Those parties who do become caught up in the sanctions and are blacklisted face a daunting situation. Their property and accounts are often blocked, and dealings with US parties, and frequently their overseas affiliates as well, are essentially cut off with little or no warning by virtue of decisions made by a relatively small and obscure office within the Treasury Department. US as well as foreign parties can be blacklisted, and these restrictions can even extend to a firm's employees. The practical consequence of being touched by one of the Office of Foreign Assets Controls (OFAC) economic sanctions programmes may be the economic equivalent of capital punishment. By virtue of the restrictions, the blacklisted business may cease to exist as a viable entity.

Abstract
The proliferation of sanctions programmes over time, each with its own set of regulations and its own peculiar blacklist, makes it more difficult for OFAC to administer the controls in a smooth, consistent and efficient manner. Additionally, unlike other agencies involved in international trade — such as the Commerce Department's BXA, or the State Department's DTC — OFAC has been slow to develop a cooperative relationship with those who must comply with its regulations. While OFAC's singular focus on economic and financial sanctions has enabled it to avoid some of the problems the Commerce Department sometimes experiences as a result of its dual missions of both promoting and controlling trade, it has also fostered a more adversarial relationship with the trading community. As OFAC has focused on each sanctions programme individually, rather than as part of a comprehensive system of controls, it has tended to be insensitive to the needs of those who must integrate its diverse regulatory requirements into an overall business compliance process.

Aim of the present monograph is the economic analysis of the role of MNEs regarding globalisation and digital economy and in parallel there is a reference and examination of some legal aspects concerning MNEs, cyberspace and e‐commerce as the means of expression of the digital economy. The whole effort of the author is focused on the examination of various aspects of MNEs and their impact upon globalisation and vice versa and how and if we are moving towards a global digital economy.

Abstract
Digital library research has attracted much attention in the most developed, and in a number of developing, countries. While many digital library research projects are funded by government agencies and national and international bodies, some are run by specific academic and research institutions and libraries, either individually or collaboratively. While some digital library projects, such as the ELINOR project in the UK, the first two phases of the eLib (Electronic Libraries) Programme in the UK, and the first phase of DLI (Digital Library Initiative) in the US, are now over, a number of other projects are currently under way in different parts of the world. Beginning with the definitions and characteristics of digital libraries, as proposed by various researchers, this paper provides brief accounts of some major digital library projects that are currently in progress, or are just completed, in different parts of the world. There follows a review of digital library research under sixteen major headings. Literature for this review has been identified through a search on LISA CD‐ROM database, and a Dialog search on library and information science databases, and the resulting output has been supplemented by a scan of the various issues of D‐Lib Magazine and Ariadne, and the websites of various organisations and institutions engaged in digital library research. The review indicates that we have learned a lot through digital library research within a short span of time. However, a number of issues are yet to be resolved. The paper ends with an indication of the research issues that need to be addressed and resolved in the near future in order to bring the digital library from the researcher‘s laboratory to the real life environment.

Abstract
The Foreign Narcotics Kingpin Designation Act was enacted on 3rd December, 1999, as part of the Intelligence Authorization Act for Fiscal Year 2000. The Kingpin Act calls for the imposition of a series of US economic and financial sanctions — with a worldwide reach — on ‘foreign narcotics traffickers’, their related ‘organisations’, and those ‘foreign persons’ who support their activities, enforced by penalties ranging up to fines of $10m and imprisonment for ten years. In passing this legislation, Congress specifically looked to the example provided by an earlier set of economic sanctions that prohibited dealings with Colombian narco‐traffickers or entities which they controlled, established by the President under the International Emergency Economic Powers Act (IEEPA) and administered by the Treasury Department's Office of Foreign Assets Controls (OFAC). The controls established by the Kingpin Act, and the associated Foreign Narcotics Kingpin Sanctions Regulations (FNKSR), accordingly, are neither a unique nor an isolated programme. Rather, they represent the latest step in the evolution of a series of distinct, but related, economic sanctions programmes administered by OFAC.

Abstract
Purpose
Different axiomatizations of network theory are considered. Kirchhoff networks are regarded with priority. Multipole and multiport networks are introduced as alternative variants. Additionally, Minty and Paynter networks, which are always dualizable are discussed briefly. The latter are special cases of Kirchhoff as well as of multiport networks. This paper seeks to discuss these issues.
Design/methodology/approach
The paper develops network theory inside of set theory, i.e. networks, multipoles, etc. are defined as objects of set theory. As such objects we use preferably ordered pairs, ordered triples, etc. The objects of network theory are then separated from the class of all these set theoretical objects by means of some defining conditions. These conditions are the axioms of our approaches to network theory.
Findings
It is shown that all presented variants of axiomatizations can be developed on the basis of a uniform representation for the time functions for voltages and currents. All these variants allow interdisciplinary applications of network theory and they can be generalized to multidimensional networks. An interesting byproduct is the relationship between multiport networks, networks in Belevitch normal form, Paynter networks, and bond graphs.
Originality/value
For applications it is essential that Kirchhoff and multipole networks are with respect to their modeling capability of equal value. But from the foundational point of view the multipole terminology has a number of crucial disadvantages compared with that based on Kirchhoff networks. This fact is important both for the conception of circuit simulation software packages and for the development of basic circuit theory curricula.

Factors considered important for predicing attrition were extracted from the research done on university dropouts for the past twenty‐five years and integrated into a conceptual model. Stepwise discriminant analysis coupled with logit regression analysis of freshman data from Brandon University yielded six variables: student status, residence, financial sources, distance of hometown from the university, goal fulfilment, and satisfaction with overall university atmosphere, which were useful in prediction. Several recommendations are made for minimizing the withdrawal phenomenon.

Abstract
Purpose
This paper aims to examine the effects of both transient and chronic loneliness on consumers’ variety-seeking (VS) behavior and to identify the various underlying mechanisms involved.
Design/methodology/approach
Four studies were adopted to clarify how transient and chronic loneliness affect consumers’ VS behavior.
Findings
Both transient and chronic loneliness promote consumers’ VS behavior. More importantly, the effect of transient loneliness on VS behavior is driven by perceived loss of control, whereas the effect of chronic loneliness on VS behavior is driven by need for uniqueness and sensation-seeking.
Research limitations/implications
To the best of the authors’ knowledge, this research is the first to explore the differential roles of transient and chronic loneliness on VS behavior, which may open new avenues for future research. First, future research could investigate moderators that influence the impacts of transient and chronic loneliness on VS behavior. Second, future research could examine different participant populations and use cognitive neuroscience techniques to further verify the differential roles of these two types of loneliness on VS behavior.
Practical implications
This research contributes to marketing practice by providing practical guidance on how to effectively design different marketing strategies to promote VS for consumers with different types of loneliness. For consumers with transient loneliness, marketers can benefit from a concerted focus on improving consumers’ sense of control. Yet, for consumers with chronic loneliness, marketing strategies that improve consumers’ need for uniqueness will be more effective.
Originality/value
This research contributes to the literature on loneliness and consumer behavior, which has largely overlooked the distinct roles of different types of loneliness (i.e. transient vs chronic loneliness) in influencing consumer behavior. Specifically, this paper conducted a comparative analysis of the impacts of transient and chronic loneliness on consumers’ VS behavior and proposed that transient and chronic loneliness promote consumers’ VS behavior through divergent underlying mechanisms.
