Abstract
Purpose
Notwithstanding that evidence-based human resource management (EBHRM) is gaining more ground in governmental institutions, it is still lacking a clear and research-driven conceptualisation (Marler and Fisher, 2013). Therefore, this study seeks to establish a fundamental clarifying concept of EBHRM by using a systematic literature review.
Design/methodology/approach
This method builds on an intensive scanning of 2,584 (interdisciplinary) articles, collected from Web of Science and Scopus. Eventually, 50 articles met the predetermined inclusion criteria and were analysed. The most recent conceptualisation of evidence-based management in the literature has served as a guideline to compare the review results and further scrutinise the differences and similarities (Barends et al., 2014; Barends and Rousseau, 2018; Rynes and Bartunek, 2017).
Findings
This has enabled us to elaborate a comprehensive conceptualisation. The articles were divided into two groups, one group (n = 31) has Rousseau et al. as a reference, the other (n = 19) did not, and used various definitions. Three themes were identified: evidence-based research methods (n = 30), specific skills (n = 36) necessary to apply an evidence-based strategy and a link with the academic-practice gap (n = 25).
Practical implications
Based on the results, we recommend adding two dimensions to strengthen the current conceptualisation: a first dimension referring to how evidence-based management can be established (i.e. which methods and skills are necessary) and a second dimension referring to the why of evidence-based management in an organisation (reducing the academic-practice gap).
Originality/value
This paper starts from a systematic review approach unlike previous research in the field to contribute to the further conceptualisation of EBHRM (Rynes and Bartunek, 2017).

Abstract
Purpose
The purpose of this paper is to offer insight into school leaders' and teachers' perspectives on leadership behaviour and its impact on their mutual relationships. Research papers that include perspectives from both school leaders and teachers are relatively scarce in the field of education. However, it is important to take account of both perspectives because if they align, school leaders can be expected to be more successful. Moreover, positive teacher perceptions about school leaders result in lower levels of teacher burnout and enhanced teacher collaboration.
Design/methodology/approach
The current study employed qualitative data drawn from 24 primary schools in Belgium. The data set was assembled from 24 interviews with school leaders and 22 focus groups with teachers. The research analyses the interviews and focus groups from an inductive approach in order to let theory emerge, to refine existing theories in the field of education and to get an in-depth understanding of agreements and disagreements in the perspectives of school leaders and teachers.
Findings
The results show that school leaders and teachers perceive school leadership principally as relation- and task-oriented. However, there are differences in the perceptions about the subcategories of relation-oriented behaviour between school leaders and teachers. School leaders refer to consulting with members when making decisions and providing feedback. On the other hand, teachers indicate the importance of support and encouragement and recognition. The perceptions of the relationships between school leaders and teachers seem to match, with both valuing trust, openness and contribution.
Originality/value
This study addresses the relative scarcity of research relating to school leaders’ and teachers’ perspectives regarding school leadership. The study clarifies concepts in order to facilitate further research on school leaders' effectiveness.

Abstract
In November 2002, with funding from the Institute of Museum and Library Services, the University of Nebraska‐Lincoln and the University of Virginia embarked on a project to create a unified finding aid to Walt Whitman manuscript collections held in many different institutions. By working collaboratively, the project team is developing a finding aid that is tailored to the needs of Whitman scholars while following a standard developed in the archival community, encoded archival description (EAD). XSLT stylesheets are used to harvest information from various repositories' finding aids and to create an integrated finding aid with links back to the original versions. Digital images of poetry manuscripts and descriptive information contribute to an ambitious thematic research collection. The authors describe the National Leadership Grant project, identify key technical issues being addressed, and discuss collaborative aspects of the project.

Abstract
Purpose
This study explores the determinants of police officer support for pre-arrest/booking deflection programs that divert people presenting with substance use and/or mental health disorder symptoms out of the criminal justice system and connect them to supportive services.
Design/methodology/approach
This study analyzes responses from 254 surveys fielded to police officers in Delaware. Questionnaires asked about views on leadership, approaches toward crime, training, occupational experience and officer’s personal characteristics. The study applies a new machine learning method called kernel-based regularized least squares (KRLS) for non-linearities and interactions among independent variables. Estimates from a KRLS model are compared with those from an ordinary least square regression (OLS) model.
Findings
Support for diversion is positively associated with leadership endorsing diversion and thinking of new ways to solve problems. Tough-on-crime attitudes diminish programmatic support. Tenure becomes less predictive of police attitudes in the KRLS model, suggesting interactions with other factors. The KRLS model explains a larger proportion of the variance in officer attitudes than the traditional OLS model.
Originality/value
The study demonstrates the usefulness of the KRLS method for practitioners and scholars seeking to illuminate patterns in police attitudes. It further underscores the importance of agency leadership in legitimizing deflection as a pathway to addressing behavioral health challenges in communities.

Abstract
The online search activities described here were conducted to provide environmental scientists with literature to use in their review of pesticide chemicals for regulatory decisions. The first criterion for this data gathering process was to have complete coverage to approach 100% recall of the papers published on the pesticide in question. As new databases were developed and current ones were updated, the number of searchable files multiplied. Running large profiles against each data‐base now resulted in, increased online costs, (connect‐time/print charges), greater overlap and duplication and, inundating the reviewer with thousands of citations. Thus it became apparent that the effectiveness of searching this multitude of applicable databases must be evaluated. Where is the overlap? Which data‐bases contain unique citations? How can the number of databases be decreased without minimizing the percentage of coverage?

Abstract
Purpose
This research examines how perceived supervisor political support (SPS) moderates the relationship between perceived supervisor narcissistic rage (SNR) and relevant employee work outcomes.
Design/methodology/approach
Across three studies (Study 1: 604 student-recruited working adults; Study 2: 156 practicing lawyers: Study 3: 161 municipality employees), employees provided ratings for SPS, SNR and ratings of their job satisfaction, organizational citizenship behavior (OCB), depressed work mood and work neglect.
Findings
Results supported the authors’ argument that SPS moderates the relationship between SNR and work outcomes. Specifically, SNR was associated with unfavorable outcomes only when SPS was low. When SPS was high, SNR had little effect on job satisfaction, OCBs, depressed mood and neglect.
Research limitations/implications
Results affirm that supervisor characteristics considered toxic do not always provoke adverse reactions when considering other leader features simultaneously.
Practical implications
Supervisors capable of offering political support can positively influence subordinate attitudes, behaviors and well-being even when other aspects of their personality potentially initiate antagonism.
Originality/value
This study is the first to examine SNR features and informal support activities concurrently.
