Abstract
Purpose
This research aims to analyzes how megaproject top managers engaged in stewardship behaviors. Studying megaprojects from the micro-foundations rooted in individual action and interaction, this research examines the gaps between literature and top managers' positive behavior to challenge the current theoretical underpinnings of megaproject governance research and practice.
Design/methodology/approach
An extensive literature review was performed in the initial phase. Then, a case study of South-to-North Water Diversion project was conducted based on following this project and on access to its top executives. Data was collected from multiple sources and analyzed by Nvivo (version 12). Further analysis was then carried out in two stages to identify megaproject stewardship behavior and related governance patterns.
Findings
Results show that stewardship behavior is prevalently existing and is possibly to be identified through psychological, situational, relational dimensions. Also, 16 factors have been found to describe the precise nature of megaproject stewardship behavior. Further explorative findings were discussed from three perspectives: possible theoretical development, self-actualization motivation and temporalities of megaprojects.
Originality/value
Building upon the ideas on how to extend steward theory towards project field, this research conducts a first exploration of stewardship behavior in megaprojects. This study contributes to complement the research into top-level organizational behavior in megaprojects, and it provides helpful implications for how to govern top managers in the following megaprojects with the cooperative spirit that can be valued by megaproject stakeholders.

Abstract
Purpose
Reasonable risk sharing is the key to the smooth implementation of infrastructure public-private partnership (PPP) projects and the optimization of benefit distribution among the participants. This study aims to explore the risk redistribution ratio between the government and the private sector under different degree of fairness concern.
Design/methodology/approach
Renegotiation is a mechanism to provide flexibility and make up for incompleteness of PPP contracts. However, the threshold value of risk redistribution ratio and negotiation cost are not explicitly considered in previous studies. In addition, these studies do not consider the influence of the fairness concern psychology on the negotiation process. To address these gaps, based on risk-income equilibrium analysis, this paper established the bargaining optimization model of PPP projects renegotiation considering the fairness concerns of the negotiating parties. Furthermore, this study analyzed the influence of fairness concern degree on negotiation thresholds, negotiation results, and negotiation incomes under three scenarios.
Findings
The results showed that excessive focus on the fairness of incomes may exclude the risk redistribution ratio that is most beneficial to project incomes from the negotiation threshold. Moreover, the increase in the fairness concerns of negotiating parties can reduce the negotiation success period, but the net income may not necessarily be improved.
Originality/value
The main contribution of this paper is to propose a new risk renegotiation methodology based on the risk-income equilibrium analysis, which is helpful to develop risk management strategies in the construction field. The research results can provide government with reference about renegotiation in decision making and provide theoretical support for the practice of PPP renegotiation.

Abstract
Purpose
Megaprojects have large impact on the environment and stakeholders should take collective action to ensure that these projects are developed in a socially responsible manner. Hitherto, it is not known whether group and subjective norms and social identity could compel stakeholders to take socially responsible collective actions in megaprojects. The aim of this study is to design and test a model to boost stakeholders' intention to take socially responsible collective action in the context of mega water transfer projects in China.
Design/methodology/approach
A quasi-experimental causal research design was adopted to establish cause–effect relationships among the dependent variable (we-intention) and independent variables (subjective norms, group norms, social identity and desire). This study adopts the belief–desire–intention model and social influence theory to empirically investigate how to boost the stakeholders' intention to participate in socially responsible collective action. An online questionnaire survey was conducted and data was collected from 365 respondents who were involved in mega water transfer projects in China. The partial least squares structural equation modeling technique was employed to analyze the data.
Findings
The results from partial least squares analyses indicate that the presence of subjective norms, group norms and social identity (collectively known as social influence process) could increase stakeholders' intention to take socially responsible collective action. In addition, the desire to be socially responsible also boosts stakeholders' intention to take collective action. Desire partially mediates the relationship between social influence process and intention to take socially responsible collective action.
Originality/value
This study adds to existing knowledge by discovering social influence process as an antecedent to taking socially responsible collective action in megaprojects. Strong group norms and subjective norms could propel stakeholders to be more socially responsible. The study also adds to knowledge by discovering that stakeholders' desire to fulfill social responsibility also leads them to take concrete actions. Implications and recommendations are provided on how to manipulate different types of social influence processes to facilitate stakeholders to adopt socially responsible collective action in the process of managing megaprojects.

Abstract
Purpose
Transaction costs arise from economic exchange rather than production activities. However, the term “transaction cost” is not consistently defined in the construction industry because the concept of transaction cost is not universally accepted by all stakeholders in construction projects. As a result, empirical studies are few and conflicting because accessing data on transaction costs is problematic, and the interpretation of the data is difficult. The purpose of this paper is to analyze the transaction costs borne by the owner in a construction project from the perspective of transaction cost economics and construction project characteristics.
Design/methodology/approach
A questionnaire survey was administered to construction owners. The factors that impact transaction costs were analyzed in the context of human-related issues (the owner's and the contractor's positions in the transaction), and environment-related issues (the transaction environment, and project management efficiency). Statistical analyses were conducted to compare the transaction costs incurred in the pre- vs post-contract phases of a project relative to the private vs public sector, different project delivery systems, different procurement methods, and different types of contracts.
Findings
The owners surveyed believe that transaction costs may be reduced if the owner and the contractor follow some basic guidelines (e.g. experience in similar projects, prompt payment, good relationship with project participants, no irregularities in bidding, and only few material substitutions and claims), if the project is well-run (e.g. technical competency, strong leadership, prompt decision-making, effective communication, and fair/speedy conflict management), and if the transaction environment is favorable (e.g. fair risk allocation, early contractor involvement, and complete design documents). The findings of the survey also indicate that post-contract transaction costs are much higher than pre-contract transaction costs expressed as percent of project value and that transaction costs are affected by the owner (public vs private), the procurement method, the project delivery system, and the type of contract.
Originality/value
The primary contribution that this research makes to the body of knowledge is a better understanding of transaction costs incurred by construction owners in the USA. The highest transaction costs are to be expected in the post-contract phase of public projects awarded on a unit price basis, but can be reduced, hence reducing overall project cost.

Abstract
Purpose
The decisions of contractors could impact the reduction of construction carbon footprint. These decisions are linked to the belief of contractors which equally affects how they behave while delivering projects. This study aims to investigate the behavioural tendencies of contractors that could lead to carbon minimisation during the execution of construction projects.
Design/methodology/approach
An industry survey was performed amongst 41 UK construction professionals. Spearman’s correlation and factor analysis were used to analyse the data.
Findings
The result of the Spearman’s correlation gave rise to 14 contractors’ carbon reduction behaviour (CCRB) variables and their factor analysis yielded two distinct factors, namely, contractors’ consummate carbon reduction behaviour and contractors’ pragmatic carbon reduction behaviour. The findings suggest that in the UK, contractors are willing to take voluntary practical steps to decrease the carbon footprint of construction projects.
Practical implications
This finding might be unexpected to construction stakeholders, especially construction clients who may believe that infusing strict carbon reduction obligations in contracts is sufficient in nudging contractors to lessen the carbon impact of projects.
Originality/value
The study attempted to quantitatively derive CCRB, thereby extending the breadth of knowledge in the construction carbon reduction domain.
