Abstract
Purpose
The purpose of this paper is to present a case‐based system for offline automatic programming in robotic assembly production. This system can reuse past learned robot programs to generate programs for new assembly tasks.
Design/methodology/approach
The approach used in this paper is case‐based reasoning. The assembly knowledge acquired from the robot program for an assembly task is retained in a case, which is composed of the primitive task description and the corresponding robot program schema. The retained cases are retrieved by matching features of their primitive task descriptions, and are reused to automatically program for new tasks by instantiating their robot program schemata.
Findings
A case not only can be reused as a whole, but also can be reused partly by synthesizing different parts of several cases to generate a program for a new task in a variant environment.
Practical implications
The teaching time of robots can be greatly reduced. This helps to introduce robots into small and medium enterprises.
Originality/value
This paper proposes a novel system that can automatically program for assembly tasks in various environments by flexibly reusing past robot programs.

Abstract
Purpose
Extensive macro- and micro-economics research has been conducted on China's tax reform, which replaced business tax with value-added tax (VAT). However, existing studies have not clarified the reform's impact on firm-level investment decisions. Hence, this study explored the effect of replacing business tax with VAT on firms' investment efficiency.
Design/methodology/approach
The study used 2010–2018 data from China's A-share listed companies and a difference-in-differences (DID) model to explore the effect of the reform on firm-level investment decisions.
Findings
The authors found that China's tax reform has improved investment efficiency in underinvested firms, increased liquidity and decreased the level of reliance on external financing. The tax reform had a greater effect on investment efficiency in firms with lower liquidity and higher external financing reliance. Its effect was also more significant among non-state-owned and small companies.
Originality/value
This study fills the aforementioned research gap by exploring the effects of China's tax reform, thus providing a theoretical reference and a basis for policymaking.

Abstract
Purpose
Seepage of the dam is an important safety problem, which may cause internal erosion of the structure. In the field of seepage monitoring in civil engineering, the distributed optical fiber sensing technology based on the temperature tracing method has been paid more attention due to its unique advantages of high sensitivity, good stability and high resolution. The purpose of this paper is to make a review of the existing related research, so as to facilitate the later scholars to understand and further study more systematically.
Design/methodology/approach
In this paper, three kinds of commonly used distributed fiber temperature measurement technologies are introduced. Based on the working principle, monitoring system, theoretical analysis, experimental research and engineering application of the fiber seepage monitoring technology, the present situation of dam seepage monitoring based on distributed fiber is reviewed in detail and their advantages and disadvantages are compared.
Findings
The thermal monitoring technology of seepage measurement depends on the accuracy of optical fiber temperature measurement (including the accuracy of the system and the rationality of the discrimination method), the correct installation of optical fiber and the quantitative analysis of temperature data. The accuracy of the current monitoring system can basically meet the existing measurement requirements, but the correct installation of optical fiber and the calibration of temperature data need to be further studied for different discrimination methods, and this field has great research value.
Originality/value
At present, there are many applications and research studies of optical fiber sensing in the field of structural health monitoring, and there are also reviews of related aspects. However, there is little or no review only in the field of seepage monitoring. This paper summarizes the research and application of optical fiber sensing in the field of seepage monitoring. The possibility of the gradient method to find its new prospect with the development of monitoring systems and the improvement of temperature resolution is discussed. The idea of extending the seepage monitoring method based on distributed optical fiber thermal monitoring technology to other monitoring fields is also given in the paper.

With the advancement of new-types of urbanization, our country needs to construct reasonable structures of the resource-based central city and sub-central city in the regions, to transform the mode of the development of the city, to achieve the coordinated and the sustainable in resources, to avoid the resources of waste and to build the green, low carbon, agglomeration and sustainable new towns. This paper does the analysis of SWOT by putting forward a specific example which establishes Handan as the central city and Wu’an and Feixiang act as the sub-central cities to explore the advantages of choosing resource-based city as a central city, which gives the support in theory and practice for realizing the winwin situation and maximization of interests in the regions.
