Abstract

The organization of production processes is becoming increasingly complex. Begins with some observations of non‐linear dynamic effects and uncontrolled self‐organization in production, which back this statement. This leads to the demand for organization forms in which distributed decision making plays a crucial role. Against this background, however, a new conception of planning and control is necessary. The main question is how an overall corporate objective can be achieved, while the sub‐systems pursue their individual objectives and can only be controlled in a limited manner. The application of recent research results from systems theory can help in understanding the problem and concepts like interventionist and experimental planning are powerful expedients to describe the remaining rules of planning and control specialists. With regard to the decision‐making processes on the shopfloor, suggests a reliance on the laws of the market, which therefore have to be transferred to production systems.

Abstract

Purpose

The purpose of this article is on the functional usability of metal additive manufacturing (AM) direct metal laser sintering (DMLS) production technology process parameters in the construction industry. In the study, the advantages of thermal optimization and weight reduction in the case of the use of foam metals obtained by changing the hatch distance the production process parameter, in the production of facade panels in the architectural field are revealed.

Design/methodology/approach

The methods in the study; production of the small scaled facade panels with nine different hatch distance parameters, determination of the thermal change with the infrared thermography method, microstructure examination, weight measurement.

Findings

The paper lays the groundwork for the manufacturability of lighter and lower thermal conductivity facade panels by changing the hatch distance parameters. Within the scope of the study, the definition of semi-open-cell foam aluminum and the product screening strategy offers innovation. Within the scope of the study, this scope is shared as an algorithmic summary. In addition, the study offers a new perspective within the scope of multiple optimizable panel production in facade panels with AM technology.

Originality/value

Hatch distance parameter change was first discussed in this study in the architectural field, and a semi-open cell foam aluminum panel was obtained with the scanning strategy determined within the scope of the study. This panel geometry, which is defined as semi-open cell foam aluminum, can be used as a design element by painting or coating the outer surface, it can be stated that it will also provide thermal and weight optimization.

Abstract

Purpose

The purpose of this paper is to identify and prioritize key performance indicators (KPIs) that can be used for stage-based performance assessment of build-operate-transfer (BOT) projects.

Design/methodology/approach

This research was conducted through focus group discussions and face-to-face questionnaires. Firstly, stage-level KPIs for BOT projects were identified by conducting a literature survey. The list of KPIs that can be used for measuring performance at different stages of a BOT project was finalized by conducting focus group discussions with 12 participants. The data related to the importance of identified KPIs were collected via a face-to-face questionnaire in which 30 high-level managers participated. Based on these data, KPIs were prioritized considering eight different stages of a BOT project by using Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS).

Findings

The research findings reveal that 63 stage-level KPIs can be used for measuring the performance of BOT projects at eight different stages, which are “feasibility study and preliminary plan,” “announcement and submission of application,” “evaluation and selection,” “negotiation and signing of concession agreement,” “design,” “construction,” “operation” and “transfer.” The most important KPIs were determined as “comprehensiveness of project technical feasibility,” “detailed tendering procedure,” “effectiveness of concessionaires' technical knowledge/capability evaluation,” “good relationships between government and concessionaire,” “technology transfer,” “effectiveness of quality control,” “effectiveness of facility management” and “effectiveness of hand-back management” for each stage. The findings can be used by companies to evaluate performance at each stage of a BOT project and, if necessary, take the necessary actions for performance improvement at the stage level.

Research limitations/implications

The main limitation is the size of the sample, which represents the perspectives of 30 Turkish high-level managers on KPIs in BOT projects. Besides, the selected method, namely, TOPSIS, does not provide quality measures related to the outputs; therefore, it is difficult to see the inconsistencies among the experts.

Practical implications

The study findings will help in devising appropriate performance evaluation practices for BOT projects to overcome the shortfalls of the existing practices and systems proposed in the literature and help in achieving the superior performance while developing infrastructure through the BOT route.

Originality/value

This paper proposes a process-based approach for measuring the performance of a BOT project considering eight different stages. It fills a research gap in the public–private partnership literature by focusing on stages rather than phases. The results can be used by practitioners to establish stage-level performance management systems for BOT projects.
