Abstract
Purpose
In Bangladesh (BD), delays in infrastructure are common. Many previous studies have explored the causes of infrastructure delays. However, this study investigated the causes of delays by taking responses from the stakeholders who are responsible for planning, design, funding, approval and implementation. There are few studies that have related infrastructure project delays to heterogeneity in stakeholders’ perceptions.
Design/methodology/approach
A structural equation (SE) model is developed with 350 normally distributed data points to understand the heterogeneity in stakeholders’ perceptions regarding delays in infrastructure projects in BD. Additionally, the relative importance index (RII) approach is used to assess the responses, validating the SE model.
Findings
The study finds that among the three latent variables, “Project itself related delay” has more influence on delays in infrastructure projects. Among the observed variables under the “project itself related delay” latent variable, “DPP approval process” has the most significance. From the heterogeneity analysis, the study found differences in responses among the stakeholders from “the Engineering Department,” “the Planning Office” and “the Construction Firm/Industry.” An important class of stakeholders believes that their stage is not being delayed and that other stages require attention.
Research limitations/implications
The data sample is 350. More data can improve the accuracy of the findings. Most of the respondents are civil engineers (74%) and represent the owner of the project. Sample data from more stakeholders’ will enhance the accuracy of the result.
Practical implications
This study addresses the requirements of Bangladeshi project stakeholders and how their interactions cause delays in projects. Furthermore, the opinions of other stakeholders are taken into consideration when determining the specific factors of individual stakeholders that are causing delays. Practically, the distance between stakeholders should be reduced. A project manager can play a role in this regard. Initiatives should be taken on how to complete the project quickly by eliminating the requirements discussed among the stakeholders and bureaucratic complications. Instead of placing blame on one another, stakeholders should take the initiative to figure out how to work together to finish the project on schedule. The Planning Commission’s approval of the Development Project Proposal (DPP) and Revised Development Project Proposal (RDPP) should be obtained as soon as possible by owner stakeholders. In order to avoid frequently changing the DPP, owners should also exercise greater caution when choosing contractors. Contractor stakeholders should use efficient and proper manpower and equipment so that unexpected delays are not created during the execution of work. Since the role of the contractor stakeholder is the most important among the three types of stakeholders, the contractor should raise awareness and urge the owners to get the RDPP approved quickly.
Originality/value
The findings from the study can help mitigate delays in infrastructure projects in BD, taking into account the perceptions of various stakeholders.

Abstract
Purpose
The design documents are products of a process that aims to provide sufficient details to enable the contractor to efficiently implement the project at a realistic cost. Accordingly, it is expected that these design documents must be of high quality to engender the attainment of the desired project objectives. The purpose of this study is to analyze the factors that affect the quality of design documentation in construction projects in the context of a developing country.
Design/methodology/approach
This study used a descriptive research design involving professionals from firms offering services in areas of design and documentation, mainly architectural, quantity surveying and engineering. A total of 80 out of 84 questionnaires were received and analyzed using IBM SPSS Statistics Version 25, and a factor analysis approach was used to categorize the factors into smaller five groups.
Findings
The factors were subsequently categorized according to size, time, staff, quality and training-related factors. Collectively, large size of the project, inadequate supervision of junior design staff, low professional fees, procurement process and system, failure to adopt quality management systems and allocation or assigning of staff to more than one project at the same time have high influence (component loading of 700) in respective groups.
Research limitations/implications
The reliance on data to analyze the factors of design documents in construction projects in developing economies context, using a Tanzanian exemplar, is considered a limitation. Developing countries with similar economic characteristics, procurement systems and cultural setup could benefit from the results of this study.
Practical implications
The study of factors affecting quality of design and documents in construction projects serves as a guide for built environment firms in Tanzania in conducting effective business and ensuring quality design documents, hence improved project performance. Understanding the nature of relationship between the design and construction teams as well as the impact of design documents on project performance is of great importance for the design teams of future projects and other decision-makers to pay attention when preparing design and related documents, especially during design stage of construction projects in developing countries.
Originality/value
The study contributes the knowledge by providing useful insights on the subject through a categorization of the factors affecting the quality of design documentation and exploring the nature of relationship between the design and construction teams in construction projects within a previously unexplored Tanzanian context focusing on a traditional procurement system for future improvement of project delivery, hence project success.

Abstract
Purpose
This paper aims to investigate the relationship between tourism efficiency at the city level and the quality of life (QOL) of residents. It focuses on assessing whether more efficient tourism cities in China, from an economic standpoint, also offer a higher quality of life for their residents.
Design/methodology/approach
A sample of 40 Chinese cities from 2010 to 2019 is analyzed. The study first employs Data Envelopment Analysis to construct a production technology and estimate the technical tourism efficiency of each city. Subsequently, a nonparametric statistical test of independence is applied yearly to explore potential relationships between the cities’ tourism efficiency rankings and their residents’ QOL. This latter is measured by constructing an index for each city following the OECD framework.
Findings
The findings of the study are mixed, revealing no clear relationship between tourism efficiency and residents’ quality of life within the analyzed period. This suggests a complex interplay between economic efficiency in tourism and the broader social and environmental factors contributing to QOL.
Originality/value
This study enhances the literature on tourism efficiency by investigating the relationship between tourism efficiency and QOL, an aspect frequently overlooked in efficiency evaluations. Our approach offers a comprehensive understanding of the interplay between economic performance in the tourism sector and the social well-being of city populations. To the best of the authors’ knowledge, this is the first instance where such a relationship has been explored at the city level within the Chinese context.

Abstract
Purpose
The COVID-19 pandemic has induced tourism destinations to reconsider organisational aspects related to health safety measures, as perceptions of health safety may have become particularly important for tourists. Using data from summer 2020, the period immediately after the outbreak of the pandemic, we investigate the factors that affected tourist perceptions of health safety.
Design/methodology/approach
Data come from a survey of tourist-card holders in Trentino, an Italian mountain destination. Through regressions, we assess the conditional correlation between health safety measure evaluations following a holiday and a set of covariates related to the features of the tourist area and the tourists themselves, as well as COVID-19 incidence in their province of residence in the months before the holiday.
Findings
Tourist-related features seem not to impact on perceived health safety, whereas some destination- and accommodation-related elements do. In particular, the number of tourist beds affects it negatively, and staying at a hotel does it in a positive way. COVID-19 incidence in one’s home province does not affect perceptions of health safety measures, which suggests a possible sample selection effect and/or the need for more fine-grained data.
Originality/value
This paper is one of the few on the immediate effects of the COVID-19 pandemic using data from a large sample of actual tourists. Our findings point out the importance of the intrinsic features of some places and accommodation in influencing perceptions of safety. We discuss implications for scholars and destination managers.

Abstract
Purpose
This study analyzes how digital technologies collaboration, and technological capabilities affect tourism products' advantage and supply chain resilience via virtual integration and customer service capabilities.
Design/methodology/approach
To achieve the goals of this study, a digital transformation model was formulated based on the real option theory (ROT) and digital competencies perspective. Data were collected from travel agencies in Taiwan. This study uses the partial least square structural equation modeling (PLS-SEM) technique to analyze the research model, and 384 samples were collected from travel agencies for analysis.
Findings
The research results point out that digital technology collaboration and technical capabilities affect virtual integration and customer service capabilities; customer service capabilities should also be regarded as key influencing variables to improve tourism product advantages and supply chain flexibility.
Originality/value
This study shares a unique perspective on the digital transformation model, which includes antecedents, mediators and moderators, to construct the critical effects for analyzing the tourism products' advantage and supply chain resilience.

Purpose
The Saudi 2030 Housing Program Vision aims to increase the population of Riyadh City, the capital of the Kingdom of Saudi Arabia, to between 15 and 20 million people. This paper aims to predict the demand for residential units in Riyadh City by 2030 in line with this vision.
Design/methodology/approach
This paper adopts a statistical modeling approach to estimate the residential demands for Riyadh City. Several population growth models, including the nonlinear quadratic polynomial spline regression model, the sigmoidal logistic power model and the exponential model, are tested and applied to Riyadh to estimate the expected population in 2030. The growth model closest to the Kingdom’s goal of reaching between 15 and 20 million people in 2030 is selected, and the paper predicts the required number of residential units for the population obtained from the selected model. Desktop database research is conducted to obtain the data required for the modeling and analytical stage.
Findings
The exponential model predicts a population of 16,476,470 in Riyadh City by 2030, and as a result, 2,636,235 household units are needed. This number of housing units required in Riyadh City exceeds the available residential units by almost 1,370,000, representing 108% of the available residential units in Riyadh in 2020.
Originality/value
This study provides valuable insights into the demand for residential units in Riyadh City by 2030 in line with the Saudi 2030 Housing Program Vision, filling the gap in prior research. The findings suggest that significant efforts are required to meet the housing demand in Riyadh City by 2030, and policymakers and stakeholders need to take appropriate measures to address this issue.

Abstract
Purpose
This study aims to examine the effects of natural, cultural and urban resources on the city's tourism competitiveness from the residents' perspective and identifies the factors that city managers should prioritize.
Design/methodology/approach
The authors used multiple methods. The partial least squares structural equation modeling tested our theoretical assumption and the importance–performance map analysis provided an extra interpretation of the results to make them tangible to city managers. Data collection was done with residents of Viseu, Portugal.
Findings
The findings indicated that tourism competitiveness from the residents' perspective depends on the leisure activities they can enjoy as much as tourists, as the limits between tourism activities and everyday life are tenuous. The quality of leisure is part of residents' well-being; however, the results suggested that tourism development fails to engage residents in the destination's leisure offer. The cultural heritage is not attractive to them because it is part of their day-by-day living area or they need to enjoy the cultural offer. To accommodate residents' demands, destination managers need to improve the offer of outdoor activities and urban leisure opportunities.
Research limitations/implications
The main limitations were the sample size and the data collection after a pandemic context, that is, in a period of economic crisis that reduced leisure consumption. The implications point out variables to managers prioritize to improve place management and rethink tourism competitiveness based on a citizen-centered view. It is also a way to understand residents as staycationers.
Practical implications
Our research contributed to urban and city research literature with meaningful findings that can help city managers improve the positive impacts of tourism on residents and enhance the integration of tourism and urban daily life.
Social implications
The authors suggested strategies for integrating residents into cultural activities.
Originality/value
Theoretically, this study is set up in the frontier of rethinking and promoting society-centric tourism development. The research contributed to urban and city research literature with meaningful findings that can help city managers improve the positive impacts of tourism on residents and enhance the integration of tourism and urban daily life. Purpose
Contemporary changes have occurred in country-level policies and tourists’ intentions in recent years. The role of maintaining a country’s image is trendy in crisis control but has not yet been discussed in domestic tourism research. Extending the Stimulus Organism Response model, this study aims to focus on “trustable WOM creation” in China. In addition, it aimed to discover how behavioral changes encourage domestic tourism intention (DTI).
Design/methodology/approach
This study explored the mediating role of DTI and the moderating role of maintenance of country image (MCI) for trustable word of mouth (WOM) creation. Using the snowball sampling technique, a structural equation modeling analysis (Smart PLS-4) was employed to analyze the data of 487 Chinese tourists.
Findings
Findings confirm that behavioral changes positively encourage domestic tourism and discourage international tourism, with significant negative moderation by MCI. MCI has an insignificant positive moderating effect between government-media trust and DTI. Furthermore, DTI positively and directly affects the creation of trustable WOM. In addition, it had a 20% mediation effect (VAF%) between behavioral changes and WOM creation, higher than the rejected mediation effect (12%), in the causal relationship between government-media trust and WOM creation.
Practical implications
WOM creation varies from different behavioral changes, but findings suggest that government-media trust and DTI influenced it significantly. Based on the study findings, the government and media can enhance domestic tourism by maintaining the country’s image. These findings both encourage and control the recovery of tourism.
Originality/value
This study provides a theoretical explanation for tourists' behavioral changes during the pandemic. Moreover, it shows that despite avoiding international tourism due to behavioral changes and government-media trust, MCI moderation with the mediation effect of DTI can create trustable WOM. To the best of the authors’ knowledge, this is the first study to theoretically promote tourism through DTI-induced psychology as a mediator and an organism affect prevailing among Chinese tourists.

Abstract
Purpose
There is little knowledge to date regarding the influence of the COVID-19 health crisis on tourists' intention to travel differently in the future. This paper addresses this and explores its determinants. The objective of the present study is to determine to what extent the Spanish tourists affected by COVID-19 may change the way they travel in the future, according to the perceived risk of travel in a pandemic context.
Design/methodology/approach
Between May and June 2020, the authors conducted a survey with a sample population of Spanish tourists who were resident in Spain during the COVID-19 pandemic, for the purposes of studying the role of attitudes and risk in the intention to change the way they want to travel in the future. Cluster analysis and one-way ANOVA were conducted to assess differences among the respondents. Finally, some models were built using the linear regression technique in order to evaluate the role of attitudes in the tourists' adaptive response to the perceived risk of travel.
Findings
Results confirm the formation of a new way of life influencing tourists' intentions to travel more sustainably. Accordingly, tourists with a previous environmental attitude are less interested in visiting mass tourism beach destinations in the future. However, changes in the way some tourists travel can also be read as an adaptive and temporary response to the perceived risk of contracting the disease, and do not point to a reduction of the vital importance of tourism in their lives.
Research limitations/implications
The exploratory nature of the study and the lack of similar international analyses does not allow the authors to contrast its results at a global level, though it offers a starting point for future research in other countries. There are also methodological limitations, since the field work was carried out between the first and second waves of the disease, at a time when the pandemic was in remission, possibly affecting the orientation of some responses, given the desire to recover normalcy and “normal” travel, and this may have influenced the priority given to tourism.
Social implications
This study gives new insights into the debate on the social transformation of the collective consciousness. Despite some signs of change, part of the Spanish tourists are still anchored in traditional tourism practices embedded in cultural factors, which can hinder sustainability in the Spanish tourism industry. The experience of the COVID-19 crisis has not been sufficient to change the declared travel habits of Spanish tourists. Therefore, progress towards the definition of a new tourism system that implies the effective transformation of demand will require applying policies and promoting institutional innovation and education to create paths that facilitate transformative experiences.
Originality/value
The study is focused on the analysis of the relationship between attitudes and risk perception, including novel elements that enrich the academic debate on social progress in the transformation of tourism and the possibilities of promoting a reset from the demand side. Moreover, it incorporates, for the first time, the COVID-19 as it was experienced as an explanatory variable to analyse the changing travel attitudes in a post-COVID-19 era. The analysis of the psychosocial mechanisms of risk offers a good opportunity for a better assessment of post-pandemic demand risk perception. Finally, the study offers empirical evidence on how Spanish tourists are reimagining their next and future holidays, which can be highly valuable for destination managers.

Abstract
Purpose
Project bundling is an innovative practice that groups or bundles several infrastructure projects into a single contract. While project bundling has various benefits, agencies are facing some challenges when bundling their projects, including properly assessing the feasibility (or infeasibility) of project delivery methods (PDMs) of interest. More specifically, project owners face the challenge of properly selecting between traditional and alternative PDMs for their bundled projects. Although some research efforts were devoted to providing guidelines in relation to different aspects related to project bundling, no previous study was conducted to help project owners performing PDMs-related feasibility analysis for bundled projects, which differ from normal, singly delivered projects. To fill this knowledge gap, this paper develops a decision-support tool that assists agencies in deciding whether they should select a traditional or alternative PDM (i.e. whether to go with the Design-Bid-Build (DBB) PDM or not) for their bundled projects.
Design/methodology/approach
An analytical methodology comprised of four main steps was followed in this paper. First, an expert survey was developed and distributed to industry experts to quantify the importance of 25 project bundling objectives. Second, principal component analysis was used to determine the weights for the different project bundling objectives. Third, a series of statistical tests was implemented to identify different feasibility tiers. Fourth, a user-friendly decision-support tool was developed, and its capabilities were demonstrated.
Findings
The results showed that six tiers exist to classify the feasibility (or infeasibility) of traditional PDMs (i.e. the DBB method) for bundled projects. The research outcomes have also reflected that the following five project bundling objectives contribute the most to making traditional PDMs (i.e. the DBB method) more feasible for bundled projects: (1) Having well-defined design features; (2) Requiring prior knowledge or experience with similar project size and scope; (3) Completing the overall project on schedule; (4) Keeping rate of expenditures within cash flow plan; and (5) Acquiring specific legislative, regulatory and jurisdictional requirements early on.
Originality/value
This research adds to the body of knowledge by equipping agencies and project owners with a decision-support system that helps them identify whether traditional or alternative PDMs are more appropriate for the specific objectives of their bundling program(s). By making the right PDM decision, project owners can enhance their bundling practices (especially in relation to the PDM proper selection) and ultimately the performance of their bundled projects.
