Agreement with Napoleon's suggestion that Britain was a nation of shopkeepers has not, in itself, brought about an increased consciousness in our educational system that a knowledge of the process of wealth‐creation is a pre‐requisite for the young school‐leaver. In recent years, however, it has at last become respectable to be associated with vocational education. Statements by the Department of Education & Science, the activities of the Manpower Services Commission, and curriculum innovations such as TVEI and CPVE have highlighted the potential of vocational vehicles in the work of secondary schools in particular. Tragically many curriculum changes have come about as a result of the plague of unemployment which has beset the nation; and educational thinkers and developers have been forced into a corner, there to ponder on the activities of either the young unemployed or the potentially unemployed. The appearance of the Yellow Book on Education which formed the basis of the Prime Minister's speech at Ruskin College in October 1976 has revitalised the debate on the nature of the Secondary School curriculum. If the resulting dialogue between the various elements within the educational system is controlled and sensible, then much of value for our children might result. If, however, the outcome is a polarisation of ideas at the two ends of the theoretical spectrum between common core and free development in the curriculum, then the children in our schools will yet again become pawns in the educational chess game. Abstract
The relationship between education and training and the currently popular theme of “enterprise culture” is explored. The expression “enterprise culture”, is at present ill‐defined, if defined at all. The confusions surrounding this expression relate in turn to the failure to make proper distinctions between entrepreneurship, enterprise and small business. These terms are defined in this context, as well as “intrapreneur”. Entrepreneurs are defined in terms of a set of attributes, some of which can be measured. Small business is defined in terms of ownership and task structure. Enterprise is seen to be something that means the exercise of entrepreneurial attributes in a wide range of different situations. Intrapreneurship is the exercise of entrepreneurial attributes within a large company or bureauracy. The relationship between these redefined concepts is explored and the issue of whether entrepreneurship can be socially engineered through education and training is addressed. A definition of what constitutes “enterprise culture” is then related to education and training. This link is discussed, both in general terms and particularly in respect of university and management education. It is argued that many of the values and structures pervading in university education and university business schools may be the antithesis of entrepreneurship. In this respect, the links between entrepreneurship as practised in small business and as fostered under the “intrapreneurship” banner in large companies is explored. Finally, policy objectives in fostering entrepreneurship, small business and intrapreneurship, particularly in respect of education and training, are reviewed.

Purpose
The discussion about public sector performance is still present today, despite the profound research that has already tried to address this subject. Furthermore, theory links negative effects on organizational performance with increased levels of organizational complexity. However, literature thus far did not succeed to put forward a successful theory that explains why and how public organizations became increasingly complex. To answer this question, we argue that increased organizational complexity can be explained by viewing public organizations as the hybrid result of different institutional logics, which are shaped by various management views. However, former research mainly concentrated on the separate study of management views such as traditional public management (TPM), NPM, and post-NPM. Although appealing, research that approaches hybridity from this perspective is fairly limited.
Methodology/approach
We conducted a literature review in which we studied 80 articles about traditional public management, NPM, and post-NPM.
Findings
We found that these management views essentially differ on the base of three fault lines, depending on the level of the organizational culture. These fault lines, according to the management view, together result in nine dimensions. By combing dimensions of the different management views, we argue that a public organization becomes hybrid. Furthermore, in line with findings of contingency theory, we explain the level of hybridity might depend on the level of tight coupling for a given organization. Finally, we developed propositions that explain hybridity as the result of isomorphic forces, organizational change, and organizational resistance to change and that link hybridization with processes of selective coupling.
Originality/value
The value of this chapter lies in its real-life applicability.

Purpose
The significant increase in the number of older adults in the UK population is expected to continue. Physical and psychological problems associated with ageing often require older adults to move into residential care where opportunities to participate in previously enjoyed occupations may be limited. Engagement in self‐selected purposeful activities is positively related to physical and psychological well‐being. This paper aims to focus on some of these issues.
Design/methodology/approach
An ethnographic approach, a single case study of one care home in a semi‐rural area of Wales was designed to investigate the balance of occupation of residents. Occupations were observed and recorded using a time‐sampling frame over 12 hours on three consecutive days. Field notes were used to contextualise the data in reflecting the home environment.
Findings
The majority spent their time in the lounges and remained passive, interacting infrequently with staff and one another. Little opportunity or intervention has been afforded to residents to encourage or support participation in occupation.
Research limitations/implications
A single case study may not be representative of the experiences of residents in other care homes. Time limited observation over different locations may miss activities. Future research could extend the scope of the study.
Practical implications
Older adults in residential care should be supported to engage in occupations. Employment of occupational therapists could allow support to be individually and appropriately focussed. There are implications for health and social care course design and also for the training of care workers.
Originality/value
The paper illustrates observation of activities in a care home over an extended period.

This article presents four basic innovation leadership styles: charismatic, instrumental, strategic and interactive innovation leadership. The leadership styles and their characteristsics relate to process and product innovations in construction projects. A theoretical framework – which synthesizes these relations – enables explorative research into the effects of leadership on organizational innovativeness. Four case studies, observing the same manager in four comparable projects, explore the effects of each leadership style on a construction project’s innovativeness in ecological terms. On an analytical level the case study explorations indicate that a manager’s consistent performance of a leadership style stimulates the project’s ecological innovativeness when the manager also injects the project with ecological information, knowledge and competence. It also indicates that a manager’s consistent performance of a leadership style, without an injection of information, knowledge and competence in the project, does not stimulate the project’s ecological innovativeness.

Purpose
Based on the situated focus theory of power, this chapter empirically investigates the relationship between an individual’s organizational power position and emotion recognition accuracy (ERA), and it examines individuals’ stress experiences at work as a boundary condition for this relationship.
Design/Methodology/Approach
Survey data were collected in a field sample of 117 individuals employed across various organizations in Germany. We used an established, performance-based test of ERA and applied hierarchical regression analysis to examine our model.
Findings
An individual’s power was negatively related with his or her ability to decipher others’ emotional expressions among individuals experiencing higher work stress, whereas this relationship was not significant for participants with lower stress.
Research Limitations/Implications
Although the cross-sectional study design and data collection within one country are relevant limitations, the findings promote a better understanding of the complex relationship between power and ERA.
Practical Implications
Given the relevance of accurate emotion perception, the results indicate that stressful work environments may be an important risk factor for organizational power holders’ personal and professional success.
Originality/Value
The findings advance the literature on power and emotion recognition by highlighting the role of work stress as an important, heretofore neglected boundary condition that may explicate the ambiguous results in prior research.

Abstract
This paper is an attempt to theorise the recent changes to accounting practices in local government in the UK. The principal theory used is regulation theory, which incorporates aspects of hegemony theory and governance. Regulation theory attempts to explain major changes in national economic structures by examining underlying systems of capital accumulation, regulation and hegemony. Central to these structures and systems are the role and operation of the state and its institutions. Changes in economic structures will result in conditions, which favour different governance structures for these institutions; comprising markets, hierarchies, civil society, and heterarchic combinations. Several researchers in these areas have characterised “traditional” institutional practices as Fordist and are associated with a particular approach to regulation. However, the underlying economic structure is seen to be in crisis and a new Post‐Fordist regime may be emerging. Post‐Fordism is associated with new institutional practices, particularly decentralised management, contracting out of public services, extended use of public private partnerships and concerns for value for money, charters and league tables. The introduction of such practices may therefore be explained by the changes in underlying structures rather than as a teleological development of accounting. Moreover, some researchers have characterised such changes as representing a fundamental shift from government to governance. The very nature of the relationship between governance, accountability and accounting may therefore have also changed. These issues are explored in the paper.

This study aims at rereading public governance (PG) and public value management (PVM) in the light of viable systems approach (VSA). Starting from the common points and the dissimilarities between the two theories, an integrated framework for pinpointing the key drivers leading to the emersion of public value co-creation in a public system conception of governance is elaborated. An overview on the emersion of PVM and PG is conducted in order to identify the main features of the new mindset. Then, VSA’s assumptions also are analyzed (with particular focus on their managerial implications) and then subdivided into four macro-areas.
The combination of the two theories allows recognition of four levers (with relative postulates) for fostering public value co-creation: (1) strategic selection of actors; (2) establishment of system and relational boundaries; (3) pursuit of the fit strategy-tactics; (4) system governance diffusion. From a theoretical point of view, the study provides suggestions for the creation of a public system theory of governance. Regarding managerial standpoint, revealing the drivers for public value co-creation can aid managers to better elaborate strategies for stimulating actor’s engagement in order to challenge complexity and user’s demands variability.

Pedestrian injuries and deaths should be viewed as a critical public health issue. The purpose of this chapter is to show how incorporating safety from traffic into broader efforts to increase walking and physical activity has the potential to have a significant health impact. In this chapter we provide an overview of pedestrian safety considerations having to do with population health and the built environment. The chapter is organised around a conceptual framework that highlights the multiple pathways through which safe walking environments can contribute to improved population health. We review the existing literature on pedestrian safety and public health. Pedestrian safety will remain a vexing challenge for public health and transportation professionals in the coming decades. But addressing this problem on multiple fronts and across multiple sectors is necessary to reduce injuries and fatalities and to unleash the full potential of walking to improve population health through increased physical activity. This chapter uniquely contributes a conceptual framework for understanding the relationship between the walking environment and public health.

We argue that the proliferation of governance in the public sector has raised questions regarding individual constitutional rights. While some proclaim cost savings and entrepreneurial solutions to vexing social ills, others suspect that these benefits donʼt outweigh the risk of diminished accountability and the loss of constitutional protection over public service production. We propose a new model to examine the relationships between direct government, governance, public value, and public law value. We apply this model to analyze two landmark Supreme Court cases and one contemporary federal appellate court case to explore the ongoing tension between the governance model and public service production. Our findings suggest that enforcible contract language and public-private entwinement can be used as tools to protect constitutional rights in the face of increasing pressure of governance approaches.

The competition reality television show Dragula (Boulet Brothers, 2016-present) features a parade of monsters from the horror canon. Each episode, queer drag artists present outfits based on the show's aesthetic tenants: horror, filth and glamour. Nearly every outfit presented by the show's contestants, dubbed ‘drag monsters’, features some element of monstrosity and many pay specific homage to monsters from horror cinema. In drawing the monster figure into the world of gender performance, Dragula showcases the vast queer possibility of the monster figure. Like queerness itself, these drag monsters prove monstrosity is fluid and need not by associated to any one specific gender; the monster figure provides a canvas on which these artists can move between both human and non-human and male and female. This chapter traces the show's horror lineage – most notably the text from which it queers its name, Bram Stroker's Dracula (1987), and Stephen King's Carrie (1974) as well as the alternative precedent set by the drag legend Divine. Its analysis demonstrates Dragula's creative power in reimaging gender beyond the binary of man/woman by way of the monster figure.

Abstract
Purpose
This conceptual article aims primarily to illustrate the impact of public value thinking on the process of public sector modernisation. Public value management (PVM) is analysed from two perspectives. First, the principles and features of PVM approaches are detailed, including a comparison of the literature on the other approaches characterizing the modernisation process, that is, traditional public administration (TPA), new public management (NPM) and new public governance (NPG). Then PVM is contrasted with NPM and TPA. Subsequently, the elements connecting PVM with NPG are explored. Second, the theoretical and methodological frameworks within which public value has been operationalized are investigated. One of the core topics is the measurement of public value, which is illustrated focusing on the link between public value (in the singular) and public values (in the plural). The impact that the adoption of public value thinking exerts on the multiple performance objectives for public sector organisations is also investigated. Ultimately, the article aims to highlight the potential of the public value view – considered in conjunction with performance measurement and performance management systems – without neglecting the challenging and problematic aspects of this wave of reform. The comparison with other waves of reform is intended to provide a clearer picture of the way forward for PVM.
Design/methodology/approach
Theoretical and methodological investigation, elaborating on the relevant literature on the process of public sector modernisation, is carried out.
Findings
The approaches that have emerged during the last two decades (PVM, NPG) are other than alternative solutions. But also less recent waves of change have left, or are expected to leave, their own legacy for public administration over time. This could be the case for NPM, although, according to many scholars, it is in trouble and has lost its driving force, while others see it as simply ‘dead’ and doomed to give way to the ‘digital-era governance’. Several core elements of NPM are no longer in evidence either in PVM or in NPG. Different distinguishing elements have been brought into the foreground. For instance, the idea of the public as citizens characterises PVM and NPG, instead of the public as customers, qualifying NPM. What we are seeing is a progressive expansion of the public’s involvement, through co-production and participation. Contemporary public officials interact with members of the public in ways that involve all of their possible roles: as citizens, customers, partners. There are two salient aspects under which public value thinking can contribute. First, a focus on public value can – better than other approaches – represent a ‘glue’ capable of bringing together debates involving ‘values, institutions, systems, processes, and people’ (Smith, 2004, p. 18). Second, such a focus makes it possible to link insights from different analytical perspectives, fostering a broader view on the determinants of public sector change. This could be of decisive importance for the purpose of reshaping performance measurement and performance management systems, which is a crucial step in public sector reform.
Originality/value
Significant contributions are offered under two aspects. First, in terms of exploration of the concepts of public value (also in relation to public values) and private value. Second, in terms of analysis of the impact that PVM can exert on the logic of performance measurement and performance management.

The asymptotic bias and variance of a general class of local polynomial estimators of M-regression functions are studied over the whole compact support of the multivariate covariate under a minimal assumption on the support. The support assumption ensures that the vicinity of the boundary of the support will be visited by the multivariate covariate. The results show that like in the univariate case, multivariate local polynomial estimators have good bias and variance properties near the boundary. For the local polynomial regression estimator, we establish its asymptotic normality near the boundary and the usual optimal uniform convergence rate over the whole support. For local polynomial quantile regression, we establish a uniform linearization result which allows us to obtain similar results to the local polynomial regression. We demonstrate both theoretically and numerically that with our uniform results, the common practice of trimming local polynomial regression or quantile estimators to avoid “the boundary effect” is not needed.

The management of children′s literature is a search for value and suitability. Effective policies in library and educational work are based firmly on knowledge of materials, and on the bibliographical and critical frame within which the materials appear and might best be selected. Boundaries, like those between quality and popular books, and between children′s and adult materials, present important challenges for selection, and implicit in this process are professional acumen and judgement. Yet also there are attitudes and systems of values, which can powerfully influence selection on grounds of morality and good taste. To guard against undue subjectivity, the knowledge frame should acknowledge the relevance of social and experiential context for all reading materials, how readers think as well as how they read, and what explicit and implicit agendas the authors have. The good professional takes all these factors on board.

Purpose
Pulchronomics studies the economics of beauty. The purpose of this paper is to research CEO pulchronomics by examining whether a beauty premium exists in CEO compensation and whether this beauty premium is justified by differences in CEO performance.
Design/methodology/approach
The authors calculate a facial attractiveness scores (FAS) based on facial symmetry, facial structure and the golden ratio. The authors then perform OLS regressions to examine the effect of CEO beauty on CEO compensation and firm performances.
Findings
The authors find that base salaries for attractive CEOs are higher than those for unattractive CEOs, but incentive pays for attractive CEOs are not different from those for unattractive CEOs. The latter is likely due to the fact that attractive CEOs do not outperform unattractive CEOs in operations, innovation, corporate social responsibility and financial reporting quality.
Originality/value
Since the CEO beauty premium is not supported by the superior performance of attractive CEOs, this paper provides new evidence of appearance discrimination in CEO compensation.

Purpose
A crisis period can reduce employees’ willingness to take risks, which are important predictors of organizational performance. Built upon the broaden-and-build theory of positive emotions, this study aims to examine the role of leadership’s behavioral change in promoting the willingness to take risks, as mediated by liking, at two different levels of task complexity.
Design/methodology/approach
An online survey has been answered by 281 employees of businesses with various scales, in different sectors in Indonesia. Indonesia was selected as it is among the countries with a high power distance culture. Hence, employees are expected to favor more directive leadership changes in the postpandemic context.
Findings
Drawing upon the broaden-and-build theory of positive emotions, this study found that leaders’ behavioral change toward a more directive approach promotes a willingness to take risks, as the employees like this change regardless of the task’s complexity level.
Research limitations/implications
In an organization where the employees’ willingness to take risks is critical, the leaders should not simply adopt empowering leadership, as suggested by previous studies. However, leaders need to ensure that any change in leadership behavior during the transition period, either toward a more directive or empowering style, is favorable for the employees, regardless of the level of complexity of the tasks.
Originality/value
This study contributes to the literature by demonstrating that Indonesian employees’ willingness to take risks increases only when the employees like the change in the style of leadership to a more directive one regardless of the level of task complexity. In addition, Indonesian employees have not perceived any substantial change in their leaders’ behavior after the pandemic, and they remain neutral about this type of leadership.

This chapter examines the relationship between media consumption during COVID-19 and its effect on trust in experts. Successful crisis management requires risk assessment and rapid decisions, and decision-making in the crisis is often based on multidimensional and conflicting information, which highlights the importance of trust. Here, the aim is to examine how daily media consumption is associated with trust in experts and satisfaction with government response during the pandemic. Media consumption was defined by how many different media platforms respondents used daily, grouped into three broad categories: (1) broadcast media, including television and radio; (2) journalistic media, including newspapers and periodicals; and (3) social media, including social network sites and discussion forums. The results of the analyses show that trust in experts strengthened as the crisis progressed, but satisfaction with the government declined. Omnivorous media consumption – those who consumed several different forms of media – increased trust in experts as well as satisfaction with the government. Particularly, one-sided and social media-based media consumption was related to declined trust. That is, those who used only one form of media and those who relied heavily on social media alone expressed lower levels of trust in experts. The mediation analysis showed that the association between media consumption and government satisfaction was partly indirect through trust in experts. Overall, the study reinforces the importance of media as a moderator of messages during crisis management.

In the first part of the paper, which outlines the laboratory and field investigations on corrosion by flue gases from solid fuel combustion carried out by the British Coal Utilisation Research Association, the effects of different flue gas constituents on corrosion phenomena are discussed. Laboratory studies of the effects of fuel type and method of combustion on the sulphuric acid content of combustion gases are described. The second part presents the results of measurements of the condensation characteristics of flue gases from water‐tube boilers in power stations and from various industrial boilers and furnaces; investigations into the use of additives are described briefly. The final section is concerned with some theoretical considerations of effects of fuel type, burning rate, etc., on the amounts of sulphuric acid likely to be present in the combustion products from domestic appliances.

Abstract
Purpose
The aim of this paper is to investigate the nature of public value in the context of Swedish public museum management and how it is created.
Design/methodology/approach
The museum context is introduced, and assumptions and principles underpinning new public management (NPM) and public value management, along with examples of applicability and implementation in museums, are presented. Three key issues of convergence and divergence within the theoretical framework – strategic orientation, accountability and performance – are identified and introduced as a gateway to the empirical findings and the ensuing discussion.
Findings
NPM-oriented values have become part of the strategic orientation of the museum sector. The results of this study show that there exist at least three conceptions of museum management that are based on two different strategic orientations, that is, accessibility and conservation, which also point to different conceptions of value.
Social implications
Museum management can be seen as the management of tensions between conservation and accessibility and between customer orientation and stakeholder orientation towards the creation of museum value.
Originality/value
The findings will assist museum management determine not only what value is but also for whom it is valuable, taking into account both present and future generations.

Purpose
This chapter takes its point of departure in the vision of educating public leaders and managers with the ability to create public value in a networked governance structure. The purpose of the chapter is to revise this vision by unpacking the notion of public value in contemporary governance and discuss the implications for public leadership and for public leadership and management programs.
Design/methodology/approach
The chapter explores the notion of public value as a conceptual framework for emergent forms of networked governance. Drawing on insights from sociology of law and governmentality studies, a set of key tensions inherent in the public value discourse are identified as the diagnostic impetus to consider the somewhat excessive leadership figure put forward in the literature. The chapter shows that the discourse of networked governance and public value thinking is rather contested and imply a certain kind of hybridisation of public administration and public purpose into opposite identity spheres. Instead of forming a ‘whole system’ as suggested in the literature, the hybridisation implicates an ongoing suspension that allows the governance structure to become tense and unresolved. The hybridisation forms new dilemmatic spaces in contemporary governance, it is argued.
Practical implications
The author suggests that public leadership should be considered as hybrid practices, formed around an ongoing search of ‘publics’ and images of ‘wholeness’ by way of oscillating between varying values and identities. This form of hybrid leadership calls for new explorative learning formats in public leadership programs, it is argued.
Originality/value
The chapter undertakes a careful critical reading and conceptual examination of the current paradigm of public value management. By drawing on sociology of law and Foucault’s genealogy of rationalities of government the examination brings new insight into the doubled identities and dilemmatic spaces of contemporary governance and elaborates the concept of public leadership theorized as distributed and hybrid practices.

Conceptualizations of university governance have varied over time, with some scholars focused on the structure of stakeholder groups such as faculty, staff, and students in relation to how institutions make decisions, others focus on the competing spheres of political influence guiding institutional development, and most recently that higher education has adopted business management structures or academic capitalism. Each of these conceptualizations offered new insights into how universities make decisions and evolve. The interactions between the non-profit aspects of higher education institutions and their effects on the internal governance structures have been underdeveloped. In this chapter, the authors propose an urban governance approach to understanding how actors and their institutions make decisions.
In this chapter, the authors dissect these models and propose a shift in perspective described as academic municipalities. Prior models on university decision-making and its impact on institutional constituents all make certain sacrifices when attempting to conceptualize the complex organizational functions of the university. Birnbaum and Tierney in their arguments do not provide enough value to the structure imposed on higher education institutions by virtue of their non-profit status. The corporate concept does not account for the political ramifications to university functions that reach beyond corporate models. Academic capitalism explains the shift of the university to account for changes in the global marketplace but it does not explain the latent functions of the university, such as contributing to the public good, housing, libraries, public services, and other non-market-based activities. What is needed is an explanation that accounts for both market and political forces at play in the university.

The purpose of this chapter is to consider a public value(s) approach as a response to the challenges besetting public management and to investigate the implications of such an approach for management education.
Design/methodology/approach
The chapter investigates the concepts of public value and public values and their influence on the norms and practices of public management. It then focuses on the way in which management education has responded to a changing context resulting in innovation and realignment in order to enable public managers to espouse public values and achieve public value. The chapter concludes by exploring the philosophical and practical impact of a public value(s) approach in mid-career public management education.
Findings
A public value(s) approach provides not only a relevant discursive framework for public managers but also an appropriate mode of management for the changeable context in which they work. This changes their expectations of mid-career education and influences programme content and pedagogy, enabling innovation and experimentation.
Practical implications
The chapter identifies and analyses the benefits, outcomes and challenges of the public values(s) approach in the mid-career classroom.

Abstract
Since 1997, the Labour Government sought to respond to the dilemmas and consequences of the earlier New Public Management reforms, according to the two principles of joined‐up government and public service delivery. A key aspect of its reform programme has been the public service agreement (PSA) framework, a target‐based performance regime that acts as a vehicle for the majority of spending and policy decisions across government and on the ground. Analysing its implementation and success, the article suggests that, in theory, the PSA regime provides an important example of steering at a distance as a form of political leadership, wherein the role of the centre is to provide the strategic framework for policy delivery. However, there are several structural constraints that have impeded the effectiveness of the framework, such as the pervading Whitehall departmental culture, and the tensions between top‐down performance management and devolved autonomy on the ground.

For kernel-based estimators, smoothness conditions ensure that the asymptotic rate at which the bias goes to zero is determined by the kernel order. In a finite sample, the leading term in the expansion of the bias may provide a poor approximation. We explore the relation between smoothness and bias and provide estimators for the degree of the smoothness and the bias. We demonstrate the existence of a linear combination of estimators whose trace of the asymptotic mean-squared error is reduced relative to the individual estimator at the optimal bandwidth. We examine the finite-sample performance of a combined estimator that minimizes the trace of the MSE of a linear combination of individual kernel estimators for a multimodal density. The combined estimator provides a robust alternative to individual estimators that protects against uncertainty about the degree of smoothness.

Abstract
This paper reports findings from the first annual cycle of a three‐year research project on the provision and use of electronic information systems (EIS) within higher education in the UK. The project, JISC User Surveys: Trends in Electronic Information Services (JUSTEIS), was funded by the Joint Information Systems Committee (JISC) and undertaken at the University of Wales, Aberystwyth (UWA). Students, academics and library staff in 25 universities were surveyed using critical incident and critical success factors methodologies to ascertain the range and nature of EIS use. Provision of these systems by higher education institutions was also investigated via an analysis of their library websites. The findings reported in this paper focus on student use and the purposes for which EIS are employed, and reveal the limited array of EIS used and the ad hoc nature of search strategies adopted across undergraduate and postgraduate bodies within a range of disciplines. There appears to be little or no variation in the pattern of EIS use by the various student groups studied – the effect of the Internet on information seeking by students is hugely significant and the more formal resources, such as JISC‐negotiated resources are little used. There is little evidence of coherent search strategies used by students. Recommendations for both the JISC and higher education are offered.

Investment decisions are influenced by uncertainties, exogenous shocks as well as the sentiments and confidence of investors, factors typically overlooked by decision-makers. This study will meticulously examine these multifaceted influences and discern their intricate hierarchical nuances in the sentiments of industrial entrepreneurs during the COVID-19 pandemic.
Design/methodology/approach
Employing the robust framework of the generalized linear latent and mixed models (GLLAMM), this research will thoroughly investigate individual and group idiosyncrasies present in diverse data compilations. Additionally, it will delve deeply into the exogeneity of disturbances across different sectors and regions.
Findings
Relevant insights gleaned from this research elucidate the adverse influence of exogenous forces, including pandemics and financial crises, on the confidence of industrial entrepreneurs. Furthermore, a significant discovery emerges in the regional analysis, revealing a notable homogeneity in the propagation patterns of industrial entrepreneurs' perceptions within the sectoral and regional context. This finding suggests a mitigation of regional effects in situations of global exogenous shocks.
Originality/value
Within the realm of academic inquiry, this study offers an innovative perspective in unveiling the intricate interaction between external shocks and their significant impacts on the sentiment of industrial entrepreneurs. Social capital, according to Pierre Bourdieu, is “the sum of the resources, actual or virtual, that accrue to an individual or a group by virtue of possessing a durable network of more or less institutionalized relationships of mutual acquaintance and recognition” (Bourdieu & Wacquant, 1992, p. 119). Robert D. Putnam (1993) agrees, characterizing social capital as predominantly in the nature of a public good. Ongoing global economic events have highlighted some of the weaknesses of free market capitalism. It is being suggested that social enterprises with their efforts to blend societal objectives and economic efficiency can play a role of catalysts in accomplishing this equilibrium. Given their positioning toward meeting dual goals rather than merely maximizing profit, social enterprises can function in zones where there are insufficient inducements for private sector activity. Thereby social enterprises fill the hiatus between the state and market provision. This chapter aims to conceptualize the process of innovation and the potential influence of social capital on social enterprises. Value created by a social enterprise emphasizes the importance of sharing benefits among its stakeholders. This chapter examines the ways in which social enterprises co-create value for society and how social enterprises inherit, generate and invest in social capital.

Abstract
Purpose
The chapter aims to conceptually explore how to govern public sector organizations in order to create public value. It focuses on the importance of knowledge-intensive processes in creating public value as well as the challenges in governing such fragile processes.
Methodology
We use organizational theory and respective concepts in the field of organizational design focusing on cognitive and motivational aspects. These are explained by group theories and concepts of conditional cooperation.
Findings
We show the important role and the antecedents of self-governance in creating public value based on knowledge creation, sharing and use, whereas the classical method of hierarchical and bureaucratic procedural-based governance (via rules and direct supervision) as well as the more modern method of output-based governance (via so-called key performance indicators) fails to govern public value in this form.
Research limitations/implications
The heuristic model differentiates between modes of governance. Their mutual interplay and empirical evidence are yet needed for substantiating the findings.
Practical implications
Self-organizing mechanisms require behavioural antecedents of the involved actors: on the one hand there is a need for a minimum of mutual understanding in the sense of ‘cognitive compatibility’ and on the other, a minimum of ‘willingness to cooperate’.
Social implications
Participating public employees and citizens need to cultivate participatory and collaborative governance mechanisms in order to create public value. These can be understood as supplementing and enriching existing ones rather than replacing them.
Originality/value of the paper
This chapter contributes to research in public administration in that the concept of public value with a focus on knowledge-intensive collaboration is specified. A new path is taken, originating from organizational theory and motivational theory that are transferred into public administration in order to show how collaborative governance should be employed and how motivational and cognitive aspects should be considered.
