Abstract

Purpose

The aim of this paper is to examine the evolution and development of the selection process and methods used by the Chinese government for appointing public officials.

Design/methodology/approach

The paper adopts an approach combining literature and document reviews with discussion with field experts.

Findings

China has a long history of selecting the most able individuals for government officials. During the political turmoil of the twentieth century, this was abandoned for ideological reasons. Current selection criteria and process are increasingly based on solid psychology and management approaches.

Research limitations/implications

This paper is an overview of developments in Chinese government official selection approaches and process.

Practical implications

It may serve as a baseline for future research and practice on exploring sound and institutionalized selection methods and processes.

Originality/value

This is an initial attempt to explore senior Chinese officials' selection process.

Abstract

Purpose

The aim of this study is to find the governance mechanism that matches the EPC project governance model as well as the performance criteria for measuring the quality governance of EPC projects so as to improve the level of quality of EPC project delivery.

Design/methodology/approach

An in-depth questionnaire survey of 199 EPC engineering practitioners and quality control units was conducted and the survey data was analysed using SPSS 24.0 software.

Findings

The results show that administrative governance, industry governance and internal project governance have direct effects on the quality governance performance of EPC projects. Administrative governance has a positive impact on the quality governance performance of EPC projects through industry governance and project internal governance.

Research limitations/implications

This study enriches the research on engineering quality governance in the context of EPC projects, discusses how to improve the performance of EPC engineering quality governance and will provide certain reference and information for other EPC projects to establish an adapted engineering quality governance mechanism.

Originality/value

This paper exploratively proposes EPC administrative governance mode, industry governance mode and internal project governance mode and analyzes the logical relationship between them and EPC project quality governance performance and constructs a theoretical model influencing the improvement of EPC project quality governance performance.

Abstract

Purpose

The purpose of this paper is to explore the relationship between the patenting movement and economic growth by analyzing development states and raising possible questions of high‐tech industries in order to provide lessons for policy makers.

Design/methodology/approach

A model of polynomial distribution with lagging effect was applied to patenting data and economic operation data, including revenue from new products.

Findings

Through three grouped investigations, namely: short term, medium term, and long term, it was found that innovation activities significantly influence positive economic growth in high‐tech industries. However, total patent output elasticity (POE) in some high‐tech industries is lower than in non‐high‐tech industries. Among the detailed sectors selected in this study, medical equipment and measuring instruments show higher POE.

Originality/value

This paper focuses on an industry‐level study of the relationship between the patenting movement and economic growth, which has important theoretical and practical significance to promoting high‐tech industry innovation capability and enhancing the technological innovation competitive advantage of China.

Abstract

Purpose

The purpose of this paper is to investigate the influence of internet commonweal characteristics on consumers’ participation willingness, mainly predicated on the stimulus-organism-response model. Furthermore, co-creation value is tested as a mediator of the relationship between internet commonweal characteristics and consumers’ participation willingness, by using the project of Ant Forest issued by Ali-pay as an example.

Design/methodology/approach

An online questionnaire survey was conducted among Ant Forest’s consumers with a final sample of 584 valid data. Moreover, to test the hypotheses in the relationship among latent variables, structural equation model analysis was used in this study.

Findings

The findings show that openness and interactivity as two kinds of characteristics of internet commonweal have positive effect on customers’ co-creation value; while co-creation would mediate the relationship between internet commonweal characteristics and customers’ participation willingness. As a result, more co-creation value would be created between the companies and their customers for higher level of internet commonweal to gain a sustainable image.

Practical implications

Two managerial implications derived in this paper to explain how to manage the internet public welfare platform and how to promote the social public welfare undertakings. In short, consumers’ co-creation value, green value, personal achievement value and social relationship value would be aroused by the internet commonweal characteristics and will finally affect consumers’ participation willingness.

Originality/value

The originality and value in this paper is enriching the importance of customers’ co-creation value in the field of internet commonweal. And demonstrating that openness and interactivity of internet commonweal characteristics would increase customers’ co-creation value.

Abstract

Purpose

This paper aims at studying the concept of innovation ecosystems and investigating the factors affecting them based on their interrelationships with respect to different innovation archetypes.

Design/methodology/approach

The methodology is based on using multivariate statistical analysis of the inter-correlations among a number of variables which led to extracting a reduced set of new significant factors that affect China’s innovation ecosystem.

Findings

The results showed that innovation archetypes differ significantly with respect to the majority of the new factors.

Practical implications

Through identifying these challenges, decision-makers can develop a better understanding of the variables affecting each archetype of innovation and act accordingly.

Originality/value

The study is the first to fill the gap of addressing a large number of variables affecting innovation and analyzing their interrelationships.

Abstract

Purpose

The purpose of this paper is to exploit the multiple-Toeplitz matrices reconstruction method combined with quadratic spatial smoothing processing to improve the direction-of-arrival (DOA) estimation performance of coherent signals at low signal-to-noise ratio (SNRs).

Design/methodology/approach

An improved multiple-Toeplitz matrices reconstruction method is proposed via quadratic spatial smoothing processing. Our proposed method takes advantage of the available information contained in the auto-covariance matrices of individual Toeplitz matrices and the cross-covariance matrices of different Toeplitz matrices, which results in a higher noise suppression ability.

Findings

Theoretical analysis and simulation results show that, compared with the existing Toeplitz matrix processing methods, the proposed method improves the DOA estimation performance in cases with a low SNR. Especially for the cases with a low SNR and small snapshot number as well as with closely spaced sources, the proposed method can achieve much better performance on estimation accuracy and resolution probability.

Research limitations/implications

The study investigates the possibility of reusing pre-existing designs for the DOA estimation of the coherent signals. The proposed technique enables achieve good estimation performance at low SNRs.

Practical implications

The paper includes implications for the DOA problem at low SNRs in communication systems.

Originality/value

The proposed method proved to be useful for the DOA estimation at low SNR.
