Are imports to blame?

Abstract
The continuing high level of imports since devaluation has worried a lot of people. Imports were higher in the first eight months of this year than the Chancellor's budget forecast; the National Institute of Economic and Social Research has revised its 1968 forecast of imports upwards and has called for import controls by Government. Is this concentration of attention on imports right? Is there anything Government should do about it? Is there anything business should do about it?
