Abstract
Purpose
The purpose of this paper is to develop an improved adhesion model to better reproduce the low adhesion condition of the anti-skid control for rail vehicles under braking condition.
Design/methodology/approach
In view of the low adhesion characteristics for rail vehicles under braking conditions, the Polach adhesion model was improved based on the sliding power and sliding energy. The wheel–rail low adhesion model suitable for braking condition was given. The analysis of braking anti-skid control under emergency braking condition was carried out through the co-simulation, and compared with the test data; the effectiveness and practicability of the improved low adhesion model were verified.
Findings
The results showed that the improved adhesion model is simple and efficient and the parameters involved are less, and it can be directly applied to the real-time simulation of anti-skid control in the process of train braking.
Originality/value
This paper can provide a theoretical reference for the reasons of change and improvement of adhesion between wheel and rail caused by the adjustment of braking force under anti-skid control, which can fulfill a need to the study of sliding energy on the contact surface, the removal effect of pollutants on the wheel–rail surface and the improvement and recovery of adhesion caused.

Abstract
Purpose
Traditional Chinese medicine (TCM) prescriptions have always relied on the experience of TCM doctors, and machine learning(ML) provides a technical means for learning these experiences and intelligently assists in prescribing. However, in TCM prescription, there are the main (Jun) herb and the auxiliary (Chen, Zuo and Shi) herb collocations. In a prescription, the types of auxiliary herbs are often more than the main herb and the auxiliary herbs often appear in other prescriptions. This leads to different frequencies of different herbs in prescriptions, namely, imbalanced labels (herbs). As a result, the existing ML algorithms are biased, and it is difficult to predict the main herb with less frequency in the actual prediction and poor performance. In order to solve the impact of this problem, this paper proposes a framework for multi-label traditional Chinese medicine (ML-TCM) based on multi-label resampling.
Design/methodology/approach
In this work, a multi-label learning framework is proposed that adopts and compares the multi-label random resampling (MLROS), multi-label synthesized resampling (MLSMOTE) and multi-label synthesized resampling based on local label imbalance (MLSOL), three multi-label oversampling techniques to rebalance the TCM data.
Findings
The experimental results show that after resampling, the less frequent but important herbs can be predicted more accurately. The MLSOL method is shown to be the best with over 10% improvements on average because it balances the data by considering both features and labels when resampling.
Originality/value
The authors first systematically analyzed the label imbalance problem of different sampling methods in the field of TCM and provide a solution. And through the experimental results analysis, the authors proved the feasibility of this method, which can improve the performance by 10%−30% compared with the state-of-the-art methods.

Abstract
Purpose
The purpose of this paper is to examine the financing and provision of basic public services in China. The main issue addressed is how to reform the public finance system to achieve quality and fairness in the provision of basic public services.
Design/methodology/approach
Based on an historical analysis of the functional transformation of the public finance system in China and on an empirical analysis of the current public finance system and the public service provision system, a comprehensive understanding was gained about the relationship between the financing and provision of basic public services.
Findings
The paper argues that there is a close relationship between the provision of basic public services and the functional changes made to the public finance system. Based on a systematic retrospective study of the Chinese Government’s efforts to improve basic public services over the last three decades, this paper offers policy suggestions on further public finance restructuring that would support better service provision.
Originality/value
By analyzing issues in the public service provision system, this paper contributes to the debate about the efficiency improvement made to governmental functions in China.

Abstract
Purpose
With the development of social productive forces and the advancement of agricultural practices since the founding of New China, the connotation of agricultural modernization with Chinese characteristics has undergone a process from formation to continuous expansion and deepening.
Design/methodology/approach
Its evolution can be roughly divided into four stages: the exploration stage, the formation stage, the establishment stage and the deepening stage. The historical evolution of the connotation of agricultural modernization with Chinese characteristics demonstrates four typical characteristics, namely increasingly scientific logical premise, continuously diversified orientations, increasingly improved core contents and progressively maturing strategies of development.
Findings
The achievements of agricultural modernization have laid a solid foundation for China's industrial modernization and the rapid development of the national economy. Meanwhile, the authors have identified through practical exploration a path of agricultural modernization with Chinese characteristics. In recent years, academic research on the connotation of agricultural modernization with Chinese characteristics has gradually heated up, and relevant achievements have emerged constantly.
Originality/value
The Communist Party of China (hereinafter “CPC”) has placed considerable emphasis on agricultural issues and has been committed to promoting agricultural modernization since the founding of New China. Through long-term persistence and unremitting efforts, China has made remarkable achievements in agricultural development: significantly improved agricultural production conditions and agricultural output capacity, constantly optimized agricultural structure and steadily increased the income of farmers.
