Abstract
The American agricultural economist Marion Clawson advised the Israeli government during 1953–1955. Clawson, a protégé of John D. Black and Mordecai Ezekiel, criticized the government for ignoring economic considerations, and stated that Israel’s national goals – defense, Negev Desert irrigation, immigrant absorption via new agricultural settlements, and economic independence – were mutually contradictory. His major recommendations were to improve the realism of Israel’s agricultural plan; end expensive Negev irrigation; enlarge irrigated farms eightfold; freeze new settlements until the number of semi-developed settlements falls from 300 to 100; and limit new Negev settlements to 10 over 5–7 years. Thus, Clawson ignored political feasibility and made value judgments. Minister of Finance Levi Eshkol and Minister of Agriculture Peretz Naphtali rejected Clawson’s recommendations because they ignored Israel’s national goals. By September 1954, Clawson shifted towards greater pragmatism: He acknowledged that foreign advisors should not question the national goals or make value judgments, and sought common ground with the Ministry of Agriculture. At his initiative, he wrote Israel Agriculture 1953/54 in collaboration with the Ministry of Agriculture. Israel Agriculture was a consensus document: Clawson eschewed recommendations and accepted that the government might prioritize non-economic goals. In proposing Israel Agriculture, Clawson made a pragmatic decision to relinquish some independence for (potentially) greater influence. Ultimately, Clawson was largely unsuccessful as an advisor. Clawson’s failure was part of a general pattern: Over 1950–1985, the Israeli government always rejected foreign advisors’ recommendations unless it was facing a severe crisis.

Abstract
Purpose
This paper aims to propose to politicize partner choice as a discourse that rationalizes, legitimizes and justifies the choice of partners by underlining economic, cultural and institutional differences to (re)create power relations. By reconceptualizing partner choice as a discourse, the paper challenges the established view of partner choice according to international business and management studies as a rational and strategic behavior based on resource complementarity, best practices and win–win situations.
Design/methodology/approach
Based on the longitudinal study of Israeli–Korean business collaboration, which includes in-depth interviews, observations and media texts, this paper uses critical discourse analysis (CDA) to demystify partner choice as neither a neutral nor an objective behavior to unveil its discursive construction and embeddedness in power relations.
Findings
The actors on both sides of the Israeli–Korean business collaboration evoke resource complementary discourse between “Israeli innovation” and “Korean productivity” to rationalize their partner choice as a win–win situation. CDA demonstrates how both sides are engaged in a “borrowing” process from east-to-west and head-to-hands postcolonial images to (re)produce hierarchy between the parties. While east–west mapping remained almost unchallengeable, the reversal, crossing and blurring of the Israel-to-Korea knowledge transfer direction provides a counter-narrative to resource complementarity discourse.
Originality/value
The resource complementarity discourse supported by east–west mapping and “head–hands” justifications for partner choice reveals the lingering presence of postcolonial images, imagery and imagination. By taking two nations without substantial troubled memories, histories and relations, the paper broadens the picture beyond national contexts, emphasizing the importance of borrowing and translation from postcolonial vocabulary to non-colonial situations.

Abstract
Purpose
This study examines individual ambiguity attitudes alone and in groups by leveraging the descriptive model of anchoring and adjustment on decision-making under ambiguity. The study extends Ellsberg's probability ambiguity to outcome ambiguity and examines decisions made under both ambiguities, at different likelihood levels and under the domain of gains and losses.
Design/methodology/approach
The methodology selected for this study is a two-stage within-subject lab experiment, with participants from different Indian universities. Each participant made 12 lottery decisions at the individual level and at individuals in the group level.
Findings
The results show that ambiguity attitudes are not universal in nature. Ambiguity seeking as a dominant choice was observed at both the individual level and at individual in the group level. However, the magnitude of ambiguity seeking or ambiguity aversion contingent upon the domain of gains and losses differed widely across the individual level and at individuals in the group level.
Research limitations/implications
The study enables to contribute toward giving a robust descriptive explanation for individual behavior in real-world applications of finance. It aims to provide direction for theoretical normative models to accommodate heterogeneity of ambiguity attitudes.
Originality/value
The study is novel as it examines a two-dimensional approach by representing ambiguity in probability and in outcomes. It also analyzes whether decisions under ambiguity vary when individuals make decisions alone and when they make it in groups.

Abstract
Purpose
The purpose of this paper is to study the impact of materialism on credit card (CC) use and impulsive buying (IB) and compulsive buying (CB) behaviour. Furthermore, it assesses whether CC use and IB behaviour mediate the relationship between materialism and CB behaviour.
Design/methodology/approach
Data were collected from adult consumers with CCs via an online survey. For model assessment, a two-step approach was followed. First, a measurement model was created and tested using maximum likelihood estimation and validity of the study constructs was assessed. This was followed by structural equation modelling to test the hypotheses.
Findings
Materialism influences CC use and increases the propensity for IB (IB), which then precipitates CB habits. Reduction in CC use can decrease both IB and CB. Out of the six hypotheses assessed, only the one linking CC use to CB was not supported, requiring further investigation. Mediation relationships were identified, where CC use and IB act as mediators between materialism and CB.
Research limitations/implications
The paper captured responses from adult consumers of India. Hence, the findings may not be generalised across geographies and age groups. The study contributes to the debate on the impulsive–CB paradigm by showing that impulsive and CB are not distinct constructs. In fact, the former could lead to the latter.
Practical implications
CC use in itself need not necessarily lead to CB. The only way CC could cause CB is through IB. Hence, firms must promote responsible buying habits, as there has been an increase in IB, which, if not controlled, could lead to debt trap resulting from CB. The findings of this paper will help both retailers and CC institutions to better understand the spending pattern of consumers. Those will also help the policymakers to chalk out ways to the curb indiscriminate issuance of CCs without educating users.
Originality/value
The findings confirm that IB and CB exist on two ends of a continuum, and not as two distinct theoretical constructs. IB acts as a mediator between CC use and CB as well as between materialism and CB.

Purpose
Based on an Israeli innovation incubators program, aims to describe a procedure to define relevant categories in order to reduce the complexity of representing the population of projects supported by an innovation program in a meaningful way.
Design/methodology/approach
Provides a concise description of the Israeli innovation incubators program and presents the characteristics of the data available. Introduces the analysis methodology and describes in detail its application to the specific data set and the classification scheme that it induces. Discusses the information that can be obtained based on this classification, and outlines some policy implications. Concludes with remarks regarding possible applications and extensions of the methodology.
Findings
Finds that the classification induced by the iterative category exclusion (ICE) procedure can serve as the basis for more sophisticated analysis using statistical tools such as regression analysis. Once the relevant categorization is obtained, it becomes easier to collect meaningful data about incubator performance for analysis at various levels of aggregation. The ICE procedure has the advantage that it does not give a priori preference to any category or to any relationship between categories, and does not require a priori identification of the categories that are to be kept and those that are to be deleted. Further, it does not need to classify categories under headings such as “scientific and technological” on the one side, and “sector applications” on the other. Both are seen as equal from the beginning to the end and thus avoid any bias in the process. The subjectivity inherent in the selection process is reduced, perhaps even eliminated. The same values provided the basis for the identification and quantification of overlap and proximities between the final categories, throwing some light on their mutual dependencies and interactions and leading to a level of representation from which strategic assessment and thinking can start.
Originality/value
The core principle of ICE is to eliminate categories that do not convey sufficient information to justify the additional complexity. This principle is universal and can be applied to a wide variety of situations that suffer from too much data and not enough information.

Purpose
The purpose of this paper is to narrow the research gap by examining the relationship between new ecological paradigm (NEP), consideration of future consequences (CFC), the intention to buy and the intention to pay a premium in the context of electric car (EC) purchase in India.
Design/methodology/approach
This study used a structured questionnaire to measure the variables of the research. The study successfully obtained useable data from a sample of 491 consumers residing in India. The analysis of the variables and their relationships was done using structural equation modelling using SMARTPLS4 software.
Findings
The relationship between the values of NEP and CFC was observed in the context of electric cars that has a significant impact on the intention to buy and pay a premium. It also highlights the role of CFC future and CFC immediate on the intention to buy and between NEP and the intention to pay a premium.
Research limitations/implications
The study only covers electric cars, and therefore further testing of these relationships is required in the context of other forms of environmentally friendly transportation. The results are generalizable across the potential consumers of EC but are even more pertinent to higher-income millennial consumers.
Practical implications
Potential buyers of electric cars, having a positive orientation towards the environment and also consideration for future consequence, were observed to have a stronger intention to buy EC. The study finds a way in increasing the intention to buy an EC by catalyzing environmental concern of consumers through CFC future.
Originality/value
This is the first study that has examined the NEP-CFC relationship, and provides evidence that the intention to buy an electric car is not only NEP (environmental concern)-dependent but also considers CFC's future orientation. This study adds the CFC aspect as another important variable regarding the purchase of EC, and proves that environmental concern is not the only moderating factor to buy an EC.

Abstract
Purpose
In view of the substantial gaps between desirable and actual competencies of project practitioners, there is a genuine and continual need to improve approaches towards project management education. The purpose of this paper is to empirically examine whether previous work experience of students pursuing a master’s programme in project management plays a role in their understanding and learning from the programme.
Design/methodology/approach
Survey data were collected from 282 respondents, who included working project professionals along with first-year (junior) and second-year (senior) students of a two-year postgraduate programme in project management. Considering the responses of working project professionals as the benchmark, the paper employs exploratory factor analysis and multiple comparisons to examine differences in the perceived importance given to factor groupings of critical success factors (CSFs) of construction projects by different respondent groups.
Findings
Results of the study suggest that irrespective of students’ seniority in the postgraduate programme, responses of students with previous project work experience more closely match the responses of project professionals, in contrast to students without such experience. The results indicate that students’ previous project work experience does play a role in their understanding and learning. In addition, the paper also identifies four factor groupings of CSFs and, diverging from past studies, conceptualises “alignment” as a new factor grouping.
Practical implications
Findings support the view that adequate previous work experience may be included as an essential qualifying requirement for pursuing higher education in project management.
Originality/value
To the best of the authors’ knowledge, this is one of the first empirical studies that investigate the requirement of students’ previous work experience and reveals its significance in higher project management education.
