Abstract

Purpose

Railway transport being a “service” is provided in a space and time dimension. Providing a better quality of service requires higher inputs, so evaluating the performance without these considerations would give a biased result. The purpose of this paper is to assess the performance of the rail transport service by including the service delivery perspective of railways and look at the holistic concept of service delivery. The quality of service parameters have been chosen within the constraints imposed by availability of data and the formulated data envelopment analysis (DEA). The quality of service parameters include: punctuality; the level of consequential train accidents (safety); and the level of public complaints (customer satisfaction). It evaluates the performance of 16 zones of Indian railways (IR) on the basis of their efficiencies and identifies the exemplar zones. The results deduced from these studies can serve as performance targets in reward systems, performance scorecards, and control systems.

Design/methodology/approach

DEA has been used as a benchmarking tool to evaluate the relative efficiency of the 16 zones. The input parameters are working expenses, number of employees, and equated track kilometers and the output parameters are loading of revenue, punctuality, passenger traffic kilometers, consequential train accidents, and public complaints. Malmquist index has been used to determine the temporal performance of each zone.

Findings

IR can use DEA to assess the performance of various zones and for improvement monitoring in the context of being a transport service provider. Inefficient zones can identify the parameters for improvement across the zones and along the time dimension. A huge working force for all the inefficient zones indicate over deployment of resources, which can be seen at the policy level. A redundancy for equated track kilometers indicates a non-optimum use of resources. Not giving enough importance to service quality could be one of the major findings of the inefficient zones.

Research limitations/implications

The scope of the quality of service variables assessed could not be enlarged in this study because of the limitation of the number of variables that can be chosen for a given number of decision-making units in the model. It is not always possible to compare each zone on an exactly equal basis as the work culture and challenges differ across zones, units, regions, and states which poses a limitation to the study.

Practical implications

The holistic evaluation of performance of IR by inclusion of the service parameters can have important implications for the industry. The choice, incorporation, and interpretation of the parameters of this study can be adopted for rail transportation industry. This also summarizes the essence of performance and quality of service in public rail transport sector.

Social implications

The global public transport sector, and the rail mode in particular faces the challenge of identifying, and using appropriate service quality indicators and financial parameters to ascertain the efficiency and effectiveness of the transport system, rather than considering financial parameters alone. The context of this study is IR which is an engine for the continued socio-economic development of India. The overarching constraint is that the inputs are already established. Within this socio-economic contextual framework the analysis has been done to have an efficient and effective public transport system.

Originality/value

This is the first study which incorporates the quality of service dimensions in performance measurement and benchmarking of the railway zones that make up a national railway system which is under public domain. Each of these characteristics offers its unique challenges and dimensions which makes the problem complex.

Abstract

Purpose

Previous research studies have testified that safety culture positively affects safety performance. However, the progression by which safety culture affects safety performance has not yet been examined. Also, how safety culture affects the overall safety performance at different levels of the organization is yet to be explored. In order to address this issue, the purpose of this paper is to study the effect of multilevel safety culture upon safety performance over time.

Design/methodology/approach

A conceptual causal-loop diagram is constructed using the group model building approach to establish the relationship between safety culture components (e.g. psychological, behavioral and situational) and the factors associated with safety performance (e.g. risk level, safety behavior, unsafe conditions, unsafe acts and incident rate). Considering the dynamic nature and intricacy of the safety management system, the system dynamics approach has been employed to develop the model.

Findings

The results indicate that the safety culture at the tactical level (middle management) and operational level is much more effective than strategic level (top management) in ameliorating the safety performance of the organization.

Research limitations/implications

The scope of this study is limited to the effect of multilevel safety culture on safety performance. The focus is on the dynamics of personal, behavioral and situational factors of top management, middle management and workers to reinforce the safety performance of the organization. Future research can be protracted to build other models of safety.

Practical implications

First and foremost, the findings summarized in this paper can be implemented by organizations to achieve the total safety culture to upgrade safety performance.

Originality/value

This paper presents the holistic view of multilevel safety culture in an organization’s hierarchy. It shows how multilevel level safety culture in an organization interacts with the safety management system to enhance the safety performance of the organization.

Abstract

Purpose

Improving hospital patient safety means an open and stimulating culture is needed. This article aims to describe a patient safety culture improvement approach in five Belgian hospitals.

Design/methodology/approach

Patient safety culture was measured using a validated Belgian adaptation of the Hospital Survey on Patient Safety Culture (HSOPSC) questionnaire. Studies before (autumn 2005) and after (spring 2007) the improvement approach was implemented were completed. Using HSOPSC, safety culture was measured using 12 dimensions. Results are presented as evolving dimension scores.

Findings

Overall, 3,940 and 3,626 individuals responded respectively to the first and second surveys (overall response rate was 77 and 68 percent respectively). After an 18 to 26 month period, significant improvement was observed for the “hospital management support for patient safety” dimension – all main effects were found to be significant. Regression analysis suggests there is a significant difference between professional subgroups. In one hospital the “supervisor expectations and actions promoting safety” improved. The dimension “teamwork within hospital units” received the highest scores in both surveys. There was no improvement and sometimes declining scores in the lowest scoring dimensions: “hospital transfers and transitions”, “non‐punitive response to error”, and “staffing”.

Research limitations/implications

The five participating hospitals were not randomly selected and therefore no representative conclusions can be made for the Belgian hospital sector as a whole. Only a quantitative approach to measuring safety culture was used. Qualitative approaches, focussing on specific safety cultures in specific parts of the participating hospitals, were not used.

Practical implications

Although much needs to be done on the road towards better hospital patient safety, the study presents lessons from various perspectives. It illustrates that hospital staff are highly motivated to participate in measuring patient safety culture. Safety domains that urgently need improvement in these hospitals are identified: hospital transfers and transitions; non‐punitive response to error; and staffing. It confirms that realising progress in patient safety culture, demonstrating at the same time that it is possible to improve management support, is complex.

Originality/value

Safety is an important service quality aspect. By measuring safety culture in hospitals, with a validated questionnaire, dimensions that need improvement were revealed thereby contributing to an enhancement plan.

Abstract

Purpose

To meet an ever - increasing urbanization demand, urban complex projects have evolved to form the development type of HOPSCA (an acronym for Hotel, Office, Park, Shopping mall, Convention and Apartment, representing a new type of urban complex). Its integrated functions, complex structures and superior siting expose HOPSCA’s construction phase to higher and more uncertain safety risks. Despite this, research on construction safety risks of large urban complexes is scarce. This study addresses this by introducing the interval ordinal priority approach (Interval-OPA) method to build a safety risk assessment model for HOPSCA, targeting its construction safety risk management.

Design/methodology/approach

This study initially identifies risk factors via literature review, field survey and three Delphi method rounds, forming a construction safety risk list of HOPSCA projects. Then, Interval-OPA is employed to create a safety risk assessment model, and its validity confirmed through a representative case study of an ongoing project. Lastly, uncertainty and weighting analyses of the model results identify the most probable major construction accidents, safety risk factors and targeted prevention strategies for the urban complex projects construction phase.

Findings

The findings reveal that (1) there are 33 construction safety risks in HOPSCA’s construction phase across 4 aspects: “man-machine-environment-management”; (2) object strikes are the most prominent of accidents and need to be prioritized for prevention, especially when managerial risks are arising; (3) falls from heights are evaluated with the highest level of uncertainty, which represents an ambiguous area for safety management and (4) the result of the risk evaluation shows that there are nine critical construction safety risk factors for the HOPSCA project and that most of the management-level risk factors have high uncertainty. This study explores and provides effective measures to combat these factors.

Originality/value

This study innovatively applies the Interval-OPA method to risk assessment, offering a fitting method for evaluating the HOPSCA project’s construction safety risks and accidents. The model aids decision-makers in appropriate risk classification and selection of scientific risk prevention strategies, enhances HOPSCA’s construction safety management system and even benefits all under-construction projects, promoting the construction industry’s sustainable development.

Abstract

Purpose

The purpose of this research is to focus on the serious but under‐examined incidence of fatalities and injuries among rail trackworkers. It identifies the pressures on trackwork, locating them within an analysis of the economic structure of the privatised rail industry and illustrates the consequences of these pressures at the operational level.

Design/methodology/approach

A series of semi‐structured interviews was held with management representatives of the infrastructure and maintenance companies, rail safety bodies and officials and representatives of the RMT. These were supplemented by focus‐group style discussions with track maintenance workers in Scotland and the North of England. The paper then relates these qualitative data to the analysis of recent major incidents which have involved fatalities of rail employees.

Findings

Within the structure of the post‐privatised industry, improvements to the safety regime are always in danger of being constrained by countervailing economic and organisational pressures. There is a marked discrepancy between the higher level safety structure and the experience of employees at track level.

Practical implications

There is virtually no workforce input into the construction of safety procedures despite the fact that rail workers' commitment to the industry represents a large untapped resource for safety improvement.

Originality/value

The rail industry in general, and trackwork in particular, have been conspicuously under‐researched since privatisation.

Abstract

Due to the increasing size and complexity of construction projects, construction engineering and management involves the coordination of many complex and dynamic processes and relies on the analysis of uncertain, imprecise and incomplete information, including subjective and linguistically expressed information. Various modelling and computing techniques have been used by construction researchers and applied to practical construction problems in order to overcome these challenges, including fuzzy hybrid techniques. Fuzzy hybrid techniques combine the human-like reasoning capabilities of fuzzy logic with the capabilities of other techniques, such as optimization, machine learning, multi-criteria decision-making (MCDM) and simulation, to capitalise on their strengths and overcome their limitations. Based on a review of construction literature, this chapter identifies the most common types of fuzzy hybrid techniques applied to construction problems and reviews selected papers in each category of fuzzy hybrid technique to illustrate their capabilities for addressing construction challenges. Finally, this chapter discusses areas for future development of fuzzy hybrid techniques that will increase their capabilities for solving construction-related problems. The contributions of this chapter are threefold: (1) the limitations of some standard techniques for solving construction problems are discussed, as are the ways that fuzzy methods have been hybridized with these techniques in order to address their limitations; (2) a review of existing applications of fuzzy hybrid techniques in construction is provided in order to illustrate the capabilities of these techniques for solving a variety of construction problems and (3) potential improvements in each category of fuzzy hybrid technique in construction are provided, as areas for future research.

Abstract

Purpose

Basic safety message (BSM) is a core subset of standard protocols for connected vehicle system to transmit related safety information via vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I). Although some safety prototypes of connected vehicle have been proposed with effective strategies, few of them are fully evaluated in terms of the significance of BSM messages on performance of safety applications when in emergency.

Design/methodology/approach

To address this problem, a data fusion method is proposed to capture the vehicle crash risk by extracting critical information from raw BSMs data, such as driver volition, vehicle speed, hard accelerations and braking. Thereafter, a classification model based on information-entropy and variable precision rough set (VPRS) is used for assessing the instantaneous driving safety by fusing the BSMs data from field test, and predicting the vehicle crash risk level with the driver emergency maneuvers in the next short term.

Findings

The findings and implications are discussed for developing an improved warning and driving assistant system by using BSMs messages.

Originality/value

The findings of this study are relevant to incorporation of alerts, warnings and control assists in V2V applications of connected vehicles. Such applications can help drivers identify situations where surrounding drivers are volatile, and they may avoid dangers by taking defensive actions.

Abstract

Purpose

The purpose of this study is to examine the influence of the implementation of safety-oriented knowledge management (KM) processes and student diversity acceptance in schools and the interaction effect of safety-oriented KM processes and student diversity acceptance over school performance and student academic orientation.

Design/methodology/approach

Responses of 977 American schools available in the database of the National Center for Education Statistics were analyzed using hierarchical regression analyses.

Findings

Results show that implementation of safety-oriented KM processes and diversity acceptance in schools have varying effects on school performance and student academic orientation. The impact of knowledge acquisition from parents on the academic achievement of students is positive and stronger in schools that are low in student diversity acceptance than schools that are high in student diversity acceptance.

Originality/value

This study adds value to the KM literature by exploring how KM processes are executed in American schools to improve their performance and students’ academic orientation and how diversity among students alters the strength of the relationships.

Abstract

Purpose

Dairy products are an essential part of a healthy diet, and dairy is an emerging food industry in China. Meanwhile, the dairy industry is one of the “disaster zones” with quality and safety issues occurring more frequently in its supply chain than in others. Based on qualitative research focused on consumers in the Northwest and South of China, the present study aims to understand and provide information on consumer perception of food safety in dairy products.

Design/methodology/approach

Nine focus group interviews were carried out from January to April 2018. Altogether, 61 participants (24 males, 37 females, aged 18–60 years) were recruited in four cities. Qualitative content analysis of the data was conducted using Nvivo version 11.4.0.

Findings

A high concern with the safety of dairy products is widespread, particularly among participants with children, who are especially worried about the safety of dairy products. High prevalence of food safety incidents causes consumers to lower their confidence in food safety, and make them pay more attention to the news about food safety incidents. Consumers tend to become less sensitive to price, focusing more on food safety and quality, while purchasing dairy products. Brand and purchase venue are the most important indicators for consumers to determine the quality of dairy products. Safety certification becomes increasingly important.

Research limitations/implications

It has some limitations. The focus group interviews covered different two regions (Northwest and South of China). However, the number of focus groups was limited to nine because of budget constraints. The participants come from Northwest and South of the country, which means that the findings may not apply for another area of the country. A more representative sampling with a larger sample size would be necessary to increase the validity of the study. However, the results can serve as input for further research.

Originality/value

This paper explores the Chinese consumers' perception of food safety and dairy products, consumers' behaviour concerning dairy products based on focus group interviews with consumers. This study offers valuable insights to members of academia, food suppliers and policy-makers.

Maintaining food safety techniques in the supply chain management require special food safety labelling techniques during distribution in the retail food industry. The food products have to be of good quality and labelling inbound, manufacturing, and outbound in the supply chain contributes to this aim. The purpose of this study is to evaluate how food safety labelling is managed in Vietnam’s retail food industry with a special focus on food in Ho Chi Minh City, Vietnam. Photography was used in an observational study conducted among five separate retail market chains all located in this city. In which ways are the applications of the developed food safety labelling techniques among three separate retail food markets similar and dissimilar being accounted for? The results show that the packaging and labelling in Big C, Aeon Citimart, and Giant using the symbols of food safety build trust for their customers. The Big C indicates guidelines for VietGAP and green labelling. Aeon Citimart indicates the name of the good, expiration date and instructions for use as well as guidelines for the government factor (VietGAP) to the food safety practices in the Vietnamese food retail sector.

Abstract

Purpose

The purpose of this study is to identify critical demographic variables that would significant influence each dimension of patient safety culture. Understanding nurses' attitudes toward patient safety is important for healthcare organizations to relentlessly improve medical quality and services for patients.

Design/methodology/approach

The internal survey data sets in 2015 and 2016 from nurses' viewpoints are used. Linear regression with forward selection is applied where nine demographic variables are the input variables, while each dimension of the Chinese version of safety attitudes questionnaire (SAQ) is the dependent variable.

Findings

Supervisor/manager is the most essential demographic variable that has significant impacts on six dimensions. Experience in organization is the other critical demographic variable.

Practical implications

Nurses who are in charge of supervisors/managers are more satisfied in six of eight dimensions. Nurses who have much experience in an organization tend to have less satisfaction in three dimensions. Therefore, hospital management should enhance the leader's effectiveness in engaging their subordinates' commitment.

Originality/value

The results enable the hospital management to pay much attention to two major demographic variables, namely supervisor/manager and experience in organization, in order to improve the patient safety culture based on the Chinese version of SAQ in this hospital. Moreover, supervisor/manager is a more critical demographic variable for nurses due to larger absolute values of standardized coefficients by linear regression with forward selection.

Abstract

Purpose

This paper aims to propose an innovative building information modelling (BIM)-based framework for multi-objective and dynamic temporary construction site layout design (SLD), which uses a hybrid approach of systematic layout planning (SLP) and mathematical modelling.

Design/methodology/approach

The hybrid approach, which follows a step-by-step process for site layout planning, is designed to facilitate both qualitative and quantitative data collection and processing. BIM platform is usedto facilitate the determination of the required quantitative data, while the qualitative data are generated through knowledge-based rules.

Findings

The multi-objective layout model represents two important aspects: layout cost and adjacency score. The result shows that the model meets construction managers’ requirements in not only saving cost but also assuring the preferences of temporary facility relationships. This implies that the integration of SLP and mathematical layout modelling is an appropriate approach to deliver practical multi-objective SLD solutions.

Research limitations/implications

The proposed framework is expected to serve as a solution, for practical application, which takes the advantage of technologies in data collection and processing. Besides, this paper demonstrates, by using numerical experimentation and applying Microsoft Excel Solver for site layout optimisation, how to reduce the complexity in mathematical programming for construction managers.

Originality/value

The original contribution of this paper is the attempt of developing a framework in which all data used for the site layout modelling are collected and processed using a systematic approach, instead of being predetermined, as in many previous studies.

Abstract

Purpose

The purpose of this paper is to improve risk assessment processes in airline flight operations by introducing a dynamic risk assessment method.

Design/methodology/approach

Fuzzy logic and Bayesian network are used together to form a dynamic structure in the analysis. One of the most challenging factors of the analyses in aviation is to get quantitative data. In this study, the fuzzy data quantification technique is used to perform dynamic risk assessment. Dynamic structure in the analysis is obtained by transforming the bow-tie model into a Bayesian network equivalent.

Findings

In this study, the probability of top-event from fault tree analysis is calculated as 1.51 × 10−6. Effectiveness of the model is measured by comparing the analysis with the safety performance indicator data that reflects past performance of the airlines. If two data are compared with each other, they are at the same order of value, with small difference (0.6 × 10−7).

Originality/value

This study proposes a dynamic model to be used in risk assessment processes in airline flight operations. A dynamic model for safety analysis provides real-time, autonomous and faster risk assessment. Moreover, it can help in the decision-making process and reduce airline response time to undesired states, which means that the proposed model can contribute to the efficiency of the risk management process in airline flight operations.

Abstract

Purpose

This study aims to propose a novel lightweight tendon-driven musculoskeletal arm (LTDM-arm) robot with a flexible series–parallel mixed skeletal joint structure and modularized artificial muscle system (MAMS). The proposed LTDM-arm exhibits human-like flexibility, safety and operational accuracy. In addition, to improve the safety and stability of the LTDM-arm, a control method is proposed to solve local artificial muscle overload accidents.

Design/methodology/approach

The proposed LTDM-arm comprises seven degrees of freedom skeletons, 15 MAMSs and various sensor systems (joint sensing, muscle tension sensing, visual sensing, etc.). It retains the morphology of a human skeleton (humerus, ulna and radius) and a simplified muscle configuration. This study proposes an input saturation control with full-state constraints to reduce local artificial muscle overload accidents caused by redundant muscle tension calculations.

Findings

3D circular trajectory experiments were conducted to verify the stability of the control method and the flexibility of the LTDM-arm. The results showed that the average error of the muscle length was approximately 0.35 mm (0.38%), which indicates that the proposed control scheme can make the output follow the target trajectory while ensuring constraint satisfaction.

Originality/value

The human arm is capable of performing compliant operations rapidly, flexibly and robustly in unstructured environments. Existing musculoskeletal arm robots lack simulations of the full morphology of the human arm and are insufficient in dexterity. However, the flexibility and safety features of the proposed LTDM-arm were consistent with that of the human arm. Therefore, this study offers a new approach for investigating the advantages of the musculoskeletal system and the concepts of muscle control.

Abstract

Purpose

The purpose of this paper is to reveal how a loyalty program that provides economic rewards for locally produced low-input farm products influences the consumers’ behavior of repeated purchase by focussing on the consumers’ motivation and characteristics.

Design/methodology/approach

This study is based on data from a questionnaire survey and actual purchase data obtained from a practical study conducted in Japan. The data were analyzed using regression analysis.

Findings

Consumers who gain economic rewards by purchasing locally produced low-input fresh food are not likely to purchase these products exclusively for the economic rewards of the program; rather, they do so to get safe and good quality food and to support local farmers and local farm conservation. The most remarkable finding is that the scheme that provides economic rewards makes such products more affordable for consumers from lower-income households.

Originality/value

This study is of academic value and of value to policy makers and practitioners in the local food supply chain. The study suggests that for increasing and stabilizing the demand for environment-friendly farm products, institutions for creating, designing, and supporting a new market for potential consumers are needed, together with suitable certification systems.

Abstract

Purpose

The purpose of this paper is to explore employee perceptions of communication in psychologically safe and unsafe clinical care environments.

Design/methodology/approach

Clinical providers at the USA Veterans Health Administration were interviewed as part of planning organizational interventions. They discussed strengths, weaknesses, and desired changes in their workplaces. A subset of respondents also discussed workplace psychological safety (i.e. employee perceptions of being able to speak up or report errors without retaliation or ostracism – Edmondson, 1999). Two trained coders analysed the interview data using a grounded theory-based method. They excerpted passages that discussed job-related communication and summarized specific themes. Subsequent analyses compared frequencies of themes across workgroups defined as having psychologically safe vs unsafe climate based upon an independently administered employee survey.

Findings

Perceptions of work-related communication differed across clinical provider groups with high vs low psychological safety. The differences in frequencies of communication-related themes across the compared groups matched the expected pattern of problem-laden communication characterizing psychologically unsafe workplaces.

Originality/value

Previous research implied the existence of a connection between communication and psychological safety whereas this study offers substantive evidence of it. The paper summarized the differences in perceptions of communication in high vs low psychological safety environments drawing from qualitative data that reflected clinical providers’ direct experience on the job. The paper also illustrated the conclusions with multiple specific examples. The findings are informative to health care providers seeking to improve communication within care delivery teams.

Abstract

Purpose

Few of the established risk identification methods refer to low-severity yet high-frequency safety risks data that may lead to several safety risks being ignored, thus reducing the potential of learning from a considerable number of cases. The purpose of this study is to explore a new valid method based on preaccident safety supervision data to identify these minor construction safety risks during routine construction operations.

Design/methodology/approach

A total of 329 official construction safety supervision reports containing 5,159 safety problem records from Shanghai between 2016 and 2018 served as raw material for in-depth analysis. Given the characteristics of the data collected, text mining integrated with natural language processing was applied to review the supervision reports and group safety risks automatically.

Findings

This study clarifies the way in which the supervision data should be employed to analyze high-frequency–low-severity safety risks. From these data, seven unsafe-act-related and nine unsafe-condition-related risks are identified. Regarding unsafe-act-related risks, inappropriate human behaviors could usually occur in personnel management, contract management, expense management, material management and acceptance work. For unsafe-condition-related risks, hoisting, scaffolding and reinforcement works are the main generators of onsite safety hazards during construction operations.

Practical implications

The study includes implications for project managers and supervisors to facilitate more effective proactive risk management by paying more attention to collecting and employing the supervision data established in each routine inspection.

Originality/value

Whereas previous research focused on analyzing severe accidents, this study seeks to identify the high-frequency–low-severity construction safety risks using the preaccident supervision data. The findings could provide a new thought and research direction for construction safety risk management.

Purpose

The purpose of this study is to analyze the impact of ethics and technology towards safety of internet of things (IoT)-enabled system in smart cities of India (SCI).

Design/methodology/approach

The determinants that would impact on securing IoT-enabled system in SCI have been identified by the studies of literature. Some hypothesis has been formulated. A conceptual model has been developed. Hypotheses and conceptual models have been tested by a statistical approach through survey works considering the feedbacks of 331 usable respondents. The results have been discussed followed by explaining the implications of this study. A comprehensive conclusion has been provided at the end.

Findings

The validated results show that the trust factor has insignificant impacts on the system and technology use, as well as on the behavioural intention. The model provided could achieve 79% explanative power.

Practical implications

For ensuring safety and security of IoT-enabled devices in SCI, the ethical sense of the stakeholders of SCI has considerable impact on securing safety of IoT-enabled devices in SCI. The practitioner should, as such, be sincere to motivate the stakeholders to ameliorate the ethical sense of the stakeholders for securing safety of IoT-enabled devices in SCI.

Originality/value

A few studies in the areas of Indian smart cities, IoT and related ethical issues have been conducted. In that sense, this approach is deemed to be a novel attempt.

The purpose of this paper is to create a resilient supply chain (SC) plan to contain disruptions and risks in the overall operations of a business.

Design/methodology/approach

The study integrates resilience considerations in a business planning model that formulates resilience performance (RP) of SC functions in terms of flexibility, reliability, and similar system factors. It evaluates the RP of SC plans and determines their vulnerability considering required and planned resources. The model estimates the possible effects of disasters on vulnerable functions using a scenario-based analysis and plans containment options. It also includes decision options for deploying resources to achieve the expected levels of resilience by preventing potential vulnerabilities. The model takes optimum decision in a what-if approach by comparing performance of the existing business plan, with options for containing the vulnerabilities inherent in not considering potential risks when planning to fulfill market demand, and the performance of a resilient plan that includes decision options to prevent vulnerabilities where possible and mitigate them otherwise.

Findings

It is possible, for example, to evaluate RP of SC plans, identify vulnerable functions, and decide optimum option to create resilient business system.

Research limitations/implications

The present study takes a generic approach and creates bases to explore its application in any industry-based case.

Originality/value

The research introduces formulations for RPs and vulnerability indices that can be included in a planning model to create a resilient SC.

Abstract

Purpose

The purpose of this paper is to understand farmers’ moral hazard in safe farming in China and quantify the degree to which farmers’ moral hazard is prevented by incentive or constraint means or their combinations.

Design/methodology/approach

The logit model is used to analyze farmers’ moral hazard in safe farming and the effects of determinants by applying survey data of 560 vegetable and fruit farmers in China.

Findings

The result reveals that farmers’ moral hazard in safe farming is prevented by a combination of incentives and constraints. Among incentive factors, profits from safe agro-products are verified to affect farmers’ moral hazard negatively, whereas the effect of safe certification subsidy is not clear. In constraint factors, production environmental supervision (PESUPV) and agricultural input supervision (AISUPV) have significant effects in reducing farmers’ moral hazard, whereas the effects of production process supervision and market access supervision are not clear. Further, the incentives from higher profits of safe agro-products play a greater role in the prevention of farmers’ moral hazard than the constraints from PESUPV and AISUPV. The results indicate that farmers’ moral hazard in safe farming is more likely to be prevented by incentives compared with constraints.

Research limitations/implications

The study has some limitations that should be taken into account in future research. First, food safety incidents happen frequently in China, which caused widespread social concern. These affairs may spark a rethink for farmers about how to produce safe agro-products. From this prospective, farmers’ moral hazard in safe farming may be prevented by their social responsibility. However, the survey did not show it. This may be related to the beginning stage of safe farming in China. With the development of safe farming, the effect of social responsibility on the prevention of farmers’ moral hazard would constitute an interesting extension of the work. Second, the study focusses on farmers’ production of safe vegetables and fruits in three areas of China. Covering more activities and areas is likely to commit fruitful results.

Originality/value

Based on the theoretical analysis of farmers’ moral hazard in safe farming through using a principal-agent model, the paper proposes hypotheses of incentives and constraints affecting farmers’ moral hazard in safe farming and verifies them through logit model with the survey data from 15 counties (or cities) in Jiangsu, Jiangxi and Sichuan Provinces of China. The result provides some evidences that farmers’ moral hazard in safe farming is simultaneously affected by a combination of incentives and constraints and may be taken as proofs for China's policy-making and focusses implementation in preventing farmers’ moral hazard in safe farming.

Abstract

Purpose

Recently there has been considerable technological change in the way in which safety‐related control may be engineered. A series of standards based upon IEC 61508 are under development. This paper discusses these changes and highlights their relevancy to machine safety.

Design/methodology/approach

An overview of technological change is given; from safety relays, to programmable safety controllers, safety‐related networks and the trend to combine safety and control functions in controllers and networks. Topics to consider when choosing between technologies are put forward, followed by a review of standards that incorporate functional safety.

Findings

The development of safety‐related standards, such as IEC 61508 provides general guidance on the design of safety‐related systems across a wide range of industries, with specific machinery implementation of the same principles in IEC 62061. There is overlap between IEC 62061 and ISO 13849‐1. The same functional safety principles are also implemented in IEC 61800‐5‐2 for adjustable power drive systems. IEC 61784‐3 embodies the functional safety concept in specific network technologies. Significant opportunities arise from the combination of technology and standards development to facilitate design, engineering and cost improvements.

Practical implications

Confusion is apparent in the application of emerging safety standards, coupled with dramatic changes in the approach to safety engineering. Areas of overlap between developing standards are highlighted, along with draft amendments intended to reduce potential conflict and perplexity. Incorporating functional safety into automation and industrial networking technologies enables engineers to produce innovative solutions that can lead to further improvements in machine safety, functionality, productivity and afford design, commissioning and maintenance benefits. Similar benefits are unlikely to be achievable with traditional safety technologies.

Originality/value

Areas of overlap between developing standards are highlighted, with amendments intended to reduce confusion in the intended audience. This paper seeks to raise awareness in the methods and benefits of incorporating functional safety into automation and industrial networking technologies.

Purpose

Globally, safety in healthcare services has become an important focus. The Sultan Qaboos University Hospital (SQUH), located in the Sultanate of Oman in the Arabian Gulf, has begun to take active steps in delivering safer healthcare services while moving towards healthcare excellence. The purpose of this paper is to show the importance of prioritizing hospital‐wide safety and discuss how it has become essentially linked to the multi‐faceted dimension of quality through acceptability, efficiency accessibility and continuity in SQUH.

Design/methodology/approach

In an effort to shift all cultural elements of SQUH staff, system and activities towards addressing the goal of safety, SQUH has brought on a safety culture by holistic and systemic approach to quality improvement. Illustrated herein is the journey of how the hospital is addressing and measuring the goal of safety as an organizational priority through values, beliefs, goals, policies and operations.

Findings

The progressive steps that SQUH initiated since 2008 which measure, assess and ultimately change the perception of safety in the hospital are described. Specific recommendations include addressing safety culture elements of communicated values and objectives and measuring them, raising the awareness and training barriers, adopting safety goals specific to hospital environment, and centralizing a monitoring system to track input, progress and closure of safety mechanisms and activities.

Originality/value

The paper presents a model for improving safety in healthcare services through the initiatives of a university hospital, implementing a measureable phase approach over a two‐year period for addressing the goal of safety.

Abstract

Purpose

The purpose of this study is to identify, analyse and model the post-processing barriers of 3D-printed medical models (3DPMM) printed by fused deposition modelling to overcome these barriers for improved operational efficiency in the Indian context.

Design/methodology/approach

The methodology used interpretive structural modelling (ISM), cross-impact matrix multiplication applied to classification (MICMAC) analysis and decision-making trial and evaluation laboratory (DEMATEL) to understand the hierarchical and contextual relations among the barriers of the post-processing.

Findings

A total of 11 post-processing barriers were identified in this study using ISM, literature review and experts’ input. The MICMAC analysis identified support material removal, surface finishing, cleaning, inspection and issues with quality consistency as significant driving barriers for post-processing. MICMAC also identified linkage barriers as well as dependent barriers. The ISM digraph model was developed using a final reachability matrix, which would help practitioners specifically tackle post-processing barriers. Further, the DEMATEL method allows practitioners to emphasize the causal effects of post-processing barriers and guides them in overcoming these barriers.

Research limitations/implications

There may have been a few post-processing barriers that were overlooked by the Indian experts, which might have been important for other country’s perspective.

Practical implications

The presented ISM model and DEMATEL provide directions for operation managers in planning operational strategies for overcoming post-processing issues in the medical 3D-printing industry. Also, managers may formulate operational strategies based on the driving and dependence power of post-processing barriers as well as the causal effects relationships of the barriers.

Originality/value

This study contributes to identifying, analyzing and modelling the post-processing barriers of 3DPMM through a combined ISM and DEMATEL methodology, which has not yet been reviewed. This study also contributes to decision makers developing suitable strategies to overcome the post-processing barriers for improved operational efficiency.

Purpose

The purpose of this paper is to validate a fuzzy risk graph model through a case study results carried out on a safety instrumented system (SIS).

Design/methodology/approach

The proposed model is based on an inference fuzzy system and deals with uncertainty data used as inputs of the conventional risk graph method. The coherence and redundancy of the developed fuzzy rules base are first verified in the case study. A new fuzzy model is suggested for a multi-criteria characterization of the avoidance possibility parameter. The fuzzy safety integrity level (SIL) is determined for two potential accident scenarios.

Findings

The applicability of the proposed fuzzy model on SIS shows the importance and pertinence of the proposed fuzzy model as decision-making tools in preventing industrial hazards while taking into consideration uncertain aspects of the data used on the conventional risk graph method. The obtained results show that the use of continuous fuzzy scales solves the problem of interpreting results and provides a more flexible structure to combine risk graph parameters. Therefore, a decision is taken on the basis of precise integrity level values and protective actions in the real world are suggested.

Originality/value

Fuzzy logic-based safety integrity assessment allows assessment of the SIL in a more realistic way by using the notion of the linguistic variable for representing information that is qualitative and imprecise and, therefore, ensures better decision making on risk prevention.

Purpose

The author explored the direct and indirect relationships between policing and citizen satisfaction, considering both the policing and neighborhood context at the regional level.

Design/methodology/approach

The author conducted regression and path analysis based on the combined data of 190 local governments from the Korean National Police Agency, the Korean Crime Victim Survey and Statistics Korea.

Findings

Patrol officers, a public safety budget, criminal arrests and perceived safety were positively associated with citizen satisfaction, whereas drinking rate was negatively associated with citizen satisfaction. The arrest rate partially mediated the relationship between the public safety budget and citizen satisfaction. In addition, the relationship between drinking rate and citizen satisfaction with police was partially mediated by perceived safety.

Practical implications

Police and local governments should enhance citizen satisfaction by improving poor indicators of policing and neighborhood context and by considering the dynamics between factors.

Originality/value

Studies analyzing the mediating effects on citizen satisfaction with police are still lacking.

Abstract

Purpose

The purpose of this paper is to explore the key requirements of the Food Safety Modernization Act (FSMA), recently passed by the US Congress to safeguard the nation's food supply, and to ascertain the role of quality professionals in the management of food safety and quality systems for food facilities.

Design/methodology/approach

Since genesis of the Act emanates mainly from the recent upsurge in food disease outbreaks in North America, key lessons learnt from the 2008 Listeriosis outbreak in Canada were reviewed. Thereafter, a case study of developing a food safety and quality management system for a “very low risk facility” – i.e. a third party warehouse – was considered. Finally, potential connections between the sections of the FSMA and roles of various quality practitioners were discussed.

Findings

Recent study at the third party logistics warehouse revealed developing and implementing pre‐requisite programs (PRPs), i.e. mainly operational and physical controls, had a positive impact on the food safety and quality management system (FSQMS). Hence, quality practitioners may focus on PRPs to enhance compliance to FSMA requirements.

Practical implications

Food production, processing, packaging and/or distribution companies that export their products to the USA, as well as enterprises requiring preventive controls to ensure food safety and quality, can greatly benefit from the services of quality practitioners. Other key inputs the practitioners provide to the FSQMS include costs reduction, value addition, defects prevention, process control, maintenance and improvement.

Originality/value

The paper closely studies quality practitioners’ perspectives towards meeting or even exceeding the new food safety regulatory expectations in food‐related institutions.

Purpose

This paper aims to provide an assessment of the growth in marketing contracts in the US pork industry as an efficient means to control pork quality and reduce transaction costs.

Design/methodology/approach

Information collected from pork quality and safety summits sponsored by the National Pork Producers Council in cooperation with the National Pork Board, published surveys of large packers related to contract use, and 15 contracts submitted by producers to the Iowa Attorney General's Office from 1996 to 2001 were examined. The theoretical framework used combines branches of the industrial organization literature.

Findings

The paper provides information documenting the growing importance of addressing pork quality problems in the 1990s and how marketing contracts between packers and producers can help address these problems. Recognizes their role in reducing transaction costs associated with carcass pricing programs, reducing pork quality measuring costs, providing quality control, and reducing costs of adapting to quality uncertainty.

Research limitations/implications

The list of contracts examined is a small collection of contracts voluntarily submitted by producers, and pertains to a specific geographic section of the USA. Thus, they may not be representative of the entire industry.

Practical implications

The paper provides background information on quality issues faced by the US pork industry and a framework for better understanding the potential role of marketing contracts in addressing these issues.

Originality/value

This paper provides rather unique institutional background information on important changes occurring in the US pork industry in the 1990s and the role of the growth in marketing contracts in addressing related pork quality issues over time. Given the proprietary nature of specific contract terms, a small sample of long‐term marketing contracts is analyzed to better understand contract design.

Abstract

Purpose

China's Government in 2015 announced its goal of stabilizing the use of fertilizers and pesticide by the year 2020. However, implementation of effective policies is not straightforward, while one may even argue that the policy goal is by far not ambitious enough. Hence, it is useful to look at experiences of other countries that have gone through a similar process. In this paper, the authors explicitly consider the case of European Union's (EU’s) policies aimed at greening agriculture. The choice for the EU is motivated by the fact that the EU is about 35 years ahead of China in implementing a policy agenda to counter the problems China is facing now.

Design/methodology/approach

In this paper, the authors focus on agricultural inputs, in particular fertilizer and pesticides, as well as land use and their impact on food safety, air and water quality, soil degradation, greenhouse gas (GHG) emissions and biodiversity. Policies related to those issues are discussed for both, China and the EU. Given that implementation and monitoring are critical for the success of policies, the authors also discuss how policies are implemented and monitored under different governance and institutional conditions.

From the EU experiences, positive and negative, three central lessons are drawn: (1) China should strive for cross compliance but in two steps. In the first step, arrangements for on-farm monitoring must be made, coupled with a pilot program of cross-compliance conditions for large farms in selected counties; in the second step, cross-compliance requirements must be introduced for all farmers, with additional funds for rural development in vulnerable areas. (2) Strong stakeholder commitment should be sought in the formulation as well as implementation of greening policies. (3) Monitoring of greening results should be harmonized and standardized across the country, with a limited number of indicators.

Originality/value

This paper contributes to the policy discussion by comparing the agricultural greening measures in the EU (which was some 35 years ago in the same situation as China now) with the measures taken in China so far.

Abstract

Purpose

This study proposes a straightforward set of performance measurements for industrialized nations. The aims of this paper are twofold. First, the paper explores the notion of ranking nations based on food safety performances, beyond benchmarking. The paper appraises how a global comparative analysis could contribute to best practices and continuance improvement in food safety. Second, this paper presents an experiment in which a group of regulators took part in a workshop held in Helsinki, Finland in the Fall 2011.

Design/methodology/approach

A session was held in October 2011 in Helsinki, and many countries were invited. A total of 17 countries were represented. The following countries were represented: Belgium, Canada, Denmark, Estonia, Finland, France, Germany, India, Ireland, Japan, Latvia, The Netherlands, New Zealand, Norway, Sweden, the UK and the USA. The session was designed to be informative, interactive and flexibly tailored to the delegates' needs and experience. It was also designed to raise awareness and understanding of benchmarking and supra-national ranking systems, what it is and how it can be applied using practical examples from healthcare and across other sectors.

Findings

The session also introduced the principles of process thinking and illustrated how process benchmarking can be a useful tool for continuance improvement. The session then built upon the theory presented in the introductory portion by focusing specifically on the essence of ranking indicators. In this session, delegates spent time familiarizing themselves with indicators provided by the University of Guelph, discussing how they might implement it within their individual nations and across the trust as a whole.

Practical implications

The collection of primary data was also debated at the session. Public trust, for example, could easily be an indicator which could be included. Measurement of public trust in food safety might be important for governments. It could provide them with information on the performance of the food safety systems from a consumers' perspective. To be an effective indicator of performance the measurement of public trust in food safety should be liable to change. Therefore, changes in performance of the food safety systems have to be reflected through the measurement of public trust in food safety.

Originality/value

The Helsinki session is believed to be the first international meeting in which benchmarking metrics were discussed in order to rank countries based on food safety risk practices. Ranking programs in food safety remain controversial. Most particularly, risk assessors and the public service remain skeptical about their effectiveness. The Helsinki meeting was not met to alleviate the skepticism around ranking systems, but it did allow many to better appreciate several perspectives from around the world.

Purpose

The purpose of this paper is to explore how the shrimp aquaculture export industry in Vietnam can achieve further development in the highly competitive global market particularly in the context of complying with food safety standards set by the markets.

Design/methodology/approach

This paper applies two conceptual approaches, local institutions and global value chains. The concept of global value chains helps this paper to understand what extent the external pressures are placed on the industry while the concept of local institutions effectively examines its responses to the external pressures. Applying this conceptual framework this paper examines an empirical case analysing secondary data and literature.

Findings

Market requirements on food safety are brought by global buyers through the global value chains governance structure to the local institutional function. It includes local buyer-supplier relationship within the industrial cluster, industrial policy and business institutions, although it is less likely to address the local backwards suppliers to improve the industrial capability of food safety standard compliance.

Research limitations/implications

This paper has a research limitation due to the prioritised research scope that critically examines potential pathway for further development of Vietnamese shrimp aquaculture export industry. Therefore, it needs further comparative in-depth analysis with more vertically organised industrial structure performed by the countries such as Thailand.

Originality/value

The originality of this paper is to critically examine the conceptual limitation of global value chains approach in the context of food safety standard compliance issue, which is likely to be originated in local backward suppliers by applying a complementary concept, local institutions.

Abstract

Purpose

This paper aims to address the safety concerns of path-planning algorithms in dynamic obstacle warehouse environments. It proposes a method that uses improved artificial potential fields (IAPF) as expert knowledge for an improved deep deterministic policy gradient (IDDPG) and designs a hierarchical strategy for robots through obstacle detection methods.

Design/methodology/approach

The IAPF algorithm is used as the expert experience of reinforcement learning (RL) to reduce the useless exploration in the early stage of RL training. A strategy-switching mechanism is introduced during training to adapt to various scenarios and overcome challenges related to sparse rewards. Sensor inputs, including light detection and ranging data, are integrated to detect obstacles around waypoints, guiding the robot toward the target point.

Findings

Simulation experiments demonstrate that the integrated use of IDDPG and the IAPF method significantly enhances the safety and training efficiency of path planning for mobile robots.

Originality/value

This method enhances safety by applying safety domain judgment rules to improve APF’s security and designing an obstacle detection method for better danger anticipation. It also boosts training efficiency through using IAPF as expert experience for DDPG and the classification storage and sampling design for the RL experience pool. Additionally, adjustments to the actor network’s update frequency expedite convergence.

Abstract

Purpose

Prefabricated building (PB) uses factory production and onsite assembly, which differs from traditional construction methods. This special construction approach may lead to dissimilar safety risks and challenges. Traditional safety assessment methods may not adequately and accurately assess the safety risks of PB construction. This paper aims to develop a new concept and methodology for targeted improvement in assessing PB safety risks.

Design/methodology/approach

Risk factors and indicators were established based on literature review and expert inputs. A structural equation model (SEM) was developed to investigate the relationships among three main risk categories: objects, workers and management. SEM analyzed the intricate associations between indicators and deepened understanding of safety risks. The model was tailored for China’s PB construction projects to enhance safety-risk management.

Findings

The cloud model evaluation validated the SEM model. A PB case study project tested and verified the model, evaluated its efficacy and quantified its safety performance and grade. We identified significant safety risk impacts across the three risk categories, safety-control level and specific areas that require improvement. The SEM model established a robust safety evaluation indicator system for comprehensive safety assessment of PB construction.

Practical implications

Practical recommendations provide valuable insights for decision-makers to enhance construction efficiency without compromising safety. This study contributed to the conceptual foundation and devised a novel method for evaluating safety performance in PB construction for safer and more efficient practices.

Originality/value

This study departed from the traditional method of calculating weights, opting instead for the SEM method to determine the weights of individual risk indicators. Additionally, we leveraged the cloud model to mitigate the influence of subjective factors in analyzing questionnaire survey responses. The feasibility and reliability of our proposed method were rigorously tested and verified by applying it to the PB case.

Food safety is a major public concern in The Netherlands following mishaps in the animal feed industry. These were associated with the handling of wastes. Financial gains to those responsible have been outweighed by economic losses. Other safety risks include the presence of infectious bacteria and viruses, mycotoxins, additives, substances derived from packaging and conversion products originating in food processing. Present risks and presumable trends in food safety are highlighted. Substantial improvement of food safety is possible. In part, such improvement is linked to environmental improvement, but there are also cases in which reductions in risk may increase the environmental burden of food supply. Improvement of food safety often entails increased costs. Major retailers and food producers apparently feel that consumers are willing to pay for substantially improved food safety. There are also health related financial benefits associated with reduced food risk.

Abstract

Purpose

This study aims to examine the relationship between concrescent conversation environment (CCE), psychological safety and team effectiveness. Although CCE has been known to influence team outcomes, little is known about how it influences them. Integrating the social constructionist and social psychology perspectives, this study argues that CCE ignites a climate of psychological safety resulting in “joint-action” necessary for positive team outcomes.

Design/methodology/approach

Survey data were collected from 301 team members from US firms operating in different industries. Data were analyzed using SmartPLS.

Findings

The study establishes CCE as an antecedent to psychological safety and demonstrates that psychological safety mediates the relationship between CCE and team effectiveness.

Research limitations/implications

This is one of the initial studies to show how verbal behaviors socially construct team dynamics in the shape of psychological safety to influence team outcomes. In doing so, the authors advance the theory pertaining to the role of social exchanges in team processes and outcomes.

Practical implications

The results provide insights on how managers can improve team outcomes by influencing the conversational environment of the team to elicit feelings of psychological safety. The results also suggest that managers must focus on relational outcomes as well, along with performance outcomes.

Originality/value

From a social constructionist perspective, team development is built upon the verbal behaviors of the members as they pursue tasks. However, the extant group dynamics literature undervalues conversations’ role in team processes and outcomes. This is the first study that examines the link between a team's conversational environment, psychological safety and team outcomes.

The purpose of this study is to investigate the potential of using computer vision and deep learning (DL) techniques for improving safety on construction sites. It provides an overview of the current state of research in the field of construction site safety (CSS) management using these technologies. Specifically, the study focuses on identifying hazards and monitoring the usage of personal protective equipment (PPE) on construction sites. The findings highlight the potential of computer vision and DL to enhance safety management in the construction industry.

Design/methodology/approach

The study involves a scientometric analysis of the current direction for using computer vision and DL for CSS management. The analysis reviews relevant studies, their methods, results and limitations, providing insights into the state of research in this area.

Findings

The study finds that computer vision and DL techniques can be effective for enhancing safety management in the construction industry. The potential of these technologies is specifically highlighted for identifying hazards and monitoring PPE usage on construction sites. Abstract

Purpose

The purpose of this study is to explore how integration teams can build trusting relationships in component teams to enhance their leadership capability within multiteam systems to achieve common superordinate goals. The study investigates how an integration team diagnoses contextual dynamics to enhance understanding of goals in component teams and spans boundaries to create trusting relationships.

Design/methodology/approach

The proposed model was tested by surveying 396 respondents nested within component teams working within five South African manufacturing companies. Structural Equation Modeling was used to analyse the data.

Findings

The study reveals that by diagnosing the contextual dynamics within a multiteam system and through boundary spanning, an integration team builds trusting relationships, which will, ultimately, enable teams to achieve common superordinate goals.

Practical implications

This study offers organisations insights into how multiple component teams of different functional disciplines can work effectively towards achieving an overall or common superordinate goal. It offers insights on how to mitigate misalignment challenges by implementing an integration team within the multiteam system context.

Originality/value

Research participants were employees within a manufacturing context, which sets this study apart from many previous ones conducted in a simulated environment within a military context. The study investigates building trusting relationships among multiple component teams within a multiteam system through the implementation of an integration team, which has not been specifically addressed in previous studies.

Abstract

Purpose

To investigate the factors affecting innovation in Six Sigma improvement teams. Based on Activation Theory, this study explores the possibility of an inverted U-shaped association between psychological safety and innovation and examines how intrinsic motivation moderates this relationship.

Design/methodology/approach

Moderated regression analysis is carried out to test the curvilinear relationship, using data collected from 324 members of 102 Six Sigma improvement teams from two European manufacturing firms.

Findings

The findings demonstrate that the beneficial effect of psychological safety reaches an inflection point, after which its relations with innovation cease to be linear and positive; this gives the relationship a curvilinear pattern (inverted U-shaped). Further, intrinsic motivation has a supportive effect in enhancing the beneficial impact of psychological safety on innovation, and in shifting the inflection points to a higher level; this demonstrates their synergetic influence on innovation.

Originality/value

The impact of psychological safety on innovation is examined from the new perspective of a curvilinear relationship. This is one of the first studies to investigate the combined effects of individual (intrinsic motivation) and team-level antecedents (psychological safety) on innovation in Six Sigma teams. The study provides insights into how Six Sigma enhances innovation and offers some valid inputs to the current academic debate on this topic.

The objective of this paper is to propose a new data envelopment analysis (DEA) model for assessing sustainability of suppliers with partial impacts between inputs, desirable outputs and undesirable outputs.

Design/methodology/approach

This paper examines partial impacts of inputs on desirable and undesirable outputs and applies weak disposability assumption to propose a novel DEA model to determine the sustainability of suppliers.

Findings

This paper shows the type of resource sharing in DEA models and takes into account sustainable development and sustainability assessment concepts for sustainable supplier selection problem and develops a DEA model for selecting the most sustainable suppliers with partial sharing of resources. To select the most sustainable suppliers, this model helps managers to consider aggregate efficiency, overall efficiency and bundle efficiency. The paper introduces the supplier which is efficient at all levels as the most sustainable supplier.

Originality/value

For the first time, this paper suggests a new DEA model by partial impact between inputs and good outputs/bad outputs for selecting sustainable supplier and deals with the situations in which each supplier has several subunits. The new model calculates aggregate efficiency, overall efficiency and subunit efficiency of supplier. paper introduces the supplier which is efficient in all levels including aggregate efficiency, overall efficiency and subunit efficiency as the best supplier.

Abstract

Purpose

Health and safety training via immersive virtual reality (VR) in the construction sector is still limited to few early adopters despite the benefits it could provide in terms of training effectiveness. To foster its adoption, in this work, the authors address the lack of an organized asset of digital contents dedicated to the production of VR site scenarios that emerged as one of the most limiting factors for the implementation of building information modeling (BIM) and VR for construction workers’ safety training. To improve this critically time-consuming process, a dedicated site object library is proposed.

Design/methodology/approach

The development of the site object library for the production of BIM-based VR safety training experiences followed a four-step process: definition of the object list and categories from the analysis of heterogeneous knowledge sources – construction sectors’ regulations, case studies and site scenarios’ imagery; definition of the object requirements (e.g. information, graphics, sounds, animations and more); design of an object information sheet as a library implementation support tool; and library implementation and validation via collaborative VR sessions.

Findings

This work provides the definition of a structured library of construction site objects dedicated to the production of VR scenarios for safety training comprising 168 items, implemented and validated.

Originality/value

The research contributes to facilitate and standardize the time-consuming contents’ production and modeling process of site scenarios for VR safety training, addressing the lack of a dedicated site object library. Furthermore, the novel library framework could serve as a base for future extensions dedicated to other applications of VR site simulations (e.g. constructability analysis).

Abstract

Purpose

A walking assistant robot can help elderly people walk around independently, which could improve the life quality of the elderly and benefit our aging society. Ensuring the elderly person's walking comfort with such a robot is very important. At present, the majority of walking assistant robot research does not focus on this field. The purpose of this paper is to examine the requirements of comfortable walking and outline the design of a motion control algorithm for a walking assistant robot, Walkmate III, based on comfort.

Design/methodology/approach

During walking, the walking assistant robot should be able to capture the intent of user, guide the user and move at the same pace as the user. Usually, force or haptic interface is used to detect the user's walking intention. The motion control system then transforms the forces applied by the user into the robot's motion. By surveying the elderly people at a nursing home, the authors find that this transformation is important to the walking comfortableness and should be carefully designed. In this paper, the model of walking assisting process with such kind of walking assistant robot is derived at first. Based on this model, a new motion control algorithm is then designed.

Findings

The elderly hoped that, in all topographic conditions, only small forces were needed to drive the walker during walking. Also, good maneuverability was also very important for a walker, to offer the user comfort, which meant the walking assistant robot should be able to respond to the input forces quickly and precisely. Currently widely‐used motion control algorithms cannot satisfy all those requirements. In this paper, a new motion control algorithm is proposed, which can get a fast and precise response to the input forces and the input forces needed to drive the robot are kept at a preferred small level, so that the user will not feel tired during walking. Furthermore, by modifying, force feedback can be realized to improve the comfortableness of walking.

Practical implications

The availability of walking assistant robot with improved walking comfortableness might encourage a wider adoption of robotics in our daily life. It could also benefit our aging society by improving the life quality of the elderly and reducing the pressure deriving from nursing labor shortages.

Originality/value

This paper is of value to engineers and researchers developing walking assistant robots for the elderly people.

Abstract

Purpose

Most manufacturing plants choose the easy way of completely separating human operators from robots to prevent accidents, but as a result, it dramatically affects the overall quality and speed that is expected from human–robot collaboration. It is not an easy task to ensure human safety when he/she has entered a robot’s workspace, and the unstructured nature of those working environments makes it even harder. The purpose of this paper is to propose a real-time robot collision avoidance method to alleviate this problem.

Design/methodology/approach

In this paper, a model is trained to learn the direct control commands from the raw depth images through self-supervised reinforcement learning algorithm. To reduce the effect of sample inefficiency and safety during initial training, a virtual reality platform is used to simulate a natural working environment and generate obstacle avoidance data for training. To ensure a smooth transfer to a real robot, the automatic domain randomization technique is used to generate randomly distributed environmental parameters through the obstacle avoidance simulation of virtual robots in the virtual environment, contributing to better performance in the natural environment.

Findings

The method has been tested in both simulations with a real UR3 robot for several practical applications. The results of this paper indicate that the proposed approach can effectively make the robot safety-aware and learn how to divert its trajectory to avoid accidents with humans within the workspace.

Research limitations/implications

Purpose

The purpose of this paper is to present an econometric model to empirically analyze the influence of production patterns and transaction style on raw milk quality. More specifically, the paper examines the effects of these institutions on both nutrition and safety aspects of raw milk quality.

Design/methodology/approach

Using data collected from 396 households in Inner Mongolia, this paper adopts a multiple linear regression model (OLS/FGLS) and a zero-inflated Poisson regression model to test two hypotheses proposed according to theory and descriptive analysis.

Findings

The empirical results indicate that both production pattern and transaction style significantly affect raw milk quality. Production pattern has a more significant effect on raw milk nutrition, while transaction style has a more significant effect on raw milk safety.

Research limitations/implications

Current government policies focus on reducing household production and regulating private milk collection stations. From a comprehensive quality perspective, these policies are not effective in that they cannot guarantee raw milk safety and have little effect on improving raw milk nutrition. Alternatively, promoting dairy farmers' specialized cooperatives may be a more effective policy measure.

Originality/value

In contrast to other studies, this paper adopts a comprehensive quality perspective that examines both nutritional and safety characteristics rather than focusing on any single quality indicator, separately analyzing the factors influencing raw milk nutrition and raw milk safety. Therefore, the conclusion of this paper provides a new perspective in addressing the current raw milk quality problems facing China's dairy industry.

Abstract

Purpose

The purpose of this paper is to synthesize lessons from the agricultural value chain models and their associated financing mechanisms in China and India as to provide policy recommendations on how best to facilitate development of efficient and inclusive value chains.

Design/methodology/approach

The paper builds on a review of the existing literature on agricultural value chains and their financing mechanisms, and draws lessons from it for strengthening interface between product and financial markets in order to enable smallholders capture benefits of the value addition.

Findings

From the comparative review of value chain financing mechanisms and current policy contexts the authors find dominance of internal financing of value chains (in terms of provision of inputs, technology and services) in both the countries. Value chain finance from commercial banks and other financial institutions is limited and mainly through tripartite agreements among the financing institutions, lead firms and farmers.

Practical implications

The lessons drawn from various value chain models and their financing mechanisms provide feedback to financial institutions and policymakers to take measures to strengthen value chain finance in smallholder agriculture.

Originality/value

The paper undertakes a rigorous review of the existing value chain models and their financing mechanisms in light of the most recent research on emerging innovations and development strategies, in order to glean key lessons for policy recommendations on strengthening linkages between financial and product markets.

Abstract

Purpose

This paper aims to show the current situation and additional requirements for the aircraft automation systems based on the lessons learned from the two 737 MAX crashes.

Design/methodology/approach

In this study, the Swiss cheese model was used to find the real root causes of the 737 MAX accidents. Then, the results have been compared with the actions taken by the manufacturers and authorities. Based on the comparison, the necessary improvements to prevent such accidents are defined. Regarding the faulty sensor that forms the accidents, a synthetic sensor was developed using an aerodynamic model.

Findings

It has been proven that the safety-critical automation systems should not be designed by relying on a single set of sensor data. Automation levels should be defined in a standard way. Depending on the defined automation level, the system must be designed as either fail-safe or fail-operational system. When designing backup systems, it should be decided by looking at not only whether it has power but also the accuracy of the incoming signals.

Practical implications

Aviation certification requirements related to automation systems need to be revised and improved. With this context, it was revealed that the certification processes for automation systems should be re-evaluated and updated by aviation authorities, especially Federal Aviation Administration and European Union Aviation Safety Agency.

Originality/value

Task sharing between automation system and pilot based on the classification of automation levels and determining certification requirements accordingly has been brought to the agenda. A synthetic Angle of Attack sensor was developed by using an aerodynamic model for fault detection and diagnosis.

Abstract

In this paper we introduce a simulative model, designed and developed to optimally manage an integrated finished goods inventory system, and suitable for adoption in a wide range of make to stock manufacturing firms. The goal of the model is to manage optimally finished goods inventory levels, in order to minimize costs deriving from holding inventory and from adjustment to the master production schedule (MPS) to prevent stock‐outs. A trade off is sought between these costs components. The input variables of the model are: safety stock levels, assessed through coefficients k1, k2 and k3, and the stochastic distribution functions of products demand. The model performances are assessed considering the annual total cost for the inventory management. The model is then tested by a numerical application. The case considered refers to a major firm operating in the zootechnical feeds production industry.
