Education for the eighties — so far, no further

Abstract

I wrote last month that, in respect of the provision of post‐secondary education, Britain is in the relegation zone of the league table of developed nations. This month I wish to explore some of the mechanisms and controls built into the system, which ensure that escape from this unenviable position becomes ever more difficult
