Abstract
Purpose
The purpose of this paper is to determine the perspectives of increase of effectiveness of university education, related to the use of private educational resources.
Design/methodology/approach
In order to determine the dependence of effectiveness of university education on the use of private educational resources, this work uses the instrumentarium of economic analysis – in particular, the method of correlation analysis – for finding the value of the coefficient of correlation and regression analysis for compiling the model of paired linear regression. Using them, the authors determine the dependence of the quality of human resources in the country on the number of private organizations with their own educational resources and on the volume of private investments in education on the basis of the 2010-2014 data. In order to ensure comprehensiveness of research, it was conducted following the example of various countries – USA, India, France, Germany, and Russia.
Findings
The authors define the notion and determine the specifics of private educational resources, study their structure and sources, and substantiate the increase of effectiveness of university education as a result of the use of private educational resources with the help of economic and mathematical instrumentarium.
Practical implications
Practical significance of the research consists in the fact that proprietary conclusions, related to the use of private educational resources, are recommended for use in modern universities for increase of effectiveness of the system of university education.
Originality/value
The theoretical value of the conducted research is determined by its contribution to the development of the concept of human resources, through substantiation of necessity for use of new methods of their formation by means of use of private educational resources in the system of university education, as well as by its development of the concept of economic effectiveness, through determination of a new factor of effectiveness of university education – the use of private educational resources.

Abstract
Purpose
The purpose of this paper is to determine the possibilities and barriers of the practical application of internationally recognized diplomas of higher education.
Design/methodology/approach
The authors used SWOT analysis for determining preconditions and barriers as well as possibilities and threats that are related to the provision and practical application of internationally recognized diplomas of higher education and the method of modeling of socio-economic processes and systems for compiling a conceptual model of the provision and practical application of internationally recognized diplomas of higher education. Demand for the practical application of internationally recognized diplomas in modern Russia is determined with the method of analysis of statistical data (method of economic statistics). The information and analytical basis of the research consists of materials of the Federal State Statistics Service of the Russian Federation.
Findings
It is shown by the example of modern Russia that the practical application of internationally recognized diplomas is popular, and universities that provide remote education possess wide possibilities in the sphere of their provision, as they are characterized by high flexibility that allows them to adapt to the international standards of university education. The barriers of the practical application of internationally recognized diplomas of higher education are caused by the lack of clear and generally recognized international standards of university education, absence of entrepreneurial culture of application of internationally recognized diplomas and absence of international organization that certifies activities of universities and issues licenses for internationally recognized diplomas.
Originality/value
In order to overcome these barriers, the authors created a conceptual model of the provision and practical application of internationally recognized diplomas of higher education.

The purpose of the work is to determine the role and functions of mediator in the process of decision-making in modern business systems.
Abstract
Purpose
The purpose of the work is to determine the role and functions of mediator in the process of decision-making in modern business systems.
Methodology
The methods of systematization, classification, structural and functional, comparative and logical analysis, and formalization are used.
Conclusions
Six types of mediator are used: state regulator or independent organization, regulator of integration association, psychologist and pedagogue, business consultant, top manager, and auditor (controller). It is shown that the role of mediator in the process of decision-making in modern business systems consists in quick overcoming of emerging contradictions with their functioning and development and preventing their turning into conflicts and crises. Mediator can perform the following functions in the process of decision-making in modern business systems: provision of balance of interests of business and society, provision of balance of interests of business system and integration association of which it is a participant, management of conflicts of interests of employees during collective decision-making, provision of balance of interests of employees and business managers, solving contradictions of interests of business managers, and monitoring and control over observation of laws and interests of business owners. A generalized structural and logical scheme of mediative solution of contradictions during decision-making in a modern business system is compiled.
Originality/Value
It is substantiated that mediation could be in high demand by modern business systems, as it allows for successful overcoming of their internal and external contradictions.

Abstract
Purpose: The purpose of the chapter is to analyze the experience of managerial decisions in modern North American business systems, to develop an American model of decision making in modern business systems, to determine the possibilities of making of optimal decisions according to this model, and to substantiate the perspectives of its improvement.
Methodology: The authors use the methods of systemic, problem, and logical analysis, as well as modeling and formalization.
Conclusions: An American model of decision making in modern business systems is compiled – it is based on divisional organizational structure. This model is contradictory and, like other regional models, has advantages and drawbacks. On the one hand, an important advantage of the American model is making of well-balanced managerial decisions that conform to the interests of all interested parties in the business system (investors, management, employees) and beyond it (consumers, society). This advantage is achieved due to active and systemic marketing, which ensures the fullest consideration of the possibilities of business environment and high adaptability of business systems to its changes. Managers' readiness to take a risk allows them to make nonstandard decisions, thus strengthening the uniqueness and competitive advantages of the business system. On the other hand, high risk component of managerial decisions leads to unsustainable development of business systems in countries of North America and their strong susceptibility to internal and external crises. Another drawback of the American model of decision making in modern business systems is duration of this process due to necessity for consideration of opinions of all interested parties and marketing at all stages.
Originality/value: It is determined that in the conditions of crisis, the American model cannot ensure timely decision making, and this leads to their nonoptimality, which defines the perspectives of improving this model.

Abstract
Purpose: The purpose of the chapter is to study the peculiarities of making of managerial decisions in modern business systems in countries of Asia and to compile an Asian model of this process, as well as to determine the possibilities and perspectives of making of optimal decisions according to this model.
Methodology: The chapter is devoted to studying the microeconomic aspect of economic development of countries of Asia; it is based on the methods of logical and systemic analysis, modeling of socioeconomic processes and systems, and formalization.
Conclusions: In the course of studying the practice of making of managerial decisions in modern business systems in countries of Asia, an Asian model of this process is compiled – it has the following features: independent making of tactical decisions by linear managers, foundation on model decisions, strong control, marketing only at the level of top management, and feedback with linear managers. The determined peculiarities are oriented at maximum acceleration of the process of making of managerial decisions in business systems. Another aspect of this advantage is insufficient consideration of internal (due to absence of involvement of employees into the process of discussion of decisions) and external (due to weak marketing support) possibilities of the business system.
Originality/value: It is substantiated that Asian model is most adapted and fitting for making of managerial decisions in the conditions of dynamic business environment, when the most important criterion of optimality is the speed of decision making.
