Abstract

In the course of the Budget debate in the Commons, the Secretary of State for Economic Affairs, Mr Michael Stewart, said that one of the most valuable forms of investment was in the number of really skilled men and women there were in industry and commerce. But we were still surprisingly short of what we needed in that respect.
