Abstract

Purpose

This paper seeks to describe the exploration of human resource issues in one large‐scale program of innovation in healthcare. It is informed by established theories of management in the workplace and a multi‐level model of diffusion of innovations.

Design/methodology/approach

A realist approach was used based on interviews, ethnographic observation and documentary analysis.

Findings

Five main approaches (“theories of change”) were adopted to develop and support the workforce: recruiting staff with skills in service transformation; redesigning roles and creating new roles; enhancing workforce planning; linking staff development to service needs; creating opportunities for shared learning and knowledge exchange. Each had differing levels of success.

Practical implications

The paper includes HR implications for the modernisation of a complex service organisation.

Originality/value

This is the first time a realist evaluation of a complex health modernisation initiative has been undertaken.

Abstract

Critical thinking is a challenging term to describe but considered necessary for academic achievement, success in the global job market, and essential in developing a life-long learner (Dwyer, Hogan, & Stewart, 2012). Many definitions exist, but some of the components include the ability to analyse, reflect, judge, and strategise in a systematic way, to be able to solve problems (Dwyer et al., 2012). Some of the definitions, taxonomies, models, and theories of critical thinking have been built by Western culture, and the United States contributes information towards this Western approach (Nicholas & Raider-Roth, 2016; Wang, 2017). These definitions, taxonomies, models, and theories make a significant contribution to the pedagogical approaches to the teaching of critical thinking in the United States. This chapter details the structures that support the definitions of critical thinking and the history of the connections between critical thinking and classroom instruction in the United States.

Critical thinking is a necessary construct for twenty-first century learning and discussed in scholarly professional literature and popular media (Dwyer, 2017). The term is a part of the twenty-first century four Cs of learning: collaboration, communication, creativity, and critical thinking (Cunningham, 2018). The teaching of critical thinking can be challenging, and this chapter presents an overview of some helpful pedagogical approaches, including project-based learning, project-based design, e-learning, and active learning and descriptions of instructional pedagogy including the general, infusion, immersion, and mixed approaches (Abrami et al., 2008; Dwyer, 2017; Ennis, 1989; Marin & Halpern, 2011; Willingham, 2008). Quality assurance is an essential component in ensuring pedagogical approaches to critical thinking are effective. The contribution of core standards in the teaching of critical thinking in the United States will be discussed.

Abstract

Purpose

The purpose of this paper is to propose a conceptual model of engagement, appropriated from social media marketing, as a sense-making framework to understand engagement as a measurable process through the development of engagement profiles. To explore its potential application to education the paper follows previous work with Personalised Learning strategies to place emphasis on the promotion of the learner voice – their ability to influence decisions affecting them and their community.

Design/methodology/approach

This paper will position engagement as a sociocultural process and adopt an Activity Theory based methodology demonstrated through a desk analysis of VLE data from a further education college.

Findings

The analysis suggests that the approach can yield insights that may be elusive in traditional measures reinforcing the overall conceptual proposal for a multi-method approach to profiling learner engagement.

Research limitations/implications

The paper has focused on presentation and exploration of the conceptual approach, which has limited the scope to broaden the discussion of the desk analysis and wider findings that this approach reveals.

Practical implications

It is intended that the approach offers a generalizable model that can be adopted by institutions planning to measure engagement or develop learner activity profiles. Several areas of immediate potential are identified throughout the paper.

Originality/value

This paper contributes a multi-method approach to engagement as argued for in recent engagement literature. This should offer institutions a way to realise value from emerging ideas within related domains of Learning Design and Learning Analytics.

Abstract

The New Year will see Britain a member of the largest multi‐national free trade area in the world and there must be few who see it as anything less than the beginning of a new era, in trade, its trends, customs and usages and especially in the field of labour, relations, mobility, practices. Much can be foreseen but to some extent it is all very unpredictable. Optimists see it as a vast market of 250 millions, with a lot of money in their pockets, waiting for British exports; others, not quite so sure, fear the movement of trade may well be in reverse and if the increasing number of great articulated motor trucks, heavily laden with food and other goods, now spilling from the Channel ports into the roads of Kent are an indication, the last could well be true. They come from faraway places, not all in the European Economic Community; from Yugoslavia and Budapest, cities of the Rhineland, from Amsterdam, Stuttgart, Mulhouse and Milano. Kent has had its invasions before, with the Legions of Claudius and in 1940 when the battle roared through the Kentish skies. Hitherto quiet villagers are now in revolt against the pre‐juggernaut invasion; they, too, fear more will come with the enlarged EEC, thundering through their one‐street communities.

Abstract

Purpose

The purpose of this research is to review literature about the performance assessment (PA) in urban fire departments (FDs) to gain state-of-the-art of the fire departments' performance assessment (FDPA) and identify its most applied methods and indicators.

Design/methodology/approach

A five-stage structured literature review (SLR) is conducted to review the FDPA-related studies; then, the statistical analysis is applied to reveal more information from the extracted data and design a general framework for FDPA.

Findings

The systematic literature review resulted in 336 independent variables for FDPA and finding the data envelopment analysis (DEA) as the most applied FDPA method among the mathematical and statistical models in the reviewed papers. By using analysis outcomes, a general conceptual framework for FDPA is proposed.

Research limitations/implications

The reviewed studies were limited to assessments at the strategic level and urban fire protection services.

Practical implications

The results of this research can support fire protection service managers, decision-makers, PA researchers and academicians to have a better understanding of FDPA and state-of-the-art in this field.

Originality/value

A considerable number of studies have been done about the FDPA to provide methods to improve the efficiency and effectiveness of FDs. Although there are reviews about PA in fire service areas, to the best of our knowledge, no study has been done about FDPA.
