Abstract
Work undertaken as part of a research project funded under the European STAR Programme is examined. In the course of a major project on Value Added and Data Services (VADS) in the North of Ireland, an extensive study was conducted of similar developments in the Irish Republic. Some of the more important results of this secondary study are used here to assess the likely implications of enhanced infrastructure provision for the demand for advanced telecommunications services.

Abstract
Reports recent work on the impact of the European STAR programme on the process of economic regeneration in Northern Ireland. Seeks to draw lessons from the Northern Ireland experience which may be applied elsewhere. Reports responses among the business community to the STAR programme and in particular the impact of the fibre opticbased transmission and switching facilities it has provided. In considering the overall impact of STAR on the job market, comparisons are drawn with elsewhere in the UK. The main conclusion is that in promoting the virtues of advanced telecommunications services, much greater attention must be paid to the business benefits involved and also, to making facilities such as ISDN more user friendly and competitive.

It is now common for finance textbooks to discuss the concepts of the CAPM, diversification benefit, and systematic risk, as measured by beta. The purpose of this paper is to clarify aspects of these concepts and make the textbooks readers aware of them. In particular, this paper seeks to: (1) clarify the notion that “diversification reduces risk,” (2) provide geometric expositions and algebraic expressions of portfolio benefits in the context of both total risk and market risk, and (3) improve the interpretation of beta.

Whereas it has been commonplace over the years to describe societies as for example, agrarian or industrial, democratic or totalitarian, socialist or capitalist, it is scarcely surprising that an increasingly popular term today is that of the ‘information society’. In this everyday context, with no deeper meaning either inferred nor intended, the term is simply a form of linguistic shorthand. As such it has acquired a fair amount of currency and even, a certain validity, although this in itself counts for little in terms of overall sociological meaning or significance.
