Abstract

Describes the planning and implementation of a quality service programme in Shanghai’s prestigious new public library. This is part of a city‐wide initiative to develop quality service in organisations in the private and public sectors. The organisation and administration of the library’s programme is described, including the involvement of library staff at all levels, the development of service norms, and the ways by which the staff were encouraged to deliver quality service. The experience was transferred to other librarians. The outcomes of the programme are described.

Abstract

Purpose

The purpose of this paper is to review and examine the necessities and potentials for transition of a library from paper‐based paradigm to all media paradigm in the new changing age; and to recount the innovation efforts made by Shanghai Library aimed at actualising its development strategy.

Design/methodology/approach

This paper reviews the major impacts that had fallen on libraries of the world, and the dilemma in particular that Shanghai Library was confronted with in its attempt to optimise the library services. Examples are given with facts and figures to illustrate how the library has been conducting innovation practices to fulfil its paradigm shift.

Findings

The paper concludes that today's libraries need fundamental transformation through innovation practices in various aspects and dimensions to keep up with the times.

Practical implications

The paper offers practical information and advice to those considering paradigm shift as a strategic organisational imperative.

Originality/value

This paper demonstrates how the Shanghai Library has achieved transcendence through transition of its business priority from the paper collection to the various formats that keeps in alliance with the digital and, in further foresight, the omnimedia age.

Since the consolidation of the Shanghai Library and Institute of Scientific and Technical Information of Shanghai in 1995, the Shanghai Library has developed a service model which aims to serve the general public, the research and technological community, and the city government and the legislature. This article considers the library’s long‐term effort for establishing the three‐dimensional service model and analyzes its strengths, opportunities, weaknesses and threats.

To provide an overview of the 2004 International Conference on Dublin Core and Metadata Applications held in Shanghai, China, in October 2004.

Design/methodology/approach

Outlines the themes of the papers presented in the three plenary paper sessions: Metadata Frameworks, Metadata Users, and Managing & Harvesting Metadata.

Findings

Found that one of the most prevailing topics at the conference was interoperability, being the key to ensure the accessibility and sustainability of any effective digital library.

Abstract

Purpose

Through the case analysis of China’s digital library, the purpose of this paper is to make readers understand the development status, achievements and problems of China’s digital library. At the same time, it also enables readers to understand the common application forms of these modern information technologies in digital libraries, so as to provide a reference basis for the application of new technologies in other countries’ digital libraries.

Design/methodology/approach

On the basis of literature review, the authors have analyzed a conspicuous collection of related papers in order to make a comprehensive summary and elaboration on the present situation of modern information technology application in Chinese digital libraries.

Findings

This paper defines and analyses the concepts, contents and relationships of the three most important modern Big Data information technologies, and then completes the analysis of the current situation of the application of information technology in Chinese digital libraries. The block chain can achieve more accurate information collection, more secure information storage and more effective information dissemination. Artificial intelligence can improve the existing digital library service level in three aspects: resource construction, information organization and information service. Internet plus will help transform the traditional digital library business mode in order to adapt to the change of user-centered service.

Originality/value

This is among the first structured attempts of comprehensively and generally summarizing the application of modern information technology in Chinese digital libraries. It also contains an original exploration of the relationship between the main kinds of modern information technology. Based on this, a relatively complete application scenario and possible vision of modern information technology in digital library can be built.
