Purpose – Describes the changes that had been made to the procedures and practices of the Greater Manchester Fire and Rescue Service and the role that has been played by its HR director, Anne Wainwright, and her team in bedding in these changes and rebuilding morale. Design/methodology/approach – Quotes from Anne Wainwright about the challenges she faced when she joined the Service, describing the changes made to the human resource function itself, and the changes made to human resource procedures (recruitment, promotion, and training) to support the development of a new culture within the service and to develop the organization. Findings – Argues that the development of the business-partner model of human resource management has been critical in supporting change at the Greater Manchester Fire and Rescue Service.
