Abstract
Purpose
The purpose of this study is to contribute to the understanding of the failure of science parks to become a central actor in the knowledge economy and, with the help of new organizational theory, to propose new solutions.
Design/methodology/approach
The paper reviews a number of recent studies of science parks and their effect on innovation and economic growth, measured by revenue or survival rate of new firms, but demonstrating no positive result of the parks. The paper then introduces modern organization theory, specializing in analyzing the processes of creating, managing, organizing, and transferring knowledge distributed through a number of networks and other volatile organizations in order to investigate the set‐up of science parks in the knowledge economy.
Findings
Using Nonaka's concept of ba as a metaphor for the new tradition in organizational theory, the paper finds very few – if any – signs of these new ways of organizing in traditional science parks. The paper argues that principles from modern knowledge organizations has to be installed in science parks if the parks are to regain the initiative and become an important actor in the new regime of knowledge production. Otherwise, science parks must be viewed as an outdated institution, left over from the industrial society.
Practical implications
The paper proposes a system of certification and quality assessment that might speed up the change in science parks from organizations formed by the industrial society to organizations serving the needs of the knowledge society.
Originality/value
The paper is an original contribution to the theory of science parks and innovation policy. The use of new organizational theory on knowledge management, illustrated by Nonaka's concept of ba, presents a new solution to overcome the traditional thinking on how to organize science parks.

Purpose
The purpose of the paper is to report the findings of a Swedish national survey study finalised in late 2010. The purpose of the project was to create a picture of Swedish library services directed to the five minority groups defined as “national minorities” in the country: Romani, Sámi, Jews, Tornedalians and Swedish Finns. The study focuses on media, cultural activities, and co‐operation.
Design/methodology/approach
In the study, a survey questionnaire was used as the primary method. The questionnaire was sent to all 289 county libraries of Sweden. A total of 181 were returned and used in the study. The theoretical stance is emancipatory in that it takes the position that libraries may play a vital role not only for the social integration of the concerned minority groups, but also for spreading interest in, and understanding of, the unique identities of these groups in the majority society.
Findings
The findings of the study show that Swedish public libraries have very limited services towards the national minority groups in focus. In some cases, like service to the elderly and out‐reach activity, no activity whatsoever could be measured.
Originality/value
The research reported in the article is original in that it is the first time that the services to the national minority groups of Sweden are mapped and measured at a national level. The value of the result is high as it shows major weaknesses in library services and the study provides a good point of departure for developing minority services in Swedish libraries.

Abstract
One way for organisations to support total quality management, and hence try to increase customer satisfaction is to participate in a quality award process. The purpose of this study is to explore the organisational value of participating in a quality award process. The study is based on interviews at 29 organisations that have participated in the process of the Swedish Quality Award. The main conclusion is that most of the organisations consider the process orientation, customer orientation and improvement work to have been improved as a result of the participation in the quality award process. However, there are also obstacles to surmount in order to benefit fully from the process: difficulties in finding resources within the organisation to perform mandatory work and implement identified improvements, and difficulties in applying the circumstantial model used in the quality award process.

The purpose of the study is to describe the activities initiated based on participation in a quality award process and with the intention to improve performance.
Design/methodology/approach
This study presents a case study of three organisations that have participated in the Swedish Quality Award process. The cases were selected in order to clarify how this award process could be used to improve organisational performance.
Findings
Several examples of activities on how to improve organisational performance are provided. Specifically, the areas of customer orientation, process orientation, continuous improvement, committed leadership and participation by everyone have been improved due to the initiated activities. Furthermore, the studied organisations have been successful in their development and communication of visions, and in their empowerment of employees.
Research limitations/implications
An interesting area of further research would be to compare different methodologies for performance improvement with one another.
Practical implications
Findings from the case studies, and of importance for organisations applying for quality awards, indicate that, if the goal is to get lasting results, it is not sufficient to participate in a quality award process only once. Instead one should participate in the process several times, with enough time in between the applications in order to complete as many as possible of the improvement projects resulting from the evaluations.
Originality/value
It is the authors' intention that the guidelines presented in the paper might be helpful for organisations considering a participation in a quality award process.

This chapter presents a comparative analysis of the English, Northern Irish, Arab Israeli, Trinidad and Tobago and the US cases. The focus is what we have learned from the research about: the relationships within Education Governance Systems to navigate turbulence; building capacity for empowering senior-level leaders to deliver on their manifestos and outstanding track records for school improvement; reducing the achievement gap between dominant groups and marginalised groups in International Governance Systems. The chapter identifies that all cases require participatory multi-stakeholder action to develop and support collaborative networked learning communities in practice. Such communities of and for practice need to Empower Young Societal Innovators for Equity and Renewal (EYSIER). Policy and Education Governance Systems have the potential to synthesise the best of what has been said and done in the past, with innovative ways of working by empowering networks of knowledge building and advocacy. These networks co-create opportunities for action learners to work together to describe intersectionalities of discrimination and begin to remove fear of discrimination and marginalisation from Education Governance Systems. From this position, senior-level leaders can work with their leaders, teachers, parents and students to optimise how learning about the self, and learning how to learn improves community education for all students and EYSIER.
