Professor Anita Hill's testimony in October of 1991 at the Senate confirmation hearings for then Supreme Court nominee Clarence Thomas brought more attention to the issue of sexual harassment than in any other year since the Equal Employment Opportunity Commission (EEOC) published its definitional guidelines in 1980. Recent events such as the Navy's Tailhook incident and current sexual harassment claims filed against several U.S. Congressmen have heightened awareness of the magnitude of the sexual harassment problem.

Abstract
This chapter presents an institutional analysis of two organizations established by union members to give labor a voice in regional economic development in western New York (WNY), one that emerged in the 1970s another created in the 1990s. Employing the institutionalist comparative case method, the analysis highlights the organizations' similarities and differences. Then, drawing attention to key “limiting” factors, a theory is outlined, offering three scenarios for future labor involvement in WNY economic development. Central to those scenarios is the finding that labor needs not only a voice but also a suitable message.

Abstract
The purpose of this conceptual chapter is to analyze the current state of the astructural bias in symbolic interactionism as it relates to three inter-related processes over time: (1) the formalization of critiques of symbolic interactionism as ahistorical, astructural, and acritical perspectives; (2) an ahistorical understanding of early expressions of the disjuncture between symbolic interactionism and more widely accepted forms of sociological theorizing; and (3) persistent and widespread inattentiveness to past and present evidence-based arguments that address the argument regarding symbolic interactionism as an astructural, ahistorical, and acritical sociological perspective. The argument frames the historical development of the astructural bias concept in an historically and socially conditioned way, from its emergence through its rejection and ultimately including conclusions about contemporary state of the astructural bias as evidenced in the symbolic interactionist literatures of the last couple of decades. The analysis and argument concludes that the contemporary result of these intertwined historical and social conditioning processes is that the astructural bias myth has been made real in practice, and that the reification of the myth of an astructural bias has had the ruinous effect of virtually eradicating a vital tradition in the interactionist perspective which extends back to the earliest formulations of the perspective. As a result, a handful of suggestions that serve to aid in reclaiming the unorthodox structuralism of symbolic interactionism and the related interactionist study of social organization are provided in the conclusion.

Abstract
Purpose
The purpose of this paper is to numerically simulate the nanofluid boiling inside a tube in turbulent flow regime and to investigate the effect of adding volume faction of CuO nanoparticles on the boiling process.
Design/methodology/approach
To make sure the accuracy of the obtained numerical results, the results of this paper have been compared with the experimental results and an acceptable coincidence has been achieved. In the current paper, by Euler–Euler method, the phase change of boiling phenomenon has been modeled. The presented results are the local Nusselt number distribution, temperature distribution of wall, the distribution of volume fraction of vapor phase and fluid temperature at the center of the tube.
Findings
The obtained results indicate that using nanofluid is very effective in the postponement of the boiling process. Hence, by change the amount of volume fraction of nanoparticles in base fluid, the location of phase change and bubble creation are changed. Also, at the Reynolds numbers of 50,000, 100,000 and 150,000 with the volume fraction of 2 per cent, the beginning locations of phase change process are, respectively, 2D, 10D and 13D, and for the volume fraction of 4 per cent, the beginning locations of phase change are 4D, 18D and 19D, respectively. These results indicate that, as the volume fraction of nanoparticles increases, the location of the start of the phase change process is postponed that this issue causes the increment of heat transfer from wall to fluid and the reduction of wall temperature. In general, it can be stated that, in boiling flows, using nanofluid because of the delay in boiling phenomenon has a good effect on heat transfer enhancement of heated walls. Also, the obtained results show that, by increasing Reynolds number, the created vapor phase reduces that leads to increase of the Nusselt number.
Originality/value
The paper investigates the effect of using nanofluid in phase change process of cooling fluid.

Abstract
Purpose
Reynolds number in small-size low-pressure turbines (LPT) can drop below 2.5 · 104 at high altitude cruise, which in turn can lead to laminar boundary layer separation on the suction surface of the blades. The purpose of this paper is to investigate the potential of an alternate current (AC)-driven Single Dielectric Barrier Discharge Plasma Actuator (AC-SDBDPA) for boundary layer control on the suction side of a LPT blade, operating at a Reynolds number of 2 · 104.
Design/methodology/approach
Experimental and numerical analyses were conducted. The experimental approach comprised the actuator testing over a curved plate with a shape designed to reproduce the suction surface of a LPT blade. A closed loop wind tunnel was employed. Sinusoidal voltage excitation was tested. Planar velocity measurements were performed by laser Doppler velocimetry (LDV) and particle image velocimetry (PIV). The device electrical power dissipation was also calculated. Computational fluid dynamics (CFD) simulations using OpenFOAM© were conducted, modelling the actuator effect as a body force calculated by the dual potential algebraic model. Unsteady RANS (Reynolds Averaged Navier-Stokes equations), also known as URANS approach, with the k-ε Lam-Bremhorst Low-Reynolds turbulence model was used.
Findings
The AC-SDBDPA operation brought to a reduction of the separation region; in particular, the boundary layer thickness and the negative velocity values decreased substantially. Moreover, the flow angle in both the main flow and in the boundary layer was reduced by the plasma control effect. The actuation brought to a reduction of the 17 per cent in the total pressure loss coefficient. The pressure coefficient and skin friction coefficient distributions indicated that under actuation the reattacnment point was displaced upstream, meaning that the flow separation was effectively controlled by the plasma actuation. Adopting slightly higher actuation parameters could bring to a full reattachment of the flow.
Practical implications
The work underlines the potentialities of an AC-SDBDPA to control separation in LPTs of aeroengines.
Originality/value
The present work sets a methodological framework, in which the validated procedure to obtain the body force model combined with CFD simulations can be used to study a configuration with multiple actuators allocated in array without requiring further experiments.

Investigates the differences in protocols between arbitral tribunals and courts, with particular emphasis on US, Greek and English law. Gives examples of each country and its way of using the law in specific circumstances, and shows the variations therein. Sums up that arbitration is much the better way to gok as it avoids delays and expenses, plus the vexation/frustration of normal litigation. Concludes that the US and Greek constitutions and common law tradition in England appear to allow involved parties to choose their own judge, who can thus be an arbitrator. Abstract
The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Purpose
The purpose of the paper is to help leaders gain awareness of areas that can lead to problems in ethical decision making. Instead of simple “black and white” decisions, leaders face a myriad “grey” situations that cannot be addressed via blind application of company policy. The areas of focus are time, proximity, competitiveness, and personality.
Design/methodology/approach
The reader will learn about the “Urgency&Proximity Model” (U&PM); which describes how the urgency of an ethical decision and the proximity between the moral agent and the people involved in the situation impact the moral agent's decision‐making process. The authors incorporate the “Five Factor Model” of personality into the U&PM, raising possible connections between personality and moral reasoning.
Findings
The findings indicate that company policies lend themselves only to the simplest decisions, not ethical dilemmas. Thus keeping in mind the U&PM model, organizational competition, and one's own personality (from the WorkPlace Big Five Profile™) can form an ethical basis for moral decisions.
Research limitations/implications
Additional research is needed to connect the aspects of personality to the U&PM.
Practical implications
Leaders are advised to increase self‐awareness, consider their personality traits, and position the moral dilemma being addressed in the U&PM.
Originality/value
This paper is only an introductory examination of ethical decision making based on urgency, proximity, competition, and personality. The concept should be further investigated because of the impact these factors can have on leadership decision making.

Abstract
Purpose
The purpose of this paper is to investigate the effect of surface protrusions on the flow unsteadiness of NACA 0012 at a Reynolds number of 100,000.
Design/methodology/approach
Effect of protrusions is investigated through numerical simulation of two-dimensional Navier–Stokes equations using a finite volume solver. Turbulent stresses are resolved through the transition Shear stress transport (four-equation) turbulence model.
Findings
The small protrusion located at 0.05c and 0.1c significantly improve the lift coefficient by up to 36% in the post-stall regime. It also alleviates the leading edge stall. The larger protrusions increase the drag significantly along with significant degradation of lift characteristics in the pre-stall regime as well. The smaller protrusions also increase the frequency of the vortex shedding.
Originality/value
The effect of macroscopic protrusions or deposits in rarely investigated. The delay in stall shown by smaller protrusions can be beneficial to micro aerial vehicles. The smaller protrusions increase the frequency of the vortex shedding, and hence, can be used as a tool to enhance energy production for energy harvesters based on vortex-induced vibrations and oscillating wing philosophy.
