Abstract
Purpose
The purpose of this paper is to empirically investigate the effects of a major disaster on the management of human resources in the construction sector. It sets out to identify the construction skills challenges and the factors that affected skills availability following the 2010/2011 earthquakes in Christchurch. It is hoped that this study will provide insights for on-going reconstruction and future disaster response with respect to the problem of skills shortages.
Design/methodology/approach
A triangulation method was adopted. The quantitative method, namely, a questionnaire survey, was employed to provide a baseline description. Field observations and interviews were used as a follow-up to ascertain issues and potential shortages over time. Three focus groups in the form of research workshops were convened to gain further insight into the feedback and to investigate the validity and applicability of the research findings.
Findings
The earthquakes in Christchurch had compounded the pre-existing skills shortages in the country due to heightened demand from reconstruction. Skills shortages primarily existed in seismic assessment and design for land and structures, certain trades, project management and site supervision. The limited technical capability available nationally, shortage of temporary accommodation to house additional workers, time needed for trainees to become skilled workers, lack of information about reconstruction workloads and lack of operational capacity within construction organisations, were critical constraints to the resourcing of disaster recovery projects.
Research limitations/implications
The research findings contribute to the debate on skills issues in construction. The study provides evidence that contributes to an improved understanding of the industry’s skills vulnerability and emerging issues that would likely exist after a major disaster in a resource-limited country such as New Zealand.
Practical implications
From this research, decision makers and construction organisations can gain a clear direction for improving the construction capacity and capability for on-going reconstruction. Factors that affected the post-earthquake skills availability can be considered by decision makers and construction organisations in their workforce planning for future disaster events. The recommendations will assist them in addressing skills shortages for on-going reconstruction.
Originality/value
Although the study is country-specific, the findings show the nature and scale of skills challenges the construction industry is likely to face following a major disaster, and the potential issues that may compound skills shortages. It provides lessons for other disaster-prone countries where the resource pool is small and a large number of additional workers are needed to undertake reconstruction.

In recent decades, it is possible to point to a new and evolving debate among analysts of sexuality, political economy, and culture, focused on the implications of feminism’s changing relations to institutions of state power and law in the United States. According to these analysts, to whom we refer as the critics of feminism in power, the alliances formed between some feminists and neoliberal and conservative elites, coupled with the installation of feminist ideas in law and state institutions problematize the once commonly held assumption, shared by second-wave feminists, that all women, regardless of differences in social location, face certain kinds of exclusions. With women entering formal positions of power from states to NGOs to corporations, this assumption cannot stand. Critical analysts of feminists in power insist that we consider the implications of advancing a feminist politics not from the margins of society but from within the precincts of power. They shine a light on a change in feminism’s relation to institutions of state power and law as reflected in new political alliances forming between feminists and neoliberal and conservative elites, and the political and discursive uses to which feminist ideas and ideals have been put. Building on work on inequalities and hierarchies among women, these critics take up specifically political questions concerning the kind of feminist politics to be promoted in today’s changed gendered landscape. Perhaps most notably, they make explicit a concern shared by radical political movements more generally: what does it mean when the ideas of those who were once considered political outsiders become institutionalized within core sites of state power and law? At the same time, the very broad-brush narratives concerning the cooptation of feminism by neoliberalism put forth by some of these analysts could be complemented with historical and empirical research on specific instances of feminism’s reciprocal, though still unequal, relationship with neoliberalism and state power.

Privatization continues to receive serious consideration at the federal, state, and local government levels. The most frequent reason cited for privatizing services is to reduce the size and cost of government. While many government entities have privatized services, it is often up to academic researchers to determine if the goals of privatization have been realized and to shed light on the organizational and service characteristics that make it more likely that the results of privatizing a particular service will be positive. This paper seeks to provide a background to those researchers interested in examining the privatization of government services. The paper reviews and synthesizes prior privatization research and discusses future research directions.

Abstract
This chapter examines the key issues around organisational resilience – what it means for organisations, and the key elements they need to consider if they are looking to increase the ability of their operations to withstand challenges in their environment. Organisations have always had to adapt to changes in their environment, whether as a result of market-based, political, regulatory or technological developments. However, the pace of change and the number and frequency of external shocks, such as the global financial crisis, the COVID-19 epidemic, war and increasing nationalism, inflation, labour shortages, cyber-security threats and environmental crises have increased over recent years. Whilst some of these events could have been foreseen, in that they emerge relatively slowly, such as increasing nationalism, other crises, such as the COVID-19 pandemic could not have been readily anticipated, both for the speed at which it occurred, but the significant impact it had on people and organisations. Clearly, many of these events can have severe consequences not only for society but also for organisations, potentially threatening their survival. Hence organisations are increasingly recognising the need to be both more aware of potential threats or even opportunities by constantly monitoring their environment, but also creating contingency or mitigation plans to become more resilient to such change and shocks. By becoming more aware of changes in their environment and incorporating risk evaluations and mitigation plans into strategy and regular business planning cycles, organisations can become more adaptive and agile to respond more quickly and robustly to such events. Whilst it is not possible to fully mitigate all risks to the organisation, increased resilience can reduce the severity or longevity of negative impacts or support the organisation to seek opportunities from change.
This chapter introduces the concept of overall organisational resilience, and then discusses some more functional areas of resilience: operational, financial, technological, reputational and institutional. The chapter concludes with a consideration of the effects of building greater organisational resilience and what organisations should consider when evaluating where to start on such a journey.

Purpose
The purpose of this paper is to present a strategic management framework for a successful digital transformation (DT) roll-out aimed at enabling organisational resilience. The study aims to identify the critical areas of consideration for management to strategically approach DT in order to build resilience.
Design/methodology/approach
The research study is based on the 3Ps framework: (1) people (culture, capabilities, engagement and well-being), (2) processes (systems) and (3) plant (technological infrastructure and tools). The research methodology is a qualitative study comprising semi-structured in-depth interviews, conducted with industry experts in different sectors undergoing major digital disruptions such as financial services, mining, oil and gas, energy and retail.
Findings
The research findings show that the successful roll-out of an organisation’s DT is largely driven by the people elements incorporating organisational culture, workforce skills and training and employee well-being. It also highlights that it is critical for organisations to invest in technological infrastructure, once the people elements have been addressed, as they are the drivers of technology implementation.
Research limitations/implications
A bigger and broader sample size can validate the elements and structure of the DT framework in South Africa.
Practical implications
The study’s discussion unlocks understanding about: (1) what are the key enablers for successful DT; (2) what hinders organisations from realising the value of digital investments and (3) a strategic framework for the digital roll-out.
Social implications
Technology is impacting employees at both a personal and professional levels. Ensuring that DT rollouts are strategical implemented lowers the impact on technostress and strengthens resilience.
Originality/value
The value and practical implication of this study is that the developed strategic framework can be used by managements to enable the smooth adoption of DT toward building organisational resilience in developing countries such as South Africa with low digital maturity.

Purpose
Businesses are always seeking resilient strategies so they can weather unpredictable competitive environments. One source of unpredictability is the unsustainability of commerce's environmental, economic or social impacts and the limitations this places on businesses. Another is poor resilience causing erroneous and unexpected outputs. Companies prospering long-term must have both resilience and sustainability, existing in a symbiotic state. The purpose of this paper is to explore the two concepts and their relationship, their combined benefits and propose an approach for supporting decision makers to proactively build both characteristics.
Design/methodology/approach
The paper looks at businesses as complex adaptive systems, how their resilience and sustainability can be defined and how these might be exhibited. It then explores how they can be combined in practice.
Findings
The two qualities are related but have different purposes, moreover resilience has two major forms related to timescales. Both kinds of resilience are identified as key for delivering sustainability, yet the reverse is also found to be true. Both are needed to deliver either and to let businesses flourish.
Practical implications
Although the ideal state of resilient sustainability is difficult to define or achieve, pragmatic ways exist to deliver the right direction of change in organisational decisions. A novel approach to this is explored based on transition engineering and robustness engineering.
Originality/value
This paper links resilience and sustainability explicitly and develops a holistic pragmatic approach for working through their implications in strategic decision making.

Purpose
The purpose of this paper is to contribute to understandings of how documents are experienced by looking to work in reception studies for methodological examples. Based on a review of research from literary studies, communication studies and museum studies, it identifies existing approaches and challenges. Specifically, it draws attention to problems cited in relation to small-scale user studies and suggests an alternative approach that focusses on how infrastructures influence experience.
Design/methodology/approach
This paper presents data collected from over a year of ethnographic work at a cultural archive and exhibition space and analyses the implications of infrastructural features such as institutional organization, database structures and the organization of physical space for making available certain modes of reception.
Findings
This research suggests that infrastructure provides a useful perspective on how experiences of documents are influenced by larger systems.
Research limitations/implications
This research was conducted to explore the implications of an alternative research methodology. Based on the ethnographic study presented, it suggests that this approach produces results that warrant further work. However, as it is intended only to be a test case, its scope is limited, and future research following the approach discussed here should more fully engage with specific findings in relation to the experience of documents.
Originality/value
This paper presents an alternative approach to studying the experience of documents that responds to limitations in previous work. The research presented suggests that infrastructures can reveal ways that the experience is shared across contexts, shifting discussions from individuals and objects to technical systems, institutions and social structures.
