Abstract
Reviews the literature on capacity planning at strategic, tactical and operational levels but points out that, in practice, many enterprise resource planning systems make unrealistic assumptions for production planning; and the advanced production software packages which can deal with uncertainty are both complex and expensive. Uses a theoretical company to demonstrate how a normal Excel spreadsheet can be used in conjunction with a common add‐on package (@RISK) to improve analysis and run Monte Carlo simulations as a basis for decision making. Compares the results produced with standard spreadsheet analysis and discusses the additional financial and operational insights they provide into the implications of different capacity levels under conditions of uncertainty. Warns that the validity of the simulation depends on the quality of the data and model; and that human judgement is still required to actually make a decision.

Abstract
The software industry has matured into a global business with software products and applications growing in number, complexity, and market importance. Global sourcing and software production and operations sharing are becoming the industry standard. At the same time, the marketplace has become less tolerant of poor‐quality products and hidden maintenance costs. Reviews various existing standards and frameworks and discusses the massive consolidation and coordination efforts currently ongoing for the purpose of developing international quality standards. Also proposes an eight‐step framework that puts all 29 clauses required by ISO 9001 for certification implementation in the software industry into clusters for more efficient management. Warns, however, that becoming ISO 9000 registered is only the first step to achieving consistent software quality.

Abstract
The maquiladora program is an important part of the economy in North America. A significant share of intra‐industry trade has been generated between the USA and Mexico. The imports and exports from maquiladoras to the USA continue to grow under NAFTA. However, non‐maquiladora sectors are growing at a faster pace. Non‐US foreign direct investment, particularly from Asian and European companies, is a current trend in maquiladoras. A cluster concept is now developed among new maquiladoras from Asia and Europe to remain competitive in an increasingly price‐sensitive market, to maintain consistent quality standards in a high‐volume environment, and to fulfill the NAFTA’s rules of origin provision. Maquiladora production is now shifting from lower‐skilled, labor‐intensive assembly to advanced production technologies. Obstacles still remain in Mexico’s infrastructure and regulations to its market. There are some debates on the future of maquiladoras after January 1, 2001, the theoretical expiration date of maquiladoras. However, the complementarity of the US and Mexican economies should nonetheless sustain incentives for production sharing and sourcing.

Abstract
Purpose
The purpose of this paper is to present an application of the simulated annealing algorithm to the redundant system reliability optimization. Its main aim is to analyze and compare this optimization method performance with those of similar application.
Design/methodology/approach
The methods that were used to compare results are the genetic algorithm, the Lagrange Multipliers, and the evolution strategy. A hybrid algorithm composed by simulated annealing and genetic algorithm was developed in order to achieve the general applicability of the methods. The hybrid algorithm also tries to exploit the positive aspects of each method.
Findings
The results presented by the simulated annealing and the hybrid algorithm are significant, and validate the methods as a robust tool for parameter optimization in mechanical projects development.
Originality/value
The main objective is to propose a method for redundancy optimization in mechanical systems, which are not as large as electric and electronic systems, but involves high costs associated to redundancy and requires a high level of safety standards like: automotive and aerospace systems.

Abstract
Purpose
This paper aims to analyze how the internationalization process of Brazilian microbreweries takes place, especially in factors of propensity to internationalization, competition and survival in the national and international market.
Design/methodology/approach
The authors adopted qualitative approach research, using a multiple case study strategy, analyzing seven Brazilian craft breweries. The authors developed this study through documentary research, semi-structured interviews and nonparticipant observation.
Findings
The research findings made it possible to characterize the internationalization process motivated by the background and international experience of entrepreneurs that adopted different strategies for expansion in the international market. The authors noticed that the networks developed in production partnerships, festivals and international missions represent an increase in the ease of internationalization and helps to reduce the risk perception.
Research limitations/implications
The contributions refer to the conjecture that the born global's evolution related to the high competitiveness of the market is influenced by the international background of the founders and by the influence of the international network, overcoming institutional and market challenges in emerging countries, assuming risks associated with rapid and early entry into the international arena.
Practical implications
The paper is potentially useful for managerial practice and policymakers by providing insights into the characteristics of entrepreneurs and companies considering their propensity to internationalize, presenting how entrepreneurs and managers can seek resources and develop their skills and capacities to manage such companies and processes of internationalization.
Originality/value
The research is presented as a complementary study to the limited number of studies examining born globals from emerging markets, also challenging the arguments of the dominant theory regarding gradual and nonlinear internationalization.

Abstract
Purpose
The purpose of this paper is to present the results of a metallurgical, mechanical and tribological characterization of the weld and heat-affected zone (HAZ) of aluminothermic welding of premium rails used in heavy haul, looking into the origins of the squat defects associated with rail wear.
Design/methodology/approach
A full factorial design of experiment was carried out for 24 welds of premium and super premium rails. The factors studied were chemical composition, welding gap and preheating time. The welds were inspected visually and by ultrasound to detect superficial and internal defects and characterized by macrographic analysis, hardness profile, tensile tests and microstructural characterization in scanning electronic microscopy. Pin-on-disk test were carried out to compare the tribological behavior of the different regions of the weld rail.
Findings
Squat formation was shown to be associated with spheroidized pearlite regions formed on the HAZ of the welds, presenting near half the hardness of the weld metal. Thermal analysis showed that spheroidized pearlite is a result of partial austenitization at these positions. Tribological tests showed that low hardness regions presented smaller wear resistance than both the weld metal and the parent rail. Tensile test of the whole region resulted in brittle fracture along the weld metal.
Originality/value
The results showed that it is essential to reduce the dimensions of the HAZ and the width of the hardness drop area to mitigate squat formation in the HAZ edges.

Abstract
Purpose
Despite the large number of academic publications in human capital, there are few instruments to measure it. The purpose of this paper is to develop a holistic scale to measure human capital, considering aspects related to competence, attitudes, skills, leadership, and organizational memory.
Design/methodology/approach
First, a literature review of the existing measurement models was carried out. Second, based on the results the authors developed a scale and a questionnaire that were applied in a financial institution in Santa Catarina, Brazil, supported by a factor analysis and a reliability analysis.
Findings
As a result of this study a scale consisting of 13 variables of human capital emerged that have been grouped into three factors – leadership and motivation; qualifications; and satisfaction and creativity – which can assist in the organization’s human capital measurement. From a theoretical view, a more holistic scale is provided, which helps to overcome a unilateral focus on knowledge (intangibles).
Research limitations/implications
This work points out that the survey data were collected from a sample of 220 relationship managers of a specific financial institution. The results should be tested in other banks or organizations from other sectors to check their suitability and to be generalized.
Practical implications
From a practical point of view, it contributes a “tool” that can assist in the measurement of human capital and in the knowledge contained, dimensioning the organizational memory and human repositories.
Originality/value
This is the first study that provides a scale to measure organizational human capital from the Brazilian financial perspective.

Abstract
Purpose
The purpose of this study is to develop a lower bainite structure consists of a dispersion of fine carbide inside plates of bainitic ferrite from chemical composition unmodified conventional pearlitic steel under bainitic transformation and to investigate its effect on tensile properties and wear resistance.
Design/methodology/approach
A commercial hypereutectoid pearlitic rail steel was subjected to three different bainitic transformation treatments followed by tempering to develop a desirable microstructure with a DIL805 BÄHR dilatometer. A comprehensive microstructural study was performed by scanning electron microscopy and energy dispersive x-ray spectroscopy. Finally, the mechanical properties and wear resistance were evaluated by tensile, microhardness, and pin-on-disc tests.
Findings
The results showed that the best combination of mechanical properties and sliding wear resistance was obtained in the sample subjected to bainitic transformation at 300°C for 600 s followed by tempering at 400°C for 300 s. This sample, which contained a bainitic ferrite structure, exhibited approximately 20% higher hardness and approximately 53% less mass loss than the as-received pearlitic sample due to the mechanically induced transformation in the contact surface.
Originality/value
Although pearlitic steel is widely used in the construction of railways, recent studies have revealed that bainitic transformation at the same rail steels exhibited higher wear resistance and fatigue strengths than conventional pearlitic rail at the same hardness values. Such a bainitic microstructure can improve the mechanical properties and wear resistance, which is a great interest in the railway industry.

Abstract
Purpose
The purpose of this paper is to propose variants of an adaptive penalty scheme for steady-state genetic algorithms applied to constrained engineering optimization problems.
Design/methodology/approach
For each constraint a penalty parameter is adaptively computed along the evolution according to information extracted from the current population such as the existence of feasible individuals and the level of violation of each constraint. The adaptive penalty method (APM), as originally proposed, computes the constraint violations of the initial population, and updates the penalty coefficient of each constraint after a given number of new individuals are inserted in the population. A second variant, called sporadic APM with constraint violation accumulation, works by accumulating the constraint violations during a given insertion of new offspring into the population, updating the penalty coefficients, and fixing the penalty coefficients for the next generations. The APM with monotonic penalty coefficients is the third variation, where the penalty coefficients are calculated as in the original method, but no penalty coefficient is allowed to have its value reduced along the evolutionary process. Finally, the penalty coefficients are defined by using a weighted average between the current value of a coefficient and the new value predicted by the method. This variant is called the APM with damping.
Findings
The paper checks new variants of an APM for evolutionary algorithms; variants of an APM, for a steady-state genetic algorithm based on an APM for a generational genetic algorithm, largely used in the literature previously proposed by two co-authors of this manuscript; good performance of the proposed APM in comparison with other techniques found in the literature; innovative and general strategies to handle constraints in the field of evolutionary computation.
Research limitations/implications
The proposed algorithm has no limitations and can be applied in a large number of evolutionary algorithms used to solve constrained optimization problems.
Practical implications
The proposed algorithm can be used to solve real world problems in engineering as can be viewed in the references, presented in this manuscript, that use the original (APM) strategy. The performance of these variants is examined using benchmark problems of mechanical and structural engineering frequently discussed in the literature.
Originality/value
It is the first extended analysis of the variants of the APM submitted for possible publication in the literature, applied to real world engineering optimization problems.
