Viewpoint: After Rachman's in‐off prelude, who calls the tune?
Abstract
The availability of private rented housing has been declining for many years. In 1947, for example, about 60 per cent of households lived in privately rented accommodation; by 1971 this figure was down to 22 per cent. There are a number of reasons for this: notably the policy of encouraging home ownership, and the growth in public sector housing, whilst a further factor has been the impact of successive Rent Acts — in particular the iniquitous 1974 Rent Act.
