Abstract
Purpose
This study aims to investigate the factors influencing public servants’ anxiety and general public’s opposition toward the implementation of digital participatory platforms (DPPs) and municipal digital transformation (DX) in Japan. By addressing these factors, the research seeks to provide insights for policymakers to facilitate smoother transitions to digital governance and increase public acceptance and engagement.
Design/methodology/approach
The study uses surveys conducted with both general public and public servants. The surveys were designed based on previous research and collected data through Web-based questionnaires. General public’s data were collected from 366 valid responses over four days in July 2022, while public servants’ data were gathered from 197 valid responses over eight days. Statistical analysis was used to identify key factors influencing anxiety and opposition.
Findings
Public servants’ anxiety is influenced by self-perceived creativity, openness to innovation, international collaborations, work-life balance and gender equality reforms. The general public’s opposition stems from dissatisfaction with current digital tools, social media use and political engagement. Both groups could benefit from targeted training, improved usability and inclusive engagement strategies.
Practical implications
The findings suggest that targeted training to enhance public servants’ creativity and digital literacy, fostering an innovative organizational culture and promoting work-life balance can reduce anxiety about DPPs. For general public, improving the usability of digital tools, engaging them in the design process and leveraging social media for communication and feedback can increase acceptance of digital initiatives.
Social implications
Understanding the concerns of both public servants and general public regarding DX can lead to more inclusive and effective governance. By addressing these concerns, policymakers can foster greater public trust and engagement, ultimately enhancing the effectiveness and transparency of municipal governance.
Originality/value
This study provides a comprehensive analysis of the factors contributing to resistance to DX in public governance. By examining both public servants’ and general public’ perspectives, it offers valuable insights for designing and implementing strategies to facilitate smoother transitions to digital participatory governance.

Abstract
Although Korean sociology of sport is relatively unknown to the international community of scholars, it is a mature field in Korea. Sociology of sport was first introduced in Korea in the mid-1960s when the field first evolved in North America and Europe. However, the development of the field shows different aspects from its Western counterpart due to unique cultural and environmental factors both in academia and in society. There are three major research trends that form Korean sociology of sport. First, there is the research focus on the benefit of sport and physical activity by examining empirical data using quantitative methodologies. The second group of researchers pays attention to individual experience in diverse sport fields and utilize qualitative methodologies to investigate empirical or secondary data. The third and most recent trend is a critical approach that theoretically analyzes ideologies, power relations, and identity politics in sport and society. When looking at the future, there are problems and limitations within the field in Korea. These include lack of continuity in terms of conference sub-themes, over-production of doctoral degree graduates, conservatism rooted in the field, and a danger of regarding sport policy research as an exit for sport sociologists. However, there are also possibilities and reasons for optimism. The biggest possibility for Korean sociology of sport is globalization of the field. Another significant possibility is the need for sport sociologists in planning, developing, and evaluating sport policy. Finally, diversification of the field gives ample opportunities for future research.

Abstract
Purpose
The quality of GeOx–Ge interface and the equivalent oxide thickness (EOT) are the main issues in fabricating high-k/Ge gate stack due to the low-k of GeOx interfacial layer (IL). Therefore, a precise study of the formation of GeOx IL and its contribution to EOT is of utmost importance. In this study, the GeOx ILs were formed through post-oxidation annealing of sputtered Al2O3 on the Ge substrate. The purpose of this paper is to report on growth kinetics and composition of IL between Al2O3 and Ge for HCl- and HF-last Ge surface.
Design/methodology/approach
After wet chemical cleaning with HCl or HF, Al2O3 was grown onto the Ge surface by RF sputtering. Thickness and composition of IL formed after post-anneal deposition at 400°C in dry oxygen ambience were evaluated as a function of deposition time by FESEM and characterized by X-ray photoelectron spectroscopy, respectively.
Findings
It was observed that the composition and thickness of IL were dependent on the starting surface and an aluminum germinate-like composition was formed during RF sputtering for both HF- and HCl-last starting surface.
Originality/value
The novelty of this work is to investigate the starting surface of Ge to IL growth between Al2O3/Ge that will lead to the improvement in Ge metal insulator field effect transistors (MISFETs) application.
