Abstract
Purpose
While the investment in construction projects has increased over the past few decades, low construction project productivity (CPP) appeared to be persistent, thereby reflecting an “investment-in-failure” paradox between the investment and CPP. Hence, this paper aims to develop a systematic and holistic CPP evaluation framework to explain the apparent paradox in the construction industry.
Design/methodology/approach
The paper first reviews the literature about the theories of system, production, principal–agent and project success evaluation to re-conceptualise the CPP and proposes a two-stage CPP evaluation framework. The framework is subsequently explored through a sequential qualitative mixed-methods design within the context of the Hong Kong construction industry by combining 32 semi-structured interviews with senior industry experts and exploratory case studies, with three real-life construction projects.
Findings
The paper identifies three system boundaries for CPP evaluation, that is, parameter, timeframe and stakeholder, and develops a two-stage CPP evaluation framework to indicate site efficiency and utilisation effectiveness, thereby accessing the productivity of both the construction and post-construction stages. The “investment-in-failure” paradox associated with current CPP evaluation approaches is primarily attributed to the narrowly defined CPP boundaries.
Research limitations/implications
The qualitative exploration of the evaluation framework only focusses on the Hong Kong construction industry. Further case studies within other urban contexts could be used to improve the generalisability of the findings. Quantitative research is also necessary to advance theoretical development of the two-stage CPP evaluation.
Practical implications
The systemic CPP conceptualisation and the two-stage CPP evaluation framework support the systems thinking of industry stakeholders and enable them to formulate holistic strategies for long-term CPP enhancement.
Originality/value
The research demonstrates the needs to expand the system boundaries of CPP to reflect its systemic value and to shift the paradigm of CPP evaluation from being output-orientated and quantity-focussed to being outcome-orientated and value-focussed.

Abstract
Purpose
The purpose of this paper is to investigate the complex interdependence of the factors in driving or hindering construction productivity at the industry, project and activity levels in a systemic manner.
Design/methodology/approach
A mixed-methods design, which combines a critical literature review, an interview-based survey with 32 industry experts and five focus group meetings participated in by 109 representatives of a wide range of industry stakeholder groups, was employed to identify the drivers for and constraints on construction productivity enhancement in Hong Kong and explore the interrelated insights into the drivers and constraints.
Findings
The study conceptualised and validated a systemic framework for examining construction industry productivity, and developed three causal loop diagrams (CLDs) for illustrating the dynamic structures that underpin the complex systems of the drivers and constraints.
Research limitations/implications
Although the scope of the study was limited to Hong Kong, the results could be interpreted for critical learning in other urban contexts.
Practical implications
The systemic perspective of construction productivity and the CLDs of the drivers and constraints support the systems thinking of industry stakeholders in the formulation of holistic strategies for long-term construction industry productivity enhancement.
Originality/value
The study conceptualises construction productivity from a systemic perspective and provides empirically supported CLDs to facilitate future investigations into the complex system of construction productivity.

Abstract
Purpose
This paper explores the vocational training of construction workers in Guangdong Province of China and identifies its position in the global political-economic spectrum of skill formation.
Design/methodology/approach
The paper reviews construction vocational education and training (VET) of major political economies to develop a theoretical framework that guides an in-depth case study of Guangdong. Document analysis, field trip observations, meetings and semi-structured interviews were combined to explore the political-economic environment, political stakeholders and quality assurance mechanisms of industrial training in Guangdong's construction sector. The findings were compared with construction VET of other economies reported in the literature.
Findings
Construction training in Guangdong is deeply rooted in the local history and culture, under strong dominance of the state, while continually evolves to respond to the fluid market and therefore can be conceptualised as “market-in-state”. The political stakeholders are embedded within the state to ensure that skills policies are implemented in-line with industry policies. The differences between the training of Guangdong and its foreign counterparts are attributed to their divergent political-economic models.
Research limitations/implications
As the case study was undertaken only with Guangdong, the generalisability of its findings can be improved through future research within a broader context of multiple provinces of China through both qualitative and quantitative research approaches.
Practical implications
Plausible foreign VET approaches are likely adaptable to the Chinese context only when conducive political-economic environment could be enabled. The findings are useful for developing countries to learn from the VET experience of industrialised economies. Construction workers' training in Guangdong can be improved by strengthening labour regulation at lower subcontracting levels and ensuring the presence of industrial associations and unions for collective training supervision.
Originality/value
The paper contributes to the field of construction engineering and management with a theoretical framework that guides empirical studies on the influence of the political-economic environment upon the ways political stakeholders develop and participate in construction VET. The exploration based on this framework revealed the position of the vocational training of construction workers in Guangdong in the global political-economic spectrum of skill formation.

Purpose
The return behavior of customers has a great impact on the e-retail industry and has resulted in the emergence of return-freight insurance (RI). Additionally, customer loss aversion arising from returns affects e-retailers' decisions and manufacturers' profits. Therefore, the main purpose of the authors' study is to determine how e-retailers and manufacturers choose their RI strategy and pricing according to customers' loss aversion.
Design/methodology/approach
The authors propose three scenarios: no RI, customer purchase RI and free e-retail RI (FRI). Meanwhile, the authors also model a Stackelberg game between e-retailers and manufacturers for analysis. Then, according to customer return behavior and loss aversion, the authors study the optimal pricing decision and RI premium allocation scheme for e-retailers and manufacturers under different scenarios.
Findings
It was found that the loss sensitivity reduces customers' willingness to buy RI, which is not conducive to the development of e-retailers and manufacturers. Additionally, with higher loss sensitivity, e-retailers and manufacturers offer FRI to gain higher profits, which supports the implementation of the FRI strategy.
Originality/value
The authors introduce customers' loss aversion into RI to analyze the optimal pricing decisions and profits of e-retailers and manufacturers, enriching the application of loss aversion theory. In addition, this study analyzes the two-way cost-sharing mechanism between manufacturers and e-retailers to provide FRI, which provides a theoretical basis for RI premium sharing.

Abstract
Purpose
Modular construction is an innovative method that enhances the performance of building construction projects. However, the performance of steel modular construction has not been systematically understood, and the existing measurement methods exhibit limitations in effectively addressing the features of steel modular building construction. Therefore, this study aims to develop a new performance measurement framework for systematically examining the performance of steel modular construction in building projects.
Design/methodology/approach
This study was conducted through a mixed-method research design that combines a comprehensive review of the state-of-the-art practices of construction performance measurement and a case study with a 17-story steel modular apartment building project in Hong Kong. The case project was measured with data collected from the project teams and other reliable channels, and the measurement practices and findings were referenced to establish a systematic performance measurement framework for steel modular construction.
Findings
Considering steel modular construction as a complex socio-technical system, a systematic performance measurement framework was developed, which considers the features of steel modular construction, focuses on the construction stage, incorporates the views of various stakeholders, integrates generic and specific key performance indicators and provides a benchmarking process. Multifaceted benefits of adopting steel modular construction were demonstrated with case study, including improved economic efficiency (e.g. nearly 10% cost savings), improved environmental friendliness (e.g. approximately 90% waste reduction) and enhanced social welfare (e.g. over 60% delivery trips reduction).
Originality/value
This paper extends the existing performance measurement methods with a new framework proposed and offers experience for future steel modular construction. The measured performance of the case project also contributes in-depth understanding on steel modular construction with benefits demonstrated. The study is expected to accelerate an effective uptake of steel modular construction in building projects.

Abstract
Purpose
With the fierce competition in a knowledge economy, knowledge-intensive enterprises (KIEs) make technological progress in their catching-up processes through implementing product innovation and process innovation. In this study, the aim is to understand the determinants of enterprise innovation type in China's catch-up environment. Further, this paper intends to deal with two related questions. First, what effect does the internal knowledge base have on KIEs' technology innovation activities? Second, considering the technology gap and technology development speed, what are the different impacts of the knowledge base on the type of technology innovation activities?
Design/methodology/approach
This paper collected data from 212 KIEs in China through a two-stage questionnaire survey, combined with statistical data for research. The hypothesis was tested by regression analysis. Specifically, descriptive statistics and regression analysis are introduced to test the hypothetical relationship between the knowledge base and technology innovation. Meanwhile, multiple regression is used to test whether there is any difference in the influence of technology gap and technology development speed on enterprise knowledge base and technology innovation. Finally, the corresponding robustness tests are done.
Findings
This study finds that in a sample of Yangtze River Delta KIEs, firms' knowledge base influences innovation types. Specifically, the knowledge base width (KBW) and knowledge base depth (KBD) positively influence process innovation, and KBD positively affects product innovation. Regarding the effects of catch-up context factors on KIEs’ innovation choice, a wide technology gap tends to positively influence product innovation in industries with high levels of KBW. Moreover, when technology development speed is high, its potential positive influence on process innovation will be more significant for industries with deeper knowledge bases.
Originality/value
This paper fills the research gap that existing studies ignore the relationship between types of technology innovation and knowledge base dimensions, especially for KIEs. First, this paper deepens the understanding of the impact mechanism of KIEs' existing knowledge base on innovation activities; the unique use of resources by enterprises is the basis of enterprises' competitive advantage and will become enterprises' competitive advantage. Second, this study indicates that against different backdrops of technology gap and technology development speed, enterprises with different knowledge bases will adopt different types of technology innovation activities. Third, this paper shows that a wider technology gap provides broader innovation space, so the technology gap plays a pulling role in KBW and product innovation, thus pushing forward enterprises' technological catch-up.

Abstract
Purpose
This paper aims to establish a mathematical model for water-flooding considering the impact of fluid–solid coupling to describe the process of development for a low-permeability reservoir. The numerical simulation method was used to analyze the process of injected water channeling into the interlayer.
Design/methodology/approach
Some typical cores including the sandstone and the mudstone were selected to test the permeability and the stress sensitivity, and some curves of the permeability varying with the stress for the cores were obtained to demonstrate the sensitivity of the formation. Based on the experimental results and the software Eclipse and Abaqus, the main injection parameters to reduce the amount of the injected water in flowing into the interlayer were simulated.
Findings
The results indicate that the permeability of the mudstone is more sensitive to the stress than sandstone. The injection rate can be as high as possible on the condition that no crack is activated or a new fracture is created in the development. For the B82 block of Daqing oilfield, the suggested pressure of the production pressure should be around 1–3MPa, this pressure must be gradually reached to get a higher efficiency of water injection and avoid damaging the casing.
Originality/value
This work is beneficial to ensure stable production and provide technical support to the production of low permeability reservoirs containing an interlayer.
