Abstract
THE problem of evaluating research in a university is likely to be more difficult than in an industrial company. Bearing in mind the problems at a national level of allocating funds between university, primary and secondary education, or between universities, roads, defence, and so on, it is desirable to develop measures of value for reducing reliance on purely political advocacy.
