Abstract

Purpose

People living with opioid use disorder (OUD) disproportionately encounter the criminal justice system. Although incarcerated individuals with OUD face higher risk for withdrawals, relapses and overdoses, most jails fail to offer comprehensive medications for OUD (MOUD), including recovery support services and transition of care to a community provider. The purpose of this paper is to describe the development and implementation of a comprehensive MOUD program at a large county jail system in Maricopa County, Arizona.

Design/methodology/approach

The authors used the Sequential Intercept Model (SIM) to develop a community-based, multi-organizational program for incarcerated individuals with OUD. The SIM is a mapping process of the criminal justice system and was applied in Maricopa County, Arizona to identify gaps in services and strengthen resources at each key intercept. The program applies an integrated care framework that is person-centered and incorporates medical, behavioral and social services to improve population health.

Findings

Stakeholders worked collaboratively to develop a multi-point program for incarcerated individuals with OUD that includes an integrated care service with brief screening, MOUD and treatment; a residential treatment program; peer support; community provider referrals; and a court diversion program. Recovery support specialists provide education, support and care coordination between correctional and community health services.

Originality/value

OUD is a common problem in many correctional health centers. However, many jails do not provide a comprehensive approach to connect incarcerated individuals with OUD treatment. The Maricopa County, Arizona jail system opioid treatment program is unique because of the ongoing support from recovery support specialists during and after incarceration.

Abstract

Summarizes the results of an evaluation of an interactive multimedia program designed to inform young adults on the physical and behavioral consequences of excessive use of alcohol. The sample of 710 participating undergraduate students were referred to the university because of some violation of code of conduct regarding alcohol use. Of these, 610 students were assigned to use of an alcohol harm reduction computer program versus writing an essay on responsible drinking. Analysis of alcohol expectations found that the software users, as compared to the comparison group, reported significantly more changes in expectations about alcohol post‐intervention and intentions to change behavior towards greater safety and responsibility. Such an approach is potentially (in terms of resources) available on a campus for this type of educational programming and has the advantage of targeting students during a teachable moment introduced through a university sanction. Suggests that computer supported programs might evolve to be an effective method for health education.

Abstract

In this article I propose to deal only with that legislation which is of a permanent nature and is not likely to be repealed or amended for at least some time to come. Ministry of Food Orders such as those which deal with price controls will be ignored. Most legislation from the public health point of view is dealt with by the Food and Drugs Act, an Act which consolidated, with a few amendments, some of the legislation relating to foods, drugs, markets, slaughterhouses and knackers' yards. Section 9 of the Act makes it an offence for any person (a) to sell or offer or expose for sale or have in his possession for the purpose of sale or of preparation for sale, or (b) to deposit with or consign to any person for the sale or preparation for sale any food which is intended for but unfit for human consumption. It is a defence, however, to prove that the food in question was not intended for human consumption, or at the time it was fit for human consumption, or he did not know and could not, with reasonable diligence, have ascertained that it was unfit for human consumption. It does not matter whether the meat or other foodstuff was originally consigned by the Ministry of Food or purchased in the open market unless the butcher can avail himself of the special defences just mentioned. An authorised officer of the local authority, who is either the medical officer of health, sanitary inspector or veterinary inspector specially appointed for that purpose by the local authority, may, if such food appears to him to be unfit for food, remove it to be dealt with by any Justice of the Peace, and may then report the matter to the local authority, who may institute proceedings against that person. Every piece of meat or other article of foodstuff seized may be dealt with as a separate offence, and for each offence a penalty of £50 may be imposed. The butcher, therefore, if he has any meat, offal, or other foodstuff which he thinks may be diseased or otherwise unsound, should immediately withdraw it from sale and call in the local inspector. Butchers must be registered under Section 14 of the Food and Drugs Act, 1938 (not to be confused with a licence issued by the local Food Office), with the local authority, if they carry out on their premises the manufacture or preparation of sausages or potted, pressed, cooked or preserved foods. Failure to be registered renders the butcher liable to prosecution A point of interest arises in this connection. Does a butcher who boils down fat become a fat‐boiler and render his business to be classed as an offensive trade? Legally, he does, but in practice, unless he carries it on on a large scale, it is overlooked. A butcher should make himself familiar with the Imported Meat (Marking) Order, 1941, for any butcher who sells imported meat, as nearly every butcher does, makes himself liable to prosecution unless the following provisions are complied with. This Order prohibits the sale or exposure for sale of any imported (chilled or frozen) beef, mutton, lamb, pork, or edible offals, unless a label or ticket bearing the word “Imported” is affixed to every slab, tray or rail which contains such imported meat, so as to be visible to the purchaser. Where a butcher sends or delivers imported meat to another person, the requirements of this Order are complied with if the invoice or delivery note attached to or accompanying the meat has the word “Imported” marked on it. If the meat itself is clearly marked with the country of origin, e.g., New Zealand or Argentina, it is not necessary to specially label the meat, provided the purchaser is present in the shop at the time of the sale. The provisions of the Public Health (Preservatives, etc., in Food) Regulations, 1925–40, prohibit the use of any preservative or colouring matter in any article of food. However, it is provided by the first Schedule to these regulations that sausages or sausage meat may contain 450 parts per million of sulphur dioxide. Butchers whose premises are in Scotland are allowed, during the months of June, July, August and September, to put 450 parts per million of sulphur dioxide in minced meat. Where the article of food does contain preservative, it must bear a label stating that “these sausages, etc., contain preservative”; the letters being not less than ? in. in height, or there must be a notice in the shop to the effect that the sausages contain preservative.

Abstract

To those concerned with challenges and challengers to conventional wisdom, the entirely credible perception of ours as a planet in the midst of a deep environmental crisis offers fruitful grounds for analysis. Crises stimulate those who have, in the existence of the crisis, firm proof that the wisdom which girds the status quo is deficient and/or those who apply it are. This is particularly true when the crisis is perceived to be grave and dread‐laden. Skin cancer due to the depletion of the ozone layer is on the increase. Large, at times devastating, climate changes are loose upon the planet. Whether given quasi‐ scientific names like the “greenhouse effect” or lumped together in a melange of “acid rain”, “toxic waste” and “industrial cancers”, the result is the same. Rational citizens of the everyday‐person‐on‐the‐street sort feel threatened. The threat is given shape and substance by the mass media. The environmental crisis is a credible crisis. One need not list radical political activism as one's vocation to list the environmental crisis as one of one's fears as we enter the 1990's.

In a rotating wing aircraft, a rotating wing with variable incidence blades, hand operated means for positively setting the incidence angle of said blades to cither of two predetermined positions corresponding to helicopter and autogiro conditions of the rotating wing, respectively, first means for locking and unlocking said setting means in their autogiro position, second means for locking and unlocking said setting means in their helicopter position and means for positively readjusting the position of said second means within a small range about said pre‐determined helicopter position, whereby the torque consumption of the rotating wing can be suited to the engine output in the helicopter condition, under variable helicopter flying conditions.

Abstract

Purpose

The purpose of this study is to explore the implementation of response to intervention (RTI) in elementary schools. RTI is a systematic and comprehensive teaching and learning process intended to identify and prevent student academic failure through differentiated or intensified instruction.

Design/methodology/approach

Using an exploratory case study approach, this study observes the philosophical shift from removing students from the classroom for testing and remedial instruction, to incorporating a three‐tiered intervention approach beginning with the classroom teacher.

Findings

Findings show the strategies one principal used to implement RTI practices using a whole‐organization structured approach. Teachers and administrators jointly planned the strategies and created venues conducive for the intervention students needed to meet district, local, and national academic expectations.

Research limitations/implications

Research implications relate to the limited sample a single‐case study can provide. Nonetheless, the case brings useful steps at an administrative level in building successful structures for the focused improvement of teaching and learning processes.

Practical implications

Case studies provide a venue for practitioners and researchers to analyze possible approaches based on real examples. This study demonstrates possibilities in the adaptation of mandates to work on behalf of the improvement of children.

Originality/value

This study is significant since there is a growing interest in adopting RTI processes in several countries around the world and in providing possible models of implementation for practitioners and researchers.

Abstract

The works of Stephen Bunker represent early, sometimes unacknowledged, contributions to a sociological imagination regarding the role of nature and raw material extraction in processes of social change. By engaging debates defined within a world-systems frame of national state power and cycles of capital accumulation, Bunker's work maintains the hierarchy of core, semi-peripheral, and peripheral states. While bridging the local and the global in unusual ways, his emphasis is predominantly on the external limits posed by nature and global markets on peripheries and the converse advantages offered to cores, thus allowing less room in the analysis for questioning which particular totality(ies) of social structure and relations are open to sociological inquiry. Gleaning the contributions from a socionatural approach and relating them back to Bunker's commodity-based approach may expand the purview for analyses of the intersection of the natural and the social. In this chapter, I argue that attention to ‘nature’ in its multiple socionatural occurrences contributes to an understanding of the structuring of power in time and place. I rely on geographer Eric Swyngedouw's deployment of the concept of ‘socionature’ and the framework of actor-network theory to explore the benefits as well as challenges of a more relational, nondualistic sociological analysis of society and nature.
