Abstract
Purpose
This paper intends to examine the change of R&D fiscal policies in China since 1978 and its impact on China's drive to become an innovation‐oriented country.
Design/methodology/approach
This paper adopts an archive approach and undertakes an overview of the policy changes and their implications.
Findings
It is found that policy changes have gradually made enterprises the focal point of the national innovation system and that correspondingly a new financial and fiscal mechanism has been created to create incentives for innovation in firms.
Originality/value
This paper provides a comprehensive overview of the changing financial and fiscal policies in support of technological innovation in China.

Abstract
Purpose
This paper sets out to examine innovation and technology transfers in the Chinese agricultural sector, with a particular focus on the government‐sponsored Science and Technology Transformation Fund.
Design/methodology/approach
This paper uses a case study of the Science and Technology Transformation Fund to illustrate how innovation and technology transfers in the agricultural sector are facilitated.
Findings
The paper argues that technology transfers in agriculture play an essential role in increasing agricultural productivity as well as farmers' income, fostering agricultural re‐structuring, and speeding up the construction of comparatively well‐off villages. In view of difficulties in agricultural technology transfer in China, it is of great practical importance for the government, following the “Green box policy”, to put the issue on the top agenda and attract more capital from every walk of society to support the ongoing transformation.
Originality/value
The paper illustrates the approaches that the Chinese government has taken to accelerate the improvement of science and technology in agriculture, and outlines the mechanism of science and technology innovation and transformation in China.

Abstract
Purpose
This study aims to assess whether technological incentives inspire communities in the process of digital inclusion. The factors analyzed by the authors assess five dimensions: technology incentives, technology utilization, searching skills, social integration, and capabilities.
Design/methodology/approach
Data were collected from 329 respondents in 14 public libraries and analyzed using structural equation modeling to validate the proposed research model and its relationships with the factors the authors analyzed.
Findings
The results showed that technological incentives significantly impact on technology utilization, searching skills, social integration, and capabilities to support community digital inclusion in Pakistan.
Practical implications
Technological incentives to the community will lead to the improvement of network technology for things like online taxation, banking transactions, social integration, participation in government, and modern health and education benefits. In addition, technological incentives will also enhance information literacy and digital access, helping people improve cognitive skills and critical thinking and also helping to develop skills.
Originality/value
This research is based on raw data first collected from various people with different opinions from the Khyber Pakhtunkhwa public libraries. This study was conducted to gain a deeper understanding of the overall situation related to the use of technology in Pakistan and the complications involved.

Abstract
Purpose
The purpose of this paper is to develop and test a comprehensive hierarchical model of the interrelationships among five higher order marketing constructs (service quality, customer satisfaction, perceived value, restaurant image and behavioural intentions) for moderate upscale restaurants in Malaysia. A third order conceptualisation of service quality is also included in the empirical analysis.
Design/methodology/approach
The data were analysed using exploratory factor analysis, confirmatory factor analysis and structural equations.
Findings
Service quality, customer satisfaction and restaurant image all have a strong, positive impact on the behavioural intentions of moderate upscale restaurant patrons. Service quality, perceived value and restaurant image are also important determinants of customer satisfaction. Behavioural intentions to re-patronise a restaurant and recommend it to friends are influenced more strongly by restaurant image than by customer satisfaction. Three primary dimensions and ten pertaining sub-dimensions are modelled in the third order conceptualisation of service quality. The primary and sub-dimensions also vary in importance amongst the customers in the sampling frame.
Originality/value
This is the first empirical research that develops and tests a comprehensive hierarchical model for moderate upscale restaurants to provide a complete and integrative analysis of a service setting. The interrelationships among service quality, customer satisfaction, perceived value restaurant image and behavioural intentions are assessed. A third order conceptualisations of service quality is also included in the modelling framework.

Abstract
Purpose
This study aims to propose a speed guidance model of the CV environment to alleviate traffic congestion at intersections and improve traffic efficiency. By introducing the theory of moving block section for high-speed train control, a speed guidance model based on the quasi-moving block speed guidance (QMBSG) is proposed to direct platoon including human-driven vehicles and connected vehicles (CV) through the intersection coordinately.
Design/methodology/approach
In this model, the green time of the intersection is divided into multiple block intervals according to the minimal safety headway. Connected vehicles can pass through the intersection by following the block interval using the QMBSG model. The block interval is assigned dynamically according to the traveling relation of HV and CV, when entering the communication range of the intersection. To validate the comprehensive guidance effect of the proposed model, a general evaluation function (GEF) is established. Compared to CVs without speed guidance, the simulation results show that the GEF of QMBSG model has an obvious improvement.
Findings
Compared to CVs without speed guidance, the simulation results show that the GEF of QMBSG model has an obvious improvement. Also, compared to the single intersection speed guidance model, the GEF value of the QMBSG model improves over 17.1%. To further explore the guidance effect, the impact of sensitivity factors of the CVs’ environment, such as intersection environment, communication range and penetration rate (PR) is analyzed. When the PR reaches 75.0%, the GEF value will change suddenly and the model guidance effect will be significantly improved. This paper also analyzes the impact of the length of block interval under different PR and traffic demands. It is found that the proposed model has a better guidance effect when the length of the block section is 2 s, which facilitates traffic congestion alleviation of the intersection in practice.
Originality/value
Based on the aforementioned discussion, the contributions of this paper are three-fold. Based on the traveling information of HV/CV and the signal phase and timing plans, the QMBSG model is proposed to direct platoon consisting of HV and CV through the intersection coordinately, by following the block interval assigned dynamically. Considering comprehensively the indexes of mobility, safety and environment, a GEF is provided to evaluate the guidance effect of vehicles through the intersection. Sensitivity analysis is carried out on the QMBSG model. The key communication and traffic parameters of the CV environment are analyzed, such as path attenuation, PR, etc. Finally, the effect of the length of block interval is explored.
