Abstract
Based on the successful hardware and software architecture of Care‐O‐bot™, a new generation of mobile robots has recently been designed at Fraunhofer Institute of Manufacturing Engineering and Automation (IPA). The robots have been created to communicate with and to entertain visitors in a museum. Their tasks include welcoming visitors, leading a guided tour through the museum or playing with a ball. In this article the hardware platform of the robots and their features such as navigation and communication skills, their safety concept and handling are outlined. Further, the underlying control software of the robots is described. Finally, the application of the robots at the Museum für Kommunikation in Berlin is presented. The robots have been running in this museum daily since 25 March 2000 without noteworthy problems.

Abstract
Assuming that organizations are open and have increasingly permeable boundaries, one risks overlooking the strategies employed by organizations to defend their own logics and routines, as illustrated by the example of the implementation of active labor market policies. It is often assumed that only open, networked organizations can fulfill the demand of offering individualized employment and social services to citizens. On the basis of an in-depth case study, we show how a jobcenter organization dealt with these challenges by developing its own decision-making criteria on a procedural, structural, and personal dimension. This implies not only cognitive openness but also operational closure and increased internal “requisite variety,” in the language of systems theory.

Abstract
Purpose
The purpose of this study is to examine the relationship between knowledge-hiding behaviors (evasive hiding, playing dumb and rationalized hiding) and employees’ silence (defensive silence, relational silence and ineffectual silence). Besides, this paper investigates the relation mediated by psychological contract breach.
Design/methodology/approach
The data were collected with three-time lags (40 days each) through a structured questionnaire from 389 employees of registered software houses in Pakistan. The structural equation modeling (partial least squares) approach is used for data analysis.
Findings
The findings of this study confirm that knowledge-hiding behaviors have a significant and positive relationship with employees’ silence, and psychological contract breach significantly mediates the relationship between knowledge-hiding behaviors and employees’ silence.
Practical implications
The implications of this study are very supportive to the knowledge-intensive organizations, i.e. software houses. The management should increase the knowledge sharing and trust culture among employees to discourage the knowledge-hiding behaviors among employees. Moreover, supervisors should develop trust among employees, motivate them to avoid knowledge hiding and encourage the employees to raise their voices against their problems in a formal way.
Originality/value
The present study highlights the impact of different dimensions of knowledge hiding on employees’ silence and the role of psychological contract breach as a mediator in this scenario.

Abstract
A “state-driven” approach suggests that colonists use census categories to rule. However, a “society-driven” approach suggests that this state-driven perspective confers too much power upon states. A third approach views census-taking and official categorization as a product of state–society interaction that depends upon: (a) the population's lay categories, (b) information intellectuals' ability to take up and transform these lay categories, and (c) the balance of power between social and state actors. We evaluate the above positions by analyzing official records, key texts, travelogues, and statistical memoirs from three key periods in India: Indus Valley civilization through classical Gupta rule (ca. 3300 BCE–700 CE), the “medieval” period (ca. 700–1700 CE), and East India Company (EIC) rule (1757–1857 CE), using historical narrative. We show that information gathering early in the first period was society driven; however, over time, a strong interactive pattern emerged. Scribes (information intellectuals) increased their social status and power (thus, shifting the balance of power) by drawing on caste categories (lay categories) and incorporating them into official information gathering. This intensification of interactive information gathering allowed the Mughals, the EIC, and finally British direct rule officials to collect large quantities of information. Our evidence thus suggests that the intensification of state–society interactions over time laid the groundwork for the success of the direct rule British censuses. It also suggests that any transformative effect of these censuses lay in this interactive pattern, not in the strength of the British colonial state.

Abstract
Purpose
Electric mobility as a service (eMaaS) is suggested as a possible solution to ease transportation and lessen environmental issues by providing a collaborative transport sharing infrastructure that is based on electric vehicles (EVs) such as electric cars, electric bicycles and so on. Accordingly, this study aims to propose a multi-tier architecture to support the collection, processing, analytics and usage of mobility data in providing eMaaS within smart cities. The architecture uses application programming interfaces to enable interoperability between different infrastructures required for eMaaS and allow multiple partners to exchange and share data for making decision regarding electric mobility services.
Design/methodology/approach
Design science methodology based on a case study by interview was used to collect data from an infrastructure company in Norway to verify the applicability of the proposed multi-tier architecture.
Findings
Findings suggest that the architecture offers an approach for collecting, aggregating, processing and provisioning of data originating from sources to improve electric mobility in smart cities. More importantly, findings from this study provide guidance for municipalities and policymakers in improving electric mobility services. Moreover, the author’s findings provide a practical data-driven mobility use case that can be used by transport companies in deploying eMaaS in smart cities.
Research limitations/implications
Data was collected from a single company in Norway, hence, it is required to further verify the architecture with data collected from other companies.
Practical implications
eMaaS operates on heterogeneous data, which are generated from EVs and used by citizens and stakeholders such as city administration, municipality transport providers, charging station providers and so on. Therefore, the proposed architecture enables the sharing and usage of generated data as openly available data to be used in creating value-added services to improve citizen’s quality of life and viability of businesses.
Social implications
This study proposes the deployment of electric mobility to address increased usage of vehicles, which contributes to pollution of the environment that has a serious effect on citizen’s quality of life.
Originality/value
This study proposes a multi-tier architecture that stores, processes, analyze and provides data and related services to improve electric mobility within smart cities. The multi-tier architecture aims to support and increase eMaaS operation of EVs toward improving transportation services for city transport operators and citizens for sustainable transport and mobility system.

Abstract
Purpose
The purpose of this paper is to explore the interaction between multinational enterprises (MNEs) and public governance institutions in regions of limited statehood by focusing on three areas of inquiry: first, the impact of MNEs in these environments; second, the mechanisms and levels through which MNEs engage with external governance processes; and finally, the strategic motivation for the mode and level of engagement.
Design/methodology/approach
The authors follow an applied qualitative research approach, drawing on the principles of case study design, through interviews with executives that were involved in setting up four MNEs in Afghanistan.
Findings
The results reveal a relationship between the depth of country embeddedness and the level of engagement of MNEs with public institutions and this is related to issues around risk mitigation and time horizons. Deeper embeddedness in the local markets brings greater exposure to risk leading to more and wider engagement in governance processes and cross-sector partnerships in order to influence these concerns.
Research limitations/implications
The research contributes to institutional theory and demonstrates the interplay between organizations and the institutional surroundings. MNEs in Afghanistan are deeply affected by institutional weakness which contribute toward greater uncertainty and impact their behavior, but MNEs also have a direct bearing on institutions.
Practical implications
In fragile and conflict-affected states, MNEs can contribute toward peace and institution building and reinforce cycles of positive development, or they can further pathological behavior and contribute to conflict.
Social implications
MNEs are increasingly going to be expected to step into the gaps associated with institutional voids and this will require a different approach to doing business and their choice of approach will have a direct bearing on social outcomes in host countries.
Originality/value
The authors reveal two models of MNE engagement in these areas of limited statehood, namely an embedded vs autonomous model and examine their implications.
