Abstract
Purpose
This paper is an investigation of the volume, nature and tone of news media coverage of the federal Lifeline Program from its inception to 2018. It aims to examine whether news media coverage is correlated with significant episodes of reform in the program.
Design/methodology/approach
Using the ProQuest Major Dailies database, articles covering the “Lifeline Program” were analyzed. Specifically, a quantitative codebook was developed, based on the literature, and four coders were trained to systematically analyze the 124 articles that discussed the program between 1985 and 2018.
Findings
The findings suggest that reforms in the program were preceded by significantly higher volumes of media coverage; however, the analysis is unable to confirm that negative media coverage has a stronger agenda setting effect. In addition, no significant difference was found between positive and negative news stories in their use of research-based information.
Originality/value
This study is interdisciplinary in its ability to combine policy and journalism studies as a mechanism to understand the relationship between the two forces.

Abstract
Purpose
Shelf space is often retailer's critical resource. Growing number of products has posed a challenge to the retailers for efficient allocation of available shelf space to them. The paper aims to consider a retail shelf space allocation problem with linear profit function and aims to develop efficient heuristics to solve this problem.
Design/methodology/approach
The paper develops three heuristics to solve a shelf space allocation problem. It compares three heuristics with existing heuristic using empirical study.
Findings
In an empirical study of 320 randomly generated instances of problems with size (products, shelves) varying from (25, 5) to (200, 50), it was found that all three new heuristics are competitive with existing heuristic. The best amongst three heuristics found solution with average objective value of 99.59 percent of upper bound in a reasonable central processing unit time.
Research limitations/implications
The linearity assumption of the profit function is based on earlier findings that marginal returns to space first increase and then decrease in an S‐shaped curve. Hence, linearity assumption for profit function is justified by the fact that retails would want to operate on linear (or approximately linear) and more strongly increasing part of the curve.
Practical implications
The proposed heuristics are applied to a case of existing retail store which gave more profit than the current allocation scheme.
Originality/value
The paper proposes new initial constructor and neighbourhood move strategy to develop efficient heuristic. Heuristics proposed in this paper are competitive with existing heuristics.

Abstract
Purpose
This study aims to analyze the impact of the 2014 E-Rate reforms on the pattern of distribution of funds of the program.
Design/methodology/approach
Using Pennsylvania data, the paper investigates whether a school district that successfully applied for funding received increased support post-reforms, and what socio-economic characteristics of school districts were associated with successful applications. Furthermore, it asks whether the reforms reduced the barriers that disadvantaged school districts face in obtaining support.
Findings
The finding suggests that, even after controlling for changes in the school districts’ eligibility and application skills, the amount of funding committed to the school districts was still significantly higher after the reform.
Originality/value
The analysis shows that, immediately after the reform, the non-urban school districts were committed more funding than urban school districts were; they also received more funds than they would have without the reforms. This indicates that the 2014 reform might have benefited disadvantaged applicants, especially rural school districts.

Two major communication paths, the land and sea Silk Roads, directly affected the distribution and development of Muslim tourism and attractions. The combination of Islam with local custom and culture is a unique feature in China, and contributes to its development as a form of ethnic rather than religious tourism. As a result, research in China focuses on ethnic product development, minority sports and anthropological tourism, themed events, and intangible cultural heritage.

Abstract
Purpose
This research examines the relationship between green innovation and firm performance, focusing on identifying the moderating effects of government subsidies and digital transformation R&D investments. The study aims to provide insights on how firms can leverage green innovation for enhanced performance while addressing potential drawbacks.
Design/methodology/approach
This study adopts a mixed-methods approach, utilizing both analytical models and empirical analyses. It investigates the curvilinear relationship between green innovation and firm performance and explores the moderating roles of government subsidies and digital transformation R&D investments.
Findings
The findings reveal an inverted U-shaped relationship between green innovation and firm performance, indicating that initial investments in green innovation led to performance improvements, but beyond a certain point, the returns diminished. The study also finds that government subsidies and digital transformation R&D investments significantly enhance the positive impact of green innovation up to the optimal threshold and help mitigate negative effects.
Practical implications
The research provides practical guidance for firms on managing their green innovation investments to maximize performance benefits. It also offers insights for policymakers on designing effective subsidies and support mechanisms to promote environmental sustainability and economic growth.
Originality/value
This study contributes to the literature by elucidating the complex relationship between green innovation and firm performance and highlighting the critical roles of government subsidies and digital transformation R&D investments. Purpose
Grey modeling technique is an important element of grey system theory, and academic articles applied to agricultural science research have been published since 1985, proving the broad applicability and effectiveness of the technique from different aspects and providing a new means to solve agricultural science problems. The analysis of the connotation and trend of the application of grey modeling technique in agricultural science research contributes to the enrichment of grey technique and the development of agricultural science in multiple dimensions.
Design/methodology/approach
Based on the relevant literature selected from China National Knowledge Infrastructure, the Web of Science, SpiScholar and other databases in the past 37 years (1985–2021), this paper firstly applied the bibliometric method to quantitatively visualize and systematically analyze the trend of publication, productive author, productive institution, and highly cited literature. Then, the literature is combed by the application of different grey modeling techniques in agricultural science research, and the literature research progress is systematically analyzed.
Findings
The results show that grey model technology has broad prospects in the field of agricultural science research. Agricultural universities and research institutes are the main research forces in the application of grey model technology in agricultural science research, and have certain inheritance. The application of grey model technology in agricultural science research has wide applicability and precise practicability.
Originality/value
By analyzing and summarizing the application trend of grey model technology in agricultural science research, the research hotspot, research frontier and valuable research directions of grey model technology in agricultural science research can be more clearly grasped.

Abstract
Purpose
The confirmation of receipt of orders by consumers means that the online retailer actually receives the payments on many retail platforms (e.g. Taobao). In order to recoup funds as soon as possible, the retailer will take steps (e.g. improving the level of delivery and adopting a rebate policy) to encourage consumers to confirm receipt earlier. It is significant for the retailer to identify an appropriate strategy and determine the optimal product price. To address the above issues, this paper examines and compares the pricing strategies and profits under different strategies to show some managerial insights for the retailer's decision-making.
Design/methodology/approach
In this paper, the authors discuss four models, i.e. adopting common delivery and offering consumers no rebates, adopting common delivery and offering rebates, adopting fast delivery and offering no rebates and adopting fast delivery and offering rebates, which the retailer may consider. Under different models, consumer utility and firm's profit structure are disparate. After comparing the retailer's profits under four models, the optimal strategy, profit and product price are obtained.
Findings
Some interesting results are as follows. When the cost of fast delivery is not very high, improving the level of delivery would bring more profit to the retailer and create a positive impact on consumers. Interestingly, our results also show that offering proper rebates to stimulate consumers to confirm receipt early only serves to improve the profit only when the motivation of consumers to confirm the receipt is very low. Moreover, the authors find that a higher level of delivery services can promote the implementation of the rebate policy to improve the retailer's earnings.
Originality/value
This paper is the first study on the transaction mode of retail platforms and the problem of confirming receipt by a model-based method.

Purpose
Wire and arc additive manufacturing (WAAM) technology-based cold metal transfer (CMT) to produce large aluminum alloy parts has become more and more popular. In WAAM, wire is the only raw material. The purpose of this paper is to study the effect of wire composition on the microstructure and properties of the ZAlCu5MnCdVA alloy deposited by WAAM.
Design/methodology/approach
Two thin-walled ZAlCu5MnCdVA alloys with different wire compositions were prepared by WAAM. The copper contents were 4.7% (Al-4.7Cu) and 5.0% (Al-5.0Cu), respectively. The microstructure, element distribution and evolution of precipitated phases of the two samples were characterized and analyzed by optical microscopy, scanning electron microscopy and transmission electron microscopy. Hardness and tensile properties of samples were tested, and strengthening mechanism was analyzed in detail.
Findings
The results show that grain sizes of Al-4.7Cu and Al-5.0Cu are less than 40 μm. The average mass fraction of Cu in Al matrix and the number of nanometer scale θ'' and θ' phases are the main factors affecting the tensile properties of Al-Cu alloy. Tensile properties of two materials show different characteristics at room temperature and high temperature. Al-5.0Cu is better at room temperature and Al-4.7Cu is better at high temperature. The yield strength (YS), ultimate tensile strength (UTS) and elongation in the x direction of Al-5.0Cu at room temperature are 451 ± 10.2 MPa, 486 ± 10.2 MPa and 9 ± 0.5%, respectively. The YS, UTS and elongation in the x direction of Al-4.7Cu at high temperature are 290 ± 4.5 MPa, 356 ± 7.0 MPa and 13% ± 0.2%, respectively.
Originality/value
Experiments show that the increase of Cu element can improve the properties at room temperature of the ZAlCu5MnCdVA alloy by WAAM, but its properties at high temperature decrease.

Abstract
Purpose
This study aims to further the understanding of support structures and the likely impacts on maraging steel MS1 parts fabricated by selective laser melting (SLM) at 45°, 60° and 75° building angles.
Design/methodology/approach
Two groups of samples, one group with support structures and the other group without support structures, were designed with the same specifications and printed under the same conditions by SLM at 45°, 60° and 75° building angles. Differences in dimensional accuracy, surface roughness, Vickers microhardness, residual stress and microstructure were compared between groups.
Findings
The results showed that with support structures, more accurate dimension and slightly higher Vickers microhardness could be obtained. Larger compressive stress dominated and was more uniformly distributed on the supporting surface. Without support structures, the dimension became more precise as the building angle increased and alternating compressive and tensile stress was unevenly distributed on the supporting surface. In addition, the surface roughness of the outer surface decreased with the increase of the built angle, regardless of the support structures. Furthermore, whether the building angle was 45°, 60° or 75°, the observed microstructures revealed that the support structures altered the orientation of the molten pool and the direction of grain growth.
Originality/value
This paper studies the influence of support structures on the workpieces printed at different building angles. Support structures affect the residual stress distribution, heat dissipation rate and microstructure of the parts, and thus affecting the printing quality. Therefore, it is necessary to balance the support strategy and printing quality to better apply or design the support structures in SLM.

Abstract
Purpose
This paper aims to provide a review on the process of additive manufacturing of ceramic materials, focusing on partial and full melting of ceramic powder by a high-energy laser beam without the use of binders.
Design/methodology/approach
Selective laser sintering or melting (SLS/SLM) techniques are first introduced, followed by analysis of results from silica (SiO2), zirconia (ZrO2) and ceramic-reinforced metal matrix composites processed by direct laser sintering and melting.
Findings
At the current state of technology, it is still a challenge to fabricate dense ceramic components directly using SLS/SLM. Critical challenges encountered during direct laser melting of ceramic will be discussed, including deposition of ceramic powder layer, interaction between laser and powder particles, dynamic melting and consolidation mechanism of the process and the presence of residual stresses in ceramics processed via SLS/SLM.
Originality/value
Despite the challenges, SLS/SLM still has the potential in fabrication of ceramics. Additional research is needed to understand and establish the optimal interaction between the laser beam and ceramic powder bed for full density part fabrication. Looking into the future, other melting-based techniques for ceramic and composites are presented, along with their potential applications.
