not only of bad quality, but absolutely dangerous to the consumer. The use of these substances, in any quantity whatsoever, and the sale of articles containing them, without the fullest and clearest disclosure of their presence, is as gross and as dangerous a form of adulteration as any which has at any time been exposed. In no single instance can it be shown that these drugs are, to quote the words of the Act of 1875, matters or ingredients “required for the preparation or production of a food as an article of commerce,” nor, of course, can it be contended that such substances are “extraneous matters with which the food is unavoidably mixed during the process of collection or preparation.” In reality, even under our inadequate and unsatisfactory adulteration laws, through which the proverbial coach‐and‐four can be so easily driven in so many directions, there ought to be no loophole of escape for the deliberate and dishonest drugger of foods. While the presence of preservative chemicals in any quantity whatever in articles of food constitutes adulteration, wherever the quantity is sufficient to allow the production of the specific “preservative” effect of the substance added, that fact alone is enough to make the food so drugged a food which must be regarded as injurious to the health of the consumer—in view of the inhibitory effect which, by its very nature, the antiseptic must produce on the process of digestion. To our knowledge the food market in this country is flooded with all sorts of inferior food‐products which are rarely dealt with under the Adulteration Acts, and which are loaded with so‐called preservatives. There will be no adequate protection for the public against the consumption of this injurious rubbish until the consumer sees the advantage of insisting upon an authoritative and permanent guarantee of quality with his goods, and until manufacturers of the better class at length find it to be a necessity for their continued prosperity that they should supply, apart entirely from their own statements, an independent and powerful guarantee of this kind.

Abstract
This article is a contribution to the development of a comprehensive interdisciplinary theory of LIS in the hope of giving a more precise evaluation of its current problems. The article describes an interdisciplinary framework for lis, especially information retrieval (IR), in a way that goes beyond the cognitivist ‘information processing paradigm’. The main problem of this paradigm is that its concept of information and language does not deal in a systematic way with how social and cultural dynamics set the contexts that determine the meaning of those signs and words that are the basic tools for the organisation and retrieving of documents in LIS. The paradigm does not distinguish clearly enough between how the computer manipulates signs and how librarians work with meaning in practice when they design and run document mediating systems. The ‘cognitive viewpoint’ of Ingwersen and Belkin makes clear that information is not objective, but rather only potential, until it is interpreted by an individual mind with its own internal mental world view and purposes. It facilitates further study of the social pragmatic conditions for the interpretation of concepts. This approach is not yet fully developed. The domain analytic paradigm of Hjørland and Albrechtsen is a conceptual realisation of an important aspect of this area. In the present paper we make a further development of a non‐reductionistic and interdisciplinary view of information and human social communication by texts in the light of second‐order cybernetics, where information is seen as ‘a difference which makes a difference’ for a living autopoietic (self‐organised, self‐creating) system. Other key ideas are from the semiotics of Peirce and also Warner. This is the understanding of signs as a triadic relation between an object, a representation and an interpretant. Information is the interpretation of signs by living, feeling, self‐organising, biological, psychological and social systems. Signification is created and con‐trolled in a cybernetic way within social systems and is communicated through what Luhmann calls generalised media, such as science and art. The modern socio‐linguistic concept ‘discourse communities’ and Wittgenstein's ‘language game’ concept give a further pragmatic description of the self‐organising system's dynamic that determines the meaning of words in a social context. As Blair and Liebenau and Backhouse point out in their work it is these semantic fields of signification that are the true pragmatic tools of knowledge organ‐isation and document retrieval. Methodologically they are the first systems to be analysed when designing document mediating systems as they set the context for the meaning of concepts. Several practical and analytical methods from linguistics and the sociology of knowledge can be used in combination with standard methodology to reveal the significant language games behind document mediation.
